Sandboxie or VHD for virtual environment?

I am looking for advices about creating virtual development environment. Is it better to have a base VHD file with differential VHD for stable development environment and another differential VHD file for beta development environment or should I install Sandboxie 64-bit and install both environment in different sandbox? I am concern about windows services and shortcuts with the sandbox.

Current OS : Windows 7 64-bit
