Can you upgrade OEM Office with an OEM Upgrade

We have a bunch of computers at work that have OEM Office 2000. We have all the material, CDs, etc., and amazingly the computers still work well (they were top of the line when purchased in 2002). However, we'd like to upgrade to Office 2003, our corporate standard.

We've found OEM Office 2003 upgrade software online for ~$60 apiece, which would save us thousands over installing retail upgrades or volume licenses. But can we do this? I haven't been able to get a clear answer from Microsoft or anyone else if OEM Upgrades can be applied by non-System Builders to OEM Office.
