Is Openness at the heart of the EU Digital Agenda?

At OpenForum Europe Summit 2010, to be held in Brussels, Autoworld, 11 Parc du Cinquantenaire on Thursday 10 June 2010, a number of global speakers will discuss whether it indeed provides an open digital market as a catalyst for economic growth and if it will deliver a truly open e-government and digital citizenship (see Summit 2010). In 2008, OpenForum Europe, a not-for-profit champion of openness through open standards, hosted one of the most cited speeches by Neelie Kroes, then Commissioner of Competition. Her forward-looking speech on openness and interoperability as a way to improve the competitiveness of ICT markets set the EU on a path to eradicate lock-in forever. On the two-year anniversary of that event, Vice President Kroes, now the first-ever Commissioner of the Digital Agenda, is set to outline her plans for delivering on that vision. Much excitement surrounds open standards, given that Kroes is a staunch believer. The EU's Digital Agenda promises IT standardization reform in Europe and vows to recognize global standards development organizations (fora/consortia) by 2010. However, she avoided the term "open standards" in her new strategy. Markets are, of course, asking why she is keeping her cards tight on this crucial issue. Following her speech, Professor Yochai Benkler, award-winning author of "The Wealth of Networks", and Professor Nigel Shadbolt, appointed by the UK Government to work alongside Sir Tim Berners-Lee to help transform public access to UK Government information join dozens of speakers in the quest to analyse, entertain and challenge European IT policy, people, and documents. Speakers at OFE Summit 2010 include David Drummond, Senior VP Corporate Development and Chief Legal Officer, Google; Michael Karasick, VP Technology and Strategy, IBM; Don Deutsch, Vice President, Standards Strategy and Architecture for Oracle Corp; Thomas Vinje, Partner Clifford Chance; Jerry Fishenden, Director, Centre for Policy Research, and Rishab Ghosh, head, collaborative creativity group, UNU-MERIT, Maastricht (see speakers). If you are using SQL Server there are good chances that you are familiar with AdventureWorks. AdventureWorks is a Sample Database shipped with SQL Server and it can be downloaded from CodePlex site. AdventureWorks have replaced Northwind and Pubs from the sample database in SQL Server 2005. The Microsoft team keeps updating the sample database as they release new versions. I use the AdventureWorks database for most of my example, as it is easy to use sample database which is accessible for most of the people out there. Every new version of SQL Server should have its own Adventureworks database. The reason is that SQL Server comes up with new features with every version and most of the new features need a new dataset sample to demonstrate the capabilities of the features. This is the why every version of SQL Server has its own AdventureWorks database. Large File Uploads? SWFUpload?

So, we offer video services and have run into an issue with people uploaded large file sources. I realized that our developer was utilizing php HTTP uploads to handle this and that was causing the slow times & breakdowns. Now, they keep coming at me wanting to use SWFUpload, quoting it is utilized by YouTube, but I'm adamantly against it because -- well, flash. However, I don't really know of a -better- solution that works across all browsers. So I was wondering SWFUpload, which hasn't been updated in a year, is really the viable solution?

I'm working on a simple "DB" for some people at work and I don't want to do anything fancy. the fields should be something like name , number , notes , File:resume, notes (where file:notes is the acutall embedded resume. I cant see any obvious way to do this but i thought i would ask just the same. Is there a way to take a (pdf , doc , docx , txt) and throw it into a cell so a user can click on it and it will open the file in the approate program note: this db is going to be floating around between multiple sites so linking won't work.

How to diagnose "Internet explorer cannot display the webpage"

Our web site is working great for 99.99% of our users, but a few people (all of whom use Internet Explorer) are running into an error. Most pages on the site load fine, but for one specific page (the same page for all affected users), all they get is: Internet explorer cannot display the webpage It doesn't matter whether the page is accessed over http or https - it fails to load either way. Every other page on the site, as far as I can tell, works fine for them. Not only that, the same users can load that specific page fine in Firefox. I've checked the web server logs and I can't find any smoking guns there. The site is running IIS on Windows Server 2003. Is there any way to get IE to give the user more information than just "cannot display the web page"? There's a "More information" button, but all it tells you is to make sure that your DNS servers are working, make sure you're not working offline, etc. :(

Cannot import video from a DV camcorder over FireWire

I have a JVC GR-D320 miniDV camcorder that has a FireWire interface. I recently upgraded to Windows 7 RTM (64 bit, fresh installation). When I connect my camcorder through FireWire, I can see it in Device Manager without any warnings or problems, but I cannot capture videos from my miniDV tapes. After connecting, AutoPlay displays "Import Video could not find a compatible digital video device. Verify that the digital video device is properly connected and turned on." When using Windows Live Photo Gallery after selecting the import option, my camera is not listed. The camera used to work perfectly on the same hardware before upgrading to Windows 7 RTM 64 bit (it used to work fine on Windows XP SP3 32 bit). Googleing revealed that people had the exact same problems in Vista, but no solution was provided. Any help?

