Drupal, generating video thumbnails: does it require access to server configuration files ?

hi,

is there any way to generate video thumbnails automatically with Drupal without having to install additional tools or libraries, but just using the "standard" server configuration apache + php 5.2 ?

If not, is there any way to add tools without having access to server configuration files (and php configuration files ?)
