How to get recently started programs on top in Windows 7 x64?

If I start programs in Windows Vista x32 they come out on top on the display but they do not do this in Windows 7 it just blinks in the taskbar and one have to click there to get to the app. How do I tweak this so it show up on top in Windows 7?
