Fax in Small Business Server 2003 fails to hang up

We have a problem with fax in SBS 2003. External modem, Courier v Everything which is a recommended model. It receives a fax OK, but then sometimes (quite often) fails to hang up. Attempts to send faxes thereafter get an engaged tone. The only fix when this happens is to reset the fax modem. Even restarting the server is not enough. We've tried with a different model modem, same problem.

Any ideas?
