What's a good hosting service for the following?

I need to set up a Windows development server, IIS and SQL server. We will be developing with Visual Studio. We also need to control our project with SVN. We're probably looking for a VPS, but we definitely need administrator access and the ability to install programs such as (whatever Windows uses for) SVN. Price does matter, because we're a 4 man operation.
