I need a way to read feeds that meets the following requirements

Requirements:

Can be overlaid over other windows.
Can be moved and resized freely.
Adjustable refresh times and/or a reload button.
Text-only is fine. I will need to open hyper links, though.
Simple and ~~cheap~~ free.
Offline caching.

If you know of a program that does all of this, can you tell me what settings I need to adjust to get it to do this?
