Where can I announce a new open source project?

Is there a place where people could announce their open source project and look for other developers to join?

I don't want to just post a link here because I don't want to be accused of spamming.

I am just wondering if maybe on programmers.stackexchange.com it would be possible to do something like this? Or if anyone can recommend a website where developers of open source projects can post their link, please let me know.
