How to server a small image at a larger size

We all know about hotlinking images and how to ban bad referrers, but I feel the need to take it further then that. I want to replace the hotlinked images with one huge image that's several megabytes in size.

I have found a good image that's less then 100k and replaced all bad hotlinkers with it.

How can I convert this image to become larger?
