Restart works like shutdown (Windows 7).

I have a problem with restarting my PC, it happend couple days ago, and now restart works same as shutdown, even when I tried to make my own shortcut(Shutdown.exe -r -t 00), it just shutdowns. Any idea how to fix that ?
