Why do I see "Internet Explorer 8 - faster, safer, easier" in IE8 on MS sites?

Recently, on most Microsoft sites, I started to see a bar at the top of every page with a hyper-link indicating "Internet Explorer 8 - faster, safer, easier".

I can understand that Microsoft shows this in browsers other than IE8.
But: this also appears in IE8 itself.

Why?
