  • The Virtues and Challenges of Implementing Basel III: What Every CFO and CRO Needs To Know

    The Basel Committee on Banking Supervision (BCBS) is a group tasked with providing thought-leadership to the global banking industry.  Over the years, the BCBS has released volumes of guidance in an effort to promote stability within the financial sector.  By effectively communicating best-practices, the Basel Committee has influenced financial regulations worldwide.  Basel regulations are intended to help banks: More easily absorb shocks due to various forms of financial-economic stress Improve risk management and governance Enhance regulatory reporting and transparency In June 2011, the BCBS released Basel III: A global regulatory framework for more resilient banks and banking systems.  This new set of regulations included many enhancements to previous rules and will have both short and long term impacts on the banking industry.  Some of the key features of Basel III include: A stronger capital base More stringent capital standards and higher capital requirements Introduction of capital buffers  Additional risk coverage Enhanced quantification of counterparty credit risk Credit valuation adjustments  Wrong  way risk  Asset Value Correlation Multiplier for large financial institutions Liquidity management and monitoring Introduction of leverage ratio Even more rigorous data requirements To implement these features banks need to embark on a journey replete with challenges. These can be categorized into three key areas: Data, Models and Compliance. Data Challenges Data quality - All standard dimensions of Data Quality (DQ) have to be demonstrated.  Manual approaches are now considered too cumbersome and automation has become the norm. Data lineage - Data lineage has to be documented and demonstrated.  The PPT / Excel approach to documentation is being replaced by metadata tools.  Data lineage has become dynamic due to a variety of factors, making static documentation out-dated quickly.  Data dictionaries - A strong and clean business glossary is needed with proper identification of business owners for the data.  Data integrity - A strong, scalable architecture with work flow tools helps demonstrate data integrity.  Manual touch points have to be minimized.   Data relevance/coverage - Data must be relevant to all portfolios and storage devices must allow for sufficient data retention.  Coverage of both on and off balance sheet exposures is critical.   Model Challenges Model development - Requires highly trained resources with both quantitative and subject matter expertise. Model validation - All Basel models need to be validated. This requires additional resources with skills that may not be readily available in the marketplace.  Model documentation - All models need to be adequately documented.  Creation of document templates and model development processes/procedures is key. Risk and finance integration - This integration is necessary for Basel as the Allowance for Loan and Lease Losses (ALLL) is calculated by Finance, yet Expected Loss (EL) is calculated by Risk Management – and they need to somehow be equal.  This is tricky at best from an implementation perspective.  Compliance Challenges Rules interpretation - Some Basel III requirements leave room for interpretation.  A misinterpretation of regulations can lead to delays in Basel compliance and undesired reprimands from supervisory authorities. Gap identification and remediation - Internal identification and remediation of gaps ensures smoother Basel compliance and audit processes.  However business lines are challenged by the competing priorities which arise from regulatory compliance and business as usual work.  Qualification readiness - Providing internal and external auditors with robust evidence of a thorough examination of the readiness to proceed to parallel run and Basel qualification  In light of new regulations like Basel III and local variations such as the Dodd Frank Act (DFA) and Comprehensive Capital Analysis and Review (CCAR) in the US, banks are now forced to ask themselves many difficult questions.  For example, executives must consider: How will Basel III play into their Risk Appetite? How will they create project plans for Basel III when they haven’t yet finished implementing Basel II? How will new regulations impact capital structure including profitability and capital distributions to shareholders? After all, new regulations often lead to diminished profitability as well as an assortment of implementation problems as we discussed earlier in this note.  However, by requiring banks to focus on premium growth, regulators increase the potential for long-term profitability and sustainability.  And a more stable banking system: Increases consumer confidence which in turn supports banking activity  Ensures that adequate funding is available for individuals and companies Puts regulators at ease, allowing bankers to focus on banking Stability is intended to bring long-term profitability to banks.  Therefore, it is important that every banking institution takes the steps necessary to properly manage, monitor and disclose its risks.  This can be done with the assistance and oversight of an independent regulatory authority.  A spectrum of banks exist today wherein some continue to debate and negotiate with regulators over the implementation of new requirements, while others are simply choosing to embrace them for the benefits I highlighted above.   • Closing the gap between strategy and execution with Oracle Business Intelligence 11g

