Error installing Exchange Server 2007 SP1 Management Tools

I am installing Exchange Server 2007 SP1 Management Tools on Windows XP SP3 and every time I get the error:

The event log file is full

I have tried clearing out the log files and everything, but this continues to happen - any ideas?
