Why can't I download applications from neither Muon Softwware Center nor Synaptic Package manager?

Why can't I download applications from neither Muon Softwware Center nor Synaptic Package manager?

When I try to download an app from my Kubuntu 12.04 LTS softaware center, it tells me that I can't download any app. SAme thing in Synaptic Package manager : I get an error telling that I can't change anything on my system. The only solution I have is to use the cryted file technic, but I just do not like that. From the terminal, I get an error after I downloaded the package that either the package contains an error or that there is an error from this package.

Thank you for your time, your answer and your work. This is very important, I have to install an app for my work.
