CFBundleVersion error even though new version is higher

When trying to upload an upgrade binary to iTunes Connect, I am getting this error message even though I have updated CFBundleVersion in my info.plist file to a higher value (and checked the package contents after building it to be sure it copied over).

I have already successfully submitted a different app upgrade by doing this same method, but for whatever reason it won't work this time. Any insights or is this an iTunes bug?

The binary you uploaded was invalid. The key CFBundleVersion in the Info.plist file must contain a higher version than that of the previously uploaded version.
