Is the Math Input Control available using C#, Microsoft Windows XP Professional, version 5.1 ?

I'm running Microsoft Windows XP Professional, version 5.1.

I downloaded Microsoft Visual C# Express Edition.

I'd like to use a Math Input Control (similar to the Math Input Panel I hear is available in the new Windows 7).

Does anyone know whether Math Input Control is available using C#, Microsoft Windows XP Professional, version 5.1 ?
