Should you use a PHP Framework?

I have asked before about selecting a framework but I have never actually asked should you a framework? In the past I have never used one but I am being drawn more and more to the idea to speed up development time. I am really concerned about the performance of the application though. Does anyone have any views on whether it is a good idea or not to use a framework? The performance of the apps built on top of it will be crucial.
