Troubleshoot telnet connection from Windows 7 to UNIX

I am trying to connect to an Asterisk server in USA.

I am using telnet < IP Address > 5038 from India to USA.

The person in USA is able to telnet to the IP address and port from USA , but I am not able to do it from India.

We are on different networks. I am using Windows 7 Ultimate, and have enabled the Telnet client. I have also used Putty without any success.

Can someone suggest me what can be the problem and how can this be resolved.