Tips on combining the right Art Assets with a 2D Skeleton and making it flexible

I am on my first attempt to build a skeletal animation system for 2D side-scrollers, so I don't really have experience of what may appear in later stages. So i ask advice from anyone that been there and done that! My approach: I built a Tree structure, the root node is like the center-of-mass of the skeleton, allowing to apply global transformations to the skeleton. Then, i make the hierarchy of the bones, so when moving a leg, the foot also moves. (I also make a Joint, which connects two bones, for utility). I load animations to it from a simple key frame lerp, so it does smooth movement. I map the animation hierarchy to the skeleton, or a part of it, to see if the structure is alike, otherwise the animation doesnt start. I think this is pretty much a standard implementation for such a thing, even if i want to convert it to a Rag Doll on the fly.. Now to my question: Imagine a game like prototype, there is a skeleton animation of the main character, which can animate all meshes in the game that are rigged the same way.. That way the character can transform into anything without any extra code. That is pretty much what i want to do for a side-scroller, in theory it sounds easy, but I want to know if that will work well. If the different people will be decently animated when using the same skeleton-animation pair. I can see this working well with a Stickman, but what about actual humans? Will the perspective look right, or i will need to dynamically change the sprites attached to bones? What do you recommend for such a system?

Fix Google Reader Lag by Blocking Google Plus Button

Chrome: Many Google Reader fans have noticed, since the upgrades last month, that the service is unbearably slow. Speed things up by blocking the Google Plus button. Ever since the upgrade from the old Google Reader interface to the new integrated-with-Google-Plus interface, many Google Reader users were reporting a painfully long lag between reading entries in Reader. Previously hitting a keyboard shortcut or arrow button to move you through the new stories was instant with no noticeable lag. After the upgrade a lag of 3-5 seconds per individual story became common (we experienced this annoying lag around the How-To Geek office immediately after the upgrade). One of the theories was that the addition of the Google Plus button to every article was causing memory issues. Geeks Are Sexy tested the theory by blocking this address: plusone.google.com/u/0/_/+1/fastbutton using AdBlock. While people were reporting great success with that move (and you may find it works great too) we didn’t have any luck. What did work for us was installing Chromeblock and, while visiting reader.google.com, clicking on the ChromeBlock toolbar button and blocking Google +1. CERN scientists dropped a press release today indicating they’ve found a particle consistent with the long sought after Higgs Boson particle–the “God” particle, that could help radically refine our understanding of Standard Model of Particle Physics. For years scientists at CERN have been harnessing the power of the Large Hadron Collider to answer fundamental questions about the nature of particles and the universe around us. In the above video John Ellis, a theoretical physicist, answers the question “What is the Higgs Boson?” The video pairs nicely with the CERN press release: “We observe in our data clear signs of a new particle, at the level of 5 sigma, in the mass region around 126 GeV. The outstanding performance of the LHC and ATLAS and the huge efforts of many people have brought us to this exciting stage,” said ATLAS experiment spokesperson Fabiola Gianotti, “but a little more time is needed to prepare these results for publication.” “The results are preliminary but the 5 sigma signal at around 125 GeV we’re seeing is dramatic. IIS replaces redirect status header from PHP with 302 Redirect

Hello I hope I am posting this in the correct place... I'm having an issue with a 301 redirect in php. Looking at the headers, if I do a simple 301 redirect, it actually appears as a 302 redirect which is not what I am after. This is the php code: header("Status: 301 Moved Permanently"); header('Location: newurl'); It is running on the latest version of php, IIS7 and uses the FastCGI module (which is apparently where this bug could exist). enable curl in cPanel control panel of a shared hosting for my account

I have hosted my site in a shared environment. Recently for security reasons the hosting company has disabled socket functions. When i enquired them they said that they will enable to people who personally request for that option. And they said it is a matter of 2 minutes work and asked for my control panel username and password. They said that it is just updating the php.ini for my account. So i want to know how to do it myself. If that could be done by them in 2 minutes then why cant a developer. I asked them but they mumbled... saying not to give trouble to me. so i want to know how to edit php.ini or something like stated above my hosting is using cPanel control panel. suggestions please.