    Wikipedia defines strategy as a plan of action designed to achieve a particular goal. An example of this is General Electric's acquisitions and divestiture strategy (plan) designed to propel GE to number 1 or 2 place (goal) in every business segment that it operated in. Execution on the other hand can be defined as the actions taken to getting things done. In GE's case execution will be steps followed for mergers/acquisitions or divestiture. Business press has written extensively about the importance of both strategy and execution in achieving desired business objectives. Perhaps the quote from Thomas Edison says it best - "vision without execution is hallucination". Conversely, it can be said that "execution without vision" is well may be "wishful thinking". Research overwhelmingly point towards the wide gap between strategy and execution. According to a published study, 49% of surveyed executives perceive a gap between their organizations' ability to develop and communicate sound strategies and their ability to implement those strategies. Further, of these respondents, 64% don't have full confidence that their companies will be able to close the gap. Having established the severity and importance of the problem let's talk about the reasons for the strategy-execution gap. The common reasons include: -        Lack of clearly defined goals -        Lack of consistent measure of success -        Lack of ownership -        Lack of alignment -        Lack of communication -        Lack of proper execution -        Lack of monitoring       There are multiple approaches to solving the problem including organizational development practices, technology enablement etc. In most cases a combination of approaches is required to achieve the desired result.   • Drawing simple geometric figures with DrawUserPrimitives?

    I'm trying to draw a simple triangle based on an array of vertex. I've been searching for a tutorial and I found a simple example on riemers but I couldn't get it to work. I think it was made for XNA 3 and it seems there were some changes to XNA 4? Using this example: http://www.riemers.net/eng/Tutorials/XNA/Csharp/Series1/The_first_triangle.php I get this error: Additional information: The current vertex declaration does not include all the elements required by the current vertex shader. TextureCoordinate0 is missing. I'm not english so I'm having some trouble to understand everything. For what I understand error is confusing because I'm trying to draw a triangle color based and not texture based and it shouldn't need a texture. Also I saw some articles about dynamic shadows and lights and I would like to know if this is the kind of code used to do it with some tweaks like culling because I'm wondering if its heavy code for performance in real time.

  • Breakout clone, how to handle/design for collision detection/physics between objects?

    I'm working on a breakout clone, and I wish to create some realistic physics effects for collision - angles on the paddle should allow the ball to bounce, as well as doing curve balls etc. I could use per-pixel based collision detection, but then I thought it might be easier with line/circle intersection testing. So, then I naturally consider making a polygon class for the line-based objects and use the built-in circle class for the circular objects. That sounds like an OK approach, right? And then just check for collision using the specified algorithm based on the objects that might be within each other's range?

  • Microsoft Forcing Dev/Partners Hands on Win 8 Through Certification

    I remember 2.5 years ago when Microsoft dropped a bomb on the Microsoft Partner community: all Gold competencies would require .NET 4 based premiere certifications (MCPD). Problem was, this gave a window of about 6 months for partners to update their employees’ certifications. At the place I was working, I put together an aggressive plan and we were able to attain the certs needed. Microsoft is always open that the certification requirements will change as the industry changes. .NET 1.0 certifications are useless here in 2012, and rightfully so they’ve been retired for a long time now. But now we’re seeing a new tactic by Microsoft – shifting gears away from certifications that speak to what industry needs and more to the Windows 8 agenda. Consider that currently the premiere development certification is the Microsoft Certified Professional Developer, which comes in three flavours – Web, Windows, and Azure. All require WCF and Data Access exams, as well as one that deals with the associated base technologies (ASP.NET, WinForms/WPF, Azure), and one that ties all three together in a solution-based exam. For Microsoft-based organizations, these skills aren’t just valid but necessary in building Microsoft applications. But the MCPD is being replaced with our old friend Microsoft Certified Solutions Developer (MCSD). So far, Microsoft has only released two types of MCSD – Web and Windows Store Apps. Windows Store Apps?! In a push to move developers to create WinRT-based applications, desktop development is now considered a second-class citizen in the eyes of Redmond. Also interesting are the language options for the exams: HTML5 and C#. Sorry VB folks, its time to embrace curly braces whether they be JavaScript or C#. Consider too the skills being assessed for the Windows Store Apps: Get your MCSD: Windows Store Apps Using HTML5 Get your MCSD: Windows Store Apps Using C# *Image Source: http://www.microsoft.com/learning/en/us/certification/mcsd-windows-store-apps.aspx Nov 21/2012 If you look at the skills being tested in each exam, you’ll find that skills like WCF and Data Access are downplayed compared to things like integrating Charms, facilitating Search, programming for the microphone and camera – all very Windows 8 focussed items. Where this becomes maddening is that Microsoft is still pushing Windows 7 with enterprise clients. According to a ZDNet article, Microsoft wants to see Windows 7 on 70% of enterprise desktops by mid 2013. Assuming they somehow meet that (its a pretty lofty goal), there’s years of traditional desktop-based development that will still be required at some level. For those thinking they’ll just write and stick with the MCPD certification, note that most exams that go towards that certification will be retired at the end of July 2013! (Read the small print). And while details haven’t been finalized, its a safe bet that MCPD certifications eventually won’t count towards Gold-level competencies in the Microsoft Partner program. What this means for Microsoft Partners and Developers is that certification for desktop development is going to be limited to Windows Store Apps unless Microsoft re-introduces a traditional desktop (WPF) based MCSD cert. Web Application Development – It’s Not All Bad There’s big changes on the web side of certification, but I actually see these changes as being for the good! Now I’m sure that these will be slanted towards web development in IE, and I can hear designers everywhere bemoaning the CSS/IE combination. Still, I applaud Microsoft for adopting HTML5 as the go-to web technology and requiring certified developers to prove they have skills in the basics of web dev. The fact that the second exam clearly states “MVC Web Applications” shows that Web Forms is truly legacy and deprecated. That’s not to say there aren’t those out there that are still supporting or (for whatever reason) doing new dev with Web Forms, but this move by Microsoft is telling the community they better get on the MVC bandwagon if they want to stay current. Fantastic! And of course Azure needs to be here as well, and this is where the Microsoft agenda fits in. It’s no secret that there’s been a huge push in getting developers on to Azure. I don’t see this as being a bad thing either, as cloud computing (whether Azure, private, or 3rd party) is a necessary skill for developers to have here in 2012. The cynic in me realizes that the HTML5/JavaScript/CSS push wouldn’t be as prominent though if not for the Windows 8 Store App play, where HTML5 is a first class citizen (and an available language for the MCSD Windows Store App cert). In this case, the desktop developers loss is the web developers gain. Get Ready for Changes In addition to the changes in certifications, the Microsoft Partner competencies are going through changes as well. Web and Software Development are being merged into a single competency, meaning that licenses you would have received from having both as Gold are reduced. Other competencies are either being removed or changed, as are the exam requirements. In the same way that we’re seeing faster release cycles from Microsoft, so too will we see the Microsoft Partner Program and MS Certifications evolve faster than ever before. Many of us got caught in the last wave of changes, but this time we can see the wave coming – and it looks pretty big!

