How can I screen clients that try to register multiple times?

My company offers a bonus to every client that register. We would like to prevent people from abusing this by registering several times.

we thought about filtering clients by ip (there is a problem with workplaces where all stations have the same ip) cookies (if cookies are not allowed we might lose a client)

I would like your opinions on these two methods and will be glad to hear about new ones.