What's the strategy to implement a "knowledge base" in my company. [closed]

In my current work we think we can get benefit from having a knowledge base, so the next time someone has a question/problem etc, that base can be consulted and an answer will show up. Also, it will reduce the risk from having people leaving the company with the knowledge and we would have to start all over again. My question is, what strategy can we follow to implement/buy/get/build/etc this knowledge base? Are there software ready for this? Would it be better to have something build by ourselves ( we have some programmers ) This is an small company ( < 30 ) and the base should be accessible from outside the office ( when the employees are with the customer etc.) so I guess a webapp is in order.

Should you disable page file with SSD?

I've been reading this question, and it has a lot of great information. But assuming you have more than enough ram, I think page file should be disabled on SSD to extend the life time. I know you would lose the core dump on crash, but not many people need that information. From my understand without a page file as you reach the limit of your ram that might trigger thrashing on disk. But for SSDs there is no concept of thrashing, reads are fast. What do you guys think?

At what year in history was computers first used to store porn? [closed]

Of course this sounds like a joke question, but it's meant seriously. I remember being told by an old system administrator back in the early nineties about people asking about good FTPs for porn, and that they would as a joke always tell them to connect to 127.0.0.1. They would come back saying that there was a lot of porn at that address, but that oddly enough it seemed like they already had it all. Point being, it seems like it's been around for quite a while. Anyway. Considering that a considerable portion of the internet is devoted to porn these days, it would be interesting to know if someone has any kind of idea as to when and where the phenomena first arose? There must be some mention of this in old hacker folk lore? (Changed to CW to emphasize that this isn't about rep, but about genuine curiousity. :)

Ignoring GET parameters in Varnish VCL

Okay: I've got a site set up which has some APIs we expose to developers, which are in the format /api/item.xml?type_ids=34,35,37&region_ids=1000002,1000003&key=SOMERANDOMALPHANUM In this URI, type_ids is always set, region_ids and key are optional. The important thing to note is that the key variable does not affect the content of the response. It is used for internal tracking of requests so we can identify people who make slow or otherwise unwanted requests. In Varnish, we have a VCL like this: if (req.http.host ~ "the-site-in-question.com") { if (req.url ~ "^/api/.+\.xml") { unset req.http.cookie; } } We just strip cookies out and let the backend do the rest as far as times are concerned (this is a hackaround since Rails/authlogic sends session cookies with API responses). At present though, any distinct developers are basically hitting different caches since &key=SOMEALPHANUM is considered as part of the Varnish hash for storage. This is obviously not a great solution and I'm trying to work out how to tell Varnish to ignore that part of the URI.

How much Ruby should I learn before moving to Rails?

Just a quick question.. I can never get a definitive answer when googling this, either. Some people say you can learn Rails without knowing any Ruby, but at some point you'll run into a brick wall and wish you knew Ruby and will have to go back to learn it..and some say to learn the "basics" of Ruby before learning Rails and it will make your life that much easier.. My current knowledge is low. I'm not a beginner, but I'm not pro, either. I went through the Learn Python The Hard Way online book in about a month, but I stopped once I got to the OOP side of Python (I know booleans, elif/if/else/statements, for loops, while loops, functions) I agree with learning the "basics" of Ruby before learning Rails, but what exactly are the "basics" of Ruby? Would I need to learn the whole OOP side of Ruby before I went on to Rails? Or would I just need to learn the Ruby syntax up to where I learned Python (booleans, elif/if/else/statements, for loops, while loops, functions) before I went on to Rails? Thanks!