  • How customers view and interact with a company

    The Harvard Business Review article written by Rayport and Jaworski is aptly titled “Best Face Forward” because it sheds light on how customers view and interact with a company. In the past most business interaction between customers was performed in a face to face meeting where one party would present an item for sale and then the other would decide whether to purchase the item. In addition, if there was a problem with a purchased item then they would bring the item back to the person who sold the item for resolution. One of my earliest examples of witnessing this was when I was around 6 or 7 years old and I was allowed to spend the summer in Tennessee with my Grandparents. My Grandfather had just written a book about the local history of his town and was selling them to his friends and local bookstores. I still remember he offered to pay me a small commission for every book I helped him sell because I was carrying the books around for him. Every sale he made was face to face with his customers which allowed him to share his excitement for the book with everyone. In today’s modern world there is less and less human interaction as the use of computers and other technologies allow us to communicate within seconds even though both parties may be across the globe or just next door. That being said, customers view a company through multiple access points called faces that represent the ability to interact without actually seeing a human face. As a software engineer this is a good and a bad thing because direct human interaction and technology based interaction have both good and bad attributes based on the customer. How organizations coordinate business and IT functions, to provide quality service varies based on each individual business and the goals and directives put in place by its management. According to Rayport and Jaworski, the type of interaction used through a particular access point may lend itself to be people-dominate, machine-dominate, or a combination of both. The method by which a company communicates information through an access point is a strategic choice that relates costs and customer outcomes. To simplify this, the choice is based on what can give the customer the best experience interacting with the company when the cost of the interaction is also a factor. I personally see examples of this every day at work. The company website is machine-dominate with people updating and maintaining information, our groups department is people dominate because most of the customer interaction is done at the customers location and is backed up by machine based data sources, and our sales/member service department is a hybrid because employees work in tandem with machines in order for them to assist customers with signing up or any other issue they may have. The positive and negative aspects of human and machine interfaces are a key aspect in deciding which interface to use when allowing customers to access a company or a combination of the two. Rayport and Jaworski also used MIT professor Erik Brynjolfsson preliminary catalog of human and machine strengths. He stated that humans outperform machines in judgment, pattern recognition, exception processing, insight, and creativity. I have found this to be true based on the example of how sales and member service reps at my company handle a multitude of questions and various situations with a lot of unknown variables. A machine interface could never effectively be able to handle these scenarios because there are too many variables to consider and would not have the built-in logic to process each customer’s claims and needs. In addition, he also stated that machines outperform humans in collecting, storing, transmitting and routine processing. An example of this would be my employer’s website. Customers can simply go online and purchase a product without even talking to a sales or member services representative. The information is then stored in a database so that the customer can always go back and review there order, and access their selected services. A human, no matter how smart they are would never be able to keep track of hundreds of thousands of customers let alone know what they purchased or how much they paid. In today’s technology driven economy every company must offer their customers multiple methods of accessibly in order to survive. The more of an opportunity a company has to create a positive experience for their customers, in my opinion, they more likely the customer will return to that company again.     Recently there has been a lot of praise for Node.js. I am not a developer that has had much exposure to network application. From my bare understanding of Nodes.js, its strength is: we have only one thread handling multiple connections, providing an event-based architecture.     I am using Joomla and want to implement a subscription based ecommerce solution. I started using VirtueMart and noticed its shortcomings regarding subscription based recurring items. Turns out Virtuemart can take its own plugins and I found something called SimSu which I don't want to pay for. I feel like I have taken a nuke to a knife fight, as I only need one or two subscription based products on this site. They will be recurring payments. Is anyone familiar with a solution for this issue?

