is there any Step by step instruction for embeding .png's into html page?

So I havea file.png . I am using windows OS. How can I embed .phg file(image) into (blank by default) file.html file so that when you open that file in any browser you see that image but file is not anyhow linked to it - it is ebbeded into it.

Can any one please give me instructions?
