Tuning OS X Virtual Memory

I've noticed some really odd results form vm_stat on OSX 10.6. According to this, its barely hitting the cache. Searches of pretty much everywhere I could think of turn up little to explain why the rate is so low. I asked a few friends and they're seeing the same thing. What gives and how can I make it better?
