What is the proper step-by-step procedure to install any application in Ubuntu?

I have just installed Ubuntu for the first time on PC, I have done some googling to get an idea about installing any application in Ubuntu but yet not clear about the proper procedure !!

Most of the time when I try to install any application. Example: Opera,

I downloaded the Opera installable package from http://www.opera.com/.
Ran the downloaded file but the installer hangs up.

If I try to install any installation package from Ubuntu Software Center/Software Source.
Initially, it starts downloading but takes too long to process and fails almost in middle of 100%.

Question: Is there any reliable, proper and easy step-by-step procedure?