  • Where can I locate business data to use in my application?

    This question talks about any and all free public raw data which appeared to have valuable pieces but nothing that really provides what I am looking for. Instead of using a socially defined listing of businesses (foursquare), I would like a business listing data set of registered businesses and associated addresses that could then be searchable based on location (coordinates). The critical need is that the data set should be filterable based on varying criteria (give me all restaurants, coffee shops, etc...). If the data is free that is great but anywhere that sells this type of data would also suffice. Infochimps looked like a possibility but perhaps something a bit more extensive exists. Where can I find a free or for fee data set of registered business that is filterable based on type of business and location?

From my bare understanding of Nodes.js, its strength is: We are having only on thread handling multiple connections, providing a event-based architecture.   • Content in Context: The right medicine for your business applications

    For many of you, your companies have already invested in a number of applications that are critical to the way your business is run. HR, Payroll, Legal, Accounts Payable, and while they might need an upgrade in some cases, they are all there and handling the lifeblood of your business. But are they really running as efficiently as they could be? For many companies, the answer is no. The problem has to do with the important information caught up within documents and paper. It’s everywhere except where it truly needs to be – readily available right within the context of the application itself. When the right information cannot be easily found, business processes suffer significantly. The importance of this recently struck me when I recently went to meet my new doctor and get a routine physical. Walking into the office lobby, I couldn't help but notice rows and rows of manila folders in racks from floor to ceiling, filled with documents and sensitive, personal information about various patients like myself.  As I looked at all that paper and all that history, two things immediately popped into my head.  “How do they find anything?” and then the even more alarming, “So much for information security!” It sure looked to me like all those documents could be accessed by anyone with a key to the building. Now the truth is that the offices of many general practitioners look like this all over the United States and the world.  But it had me thinking, is the same thing going on in just about any company around the world, involving a wide variety of important business processes? Probably so. Think about all the various processes going on in your company right now. Invoice payments are being processed through Accounts Payable, contracts are being reviewed by Procurement, and Human Resources is reviewing job candidate submissions and doing background checks. All of these processes and many more like them rely on access to forms and documents, whether they are paper or digital. Now consider that it is estimated that employee’s spend nearly 9 hours a week searching for information and not finding it. That is a lot of very well paid employees, spending more than one day per week not doing their regular job while they search for or re-create what already exists. Back in the doctor’s office, I saw this trend exemplified as well. First, I had to fill out a new patient form, even though my previous doctor had transferred my records over months previously. After filling out the form, I was later introduced to my new doctor who then interviewed me and asked me the exact same questions that I had answered on the form. I understand that there is value in the interview process and it was great to meet my new doctor, but this simple process could have been so much more efficient if the information already on file could have been brought directly together with the new patient information I had provided. Instead of having a highly paid medical professional re-enter the same information into the records database, the form I filled out could have been immediately scanned into the system, associated with my previous information, discrepancies identified, and the entire process streamlined significantly. We won’t solve the health records management issues that exist in the United States in this blog post, but this example illustrates how the automation of information capture and classification can eliminate a lot of repetitive and costly human entry and re-creation, even in a simple process like new patient on-boarding. In a similar fashion, by taking a fresh look at the various processes in place today in your organization, you can likely spot points along the way where automating the capture and access to the right information could be significantly improved. As you evaluate how content-process flows through your organization, take a look at how departments and regions share information between the applications they are using. Business applications are often implemented on an individual department basis to solve specific problems but a holistic approach to overall information management is not taken at the same time. The end result over the years is disparate applications with separate information repositories and in many cases these contain duplicate information, or worse, slightly different versions of the same information. This is where Oracle WebCenter Content comes into the story. More and more companies are realizing that they can significantly improve their existing application processes by automating the capture of paper, forms and other content. This makes the right information immediately accessible in the context of the business process and making the same information accessible across departmental systems which has helped many organizations realize significant cost savings.   • What is the difference between _Procedural Generation_ and _Random Generation_?

