Change users timezone settings in MOSS

hey,

In MOSS 2007 I am trying to change the timezone settings per user using the follow link (domain removed): https://(domain removed).com/_layouts/regionalsetng.aspx?Type=User&Source=

When doing this with any account (including admin accounts), there is an Error: access denied page that comes up.

Anyone know why admin wouldn't have access to change timezone settings?
