Can I take free GPL released code, modify it, add stuff to it, and then sell it?

In particular, I'm looking at the Sandbox theme framework for Wordpress (http://plaintxt.org/themes/sandbox ). So, can I? I know I'd have to release whatever I'm selling under GPL as well, but can I charge a price for it?
