Do you use zend tool if using xampp?

Like the question asks-I'm getting started with XAMPP, and I'm wanting to do some Zend tutorials, but I'm confused about whether you still use Zend tool to create the file structure as described here: http://akrabat.com/wp-content/uploads/Getting-Started-with-Zend-Framework.pdf

or if you do something different in XAMPP?

Any ideas or links anyone can point me to? Thanks!
