SQL Server Express - Trying to add Network Service but it doesn't allow me to

I have been trying to fix this solution for the last day. I'm trying to add NETWORK SERVICE as a user to the SQL Server Express installation on the server. Everytime I get the error 'User does not have permission to perform this action.'. Any ideas?
