User account restriction error and unable to access share

I have a windows share with full control granted to individual domain user accounts on the share and security permission.

Whenever the user attempts to browse to the share they receive the error:

Logon failure user account restriction. Possible reasons are blank passwords not allowed, logon hour restrictions, or a policy restriction has been enforced.

If the users are added to the administrators group on this machine they are able to browse the share without issue.

What do I need to change to allow them access to the share without being administrators on that machine?
