Outlook, Delegates and IgnoreSOBError registry work-around

We just moved to exchange/Outlook, and our users are trying to create delegations to their admin assistants. We're getting the following message:

The Delegates settings were not saved correctly. Unable to activate send-on-behalf-of list. You do not have sufficient permission to perform this operation on this object.

It seems the issue can be resolved with a registry entry as per the KB article:

But I'm wondering if this is just a band-aid or if it gets to the root of the problem?
