Can SetMaxMemory parameter be set on Windows VMs at a Xen Host

I am trying to instantiate VMs with maxmemory higher than the current memory. It works fine with Linux vms, but when I try to instantiate a windows VM, the VM always crash. Can I set this parameter for windows VMs?