    Today, I got into an argument about the term "procedural generation". My point was that its different from "classic" random generation in that procedural generation is based on a more mathematical, fractal-based, algorithm leading to a more "realistic" distribution and the usual randomness of most languages are based on a pseudo-random-number generator, leading to an "unrealistic", in a way, ugly, distribution. This discussion was made with a heightmap in mind. The discussion left me somehow unconvinced about my own arguments though, so, is there more to it? Or am I the one who is, in fact, simply wrong?

  • How to create reproducible probability in map generation?

    So for my game, I'm using perlin noise to generate regions of my map (water/land, forest/grass) but I'd also like to create some probability based generation too. For instance: if(nextInt(10) > 2 && tile.adjacentTo(Type.WATER)) tile.setType(Type.SAND); This works fine, and is even reproduceable (based on a common seed) if the nextInt() calls are always in the same order. The issue is that in my game, the world is generated on demand, based on the player's location. This means, that if I explore the map differently, and the chunks of the map are generated in a different order, the randomness is no longer consistent. How can I get this sort of randomness to be consistent, independent of call order? Thanks in advance :)

  • Drawing map tiles for iPhone game

    I'm working on a turn-based strategy game for the iPhone that has a hexagon-grid based map in it. I'm in the process of drawing up the actual tiles for the different landscapes (i.e. forest, grassland, etc.) and was wondering what program to draw the tile images in. I would assume Adobe Illustrator since a vector-based image may allow for smooth images even when the user is zoomed in really close. Is this right? Thanks!

I will be going out in the industry for the second year and I would just like to know some facts before launching out. I have been asked to create a system to enable the company to manage their staff and also to create a windows based system where users can register, view their details and so on. I am required to create: Several UML use case diagrams A conceptual class Diagram Test cases and test logs These have to been done for the windows based system. My concern is that I am not sure what a windows based system is and secondly I am having difficulties creating the diagrams as I am not familiar with them. Could anyone be kind enough to explain what they are and how I go about doing them please? Thank you.

  • Event Aggregator.. not getting a response, how to determine completion?

    I'm rewriting a vehicle tracking application, a google maps based thing.. The users are able to search for a vehicle by typing a few characters of the vehicles "callsign". My application is based around a sort of "event bus" within Backbone.. when a search occurs I send a message on the bus saying something like "does anyone match this?".. If a marker matches the search term it responds with a sort of "yes, I match!".. My challenge arises when no-one matches, I get no response.. it feels a little hacky to "wait a little while" and check if a response has been recieved.. The application is based around Backbone.js and using the Event Aggregator pattern described in the answer to this question on Stack Overflow: http://stackoverflow.com/questions/7708195/access-function-in-one-view-from-another-in-backbone-js Is there a well defined design pattern that might assist me here? Sending a request for a response and not getting any responses?

    I'm trying to implement Sun Tutorials RMI application that calculates Pi. I'm having some serious problems and I cant find the solution eventhough I've been searching the entire web and several javaskilled people. I'm hoping you can put an end to my frustrations. The crazy thing is that I can run the application from the cmd on my desktop computer. Trying the exact same thing with the exact same code in the exact same directories on my laptop produces the following errors. The problem occures when I try to connect the client to the server. I don't believe that the error is due to my policyfile as I can run it on the desktop. It must be elsewhere. Have anyone tried the same and can you give me a hint as to where my problem is, please?   • XML Socket and Regular Socket in Flash/Flex does not send message immediately.

    I am trying to build a basic RIA where my Flex application client opens an XML socket, sends the xml message "people_list" to server, and prints out the response. I have ruby at the server side and I have successfully set up the security policy stuff. The ruby xml server, successfully accepts the connections from Flex, successfully detects when they are closed and can also send messages to client. But; there is a problem... It cannot receive messages from flex client. The messages sent from flex client are queued and sent as one package when the socket is closed. Therefore, the whole wait-for-request-then-reply thing is not working... This is also -kinda- mentioned in the XMLSocket.send() document, where it is stated that the messages are sent async so; they may be delivered at any time in future. But; I need them to be synced, flushed or whatever.     I have a command which lists Weblogic instances directories on a server.I want to display contents of a file in the parent directory of each directory listed.
