SEO implications of blocking users viewing more than X pages

I'm considering the option to block non-premium users after viewing more than X pages. This basically means blocking the content after a fixed amount of pageviews per session.

I can either:

  1. Keep displaying full-content for Search Engines. Can this be considered cloaking?
  2. Keep the real content in the background, and a pop-up that makes it not-viewable (like quora does). Can this make pages rank lower?