Using Scrum on small projects where Owner doesn't want to be involved

Recently I've been reading and learning quite a lot about scrum and I like it a lot. However, I do have a couple of likely scenarios in my head to which I don't know the solution. So let's say that I might want to organize an agile team of (for instance) four web developers (one of them UI/UX designer). This team would operate on scrum principles. Initially we would probably be working on projects like landing pages for ordinary people's small businesses, like renting apartments, selling cookies... Such customers simply can't be set with Product Owner role (IMHO), because they usually expect to hire a company, give them the overall project goal with some details, and then expect the job to be done (including a lot of decision making) with as little of their involvement as possible (in their opinion, they have more important things to do). Let's say I'd like to engage myself in a developer/scrum master role (I know that even that is debatable, being a team member and scrum master at once), so I simply shouldn't take the role of the product owner as well. So as for my questions: If I'm my company's business owner, do I simply need to be a product owner as well (do these roles include each other)? Can I employ a sales person which might have the product owner role? Would it be better if it is an experienced developer instead of a sales person? Is this even a smart move? Lastly, is there another agile approach that might better suit my position? EDIT: Thank you everyone for good inputs. I added some comments, any aditional info will be greatly appreciated.

Where does Picasa store albums?

For people searching, the question might also be phrased: How do I restore Picasa albums from backup? When I reinstalled my computer and restored my photos from backup, some of my albums showed up, but many didn't. I've found the following info: Picasa on Windows stores (stored?) album info in these places: Vista: C:\Users\<myaccount>\AppData\Local\Google\Picasa2Albums\ XP: C:\Documents and Settings\<myaccount>\Local Settings\Application Data\google\Picasa2Albums\ I restored that folder and was still missing many of my albums. That folder also contained a folder of backups, but the most recent one was from a long time ago and I've created albums since then. According to https://support.google.com/picasa/bin/picasa.google.com/support/bin/static.py?hl=en&page=release_notes.cs, since the Dec 8, 2011 build, Picasa saves album info in .ini file(s). This probably explains the albums that I do see. http://katelharrison.blogspot.com/2012/01/how-to-restore-picasa-albums-mac.html has some great info on restoring albums on Macs, but the folder structure seems to be different there than on Windows.

Linking a facebook app's page to an existing facebook business page

I have a facebook app page, and a separate facebook business profile page. The business page was created, but not by me, some time before the app and its page were created. Is there any way to connect the two pages, or import the content and friends from one to the other? The older profile page has some content; a set of friends and wall posts that I don't want to lose. It was created before I had a chance to set up an app page. Since the app was created more recently, it does not have any content posted to it. I intended the app page to eventually hold some advertising info for my main website itself (non-canvas, just using fb for the connect api etc). The idea being that as people sign up on my site through facebook's OAuth, I could use the graph api to post to their wall. The wall posts are working as expected but naturally they are directing users to the facebook app page, which has no content, friends etc. I'd prefer to be directed to the original business page, where the party is really happening. Now it seems that the two pages are completely separate; what would I need to do to direct the users to the business page?

The final round of IBM’s Watson against Ken Jenning and Brad Rutter ended last night with Watson coming out in a strong lead against its two human opponents. Can defect containment metrics be readily applied at an organizational level when there is only a consistant organizational process framework?

Defect containment metrics, such as total defect containment effectiveness (TDCE) and phase containment effectiveness (PCE), can be used to give a good indicator of the quality of the process. TDCE captures the defects that are captured at some point between requirements and the release of a product into the field, indicating the overall effectiveness of the entire process to find and remove defects. PCE provides more detail at each phase of the software development life cycle and how the defect detection and removal techniques are working. Applying these metrics makes sense at a level where you have a well-defined process and methodology for product development, often a project. However, some organizations provide a process framework that is tailored at the project level. This process framework would include the necessary guidance for meeting certifications (ISO9001, CMMI), practices for incorporating known good techniques (agile methods, Lean, Six Sigma), and requirements for legal or regulatory reasons. However, the specific details of how to gather requirements, design the system, produce the software, conduct test, and release are left to the product development teams. Is there any effective way to apply defect containment metrics at an organizational level when only a process framework exists at the organizational level? If not, what might be some ideas for metrics that can be distilled from each project (each using a tailored process that fits into the organizational process framework) that captures defect containment metrics to discuss the ability of the process to find and remove defects? The end goal of such a metric would be to consolidate the defect containment practices of a large number of ongoing projects and report to management. The target audience would be people in roles such as the chief software engineer and the chief engineer (of all engineering disciplines) for the organization. Although project specific data would be available, the idea is to produce something that quantifies the general effectiveness of all tailored processes across all ongoing projects. I would suspect that this data would also be presented as part of CMMI, ISO, or similar audits to demonstrate process quality.
