Troubleshooting Cpanel Email delays

I am running cpanel cPanel 11.25.0 on CentOS and have intermittment email delays (both coming and going) for a few specific domains. Emails from this server as well as major providers such as gmail, etc., do not suffer these delays.

Any help with troubleshooting this issue? I am well aware this could be caused by something external but at this point getting someone else to fix this issue is out of the question.

email is moved to junk-email folder even though sender is listed as safe
