Windows move onto second monitor when I turn it on

I'm using a small monitor for my main display I also have an LCD TV hooked up through HDMI as my secondary display. The problem is whenever I turn on the TV most but usually not all of my currently running program windows jump to the secondary display.

This is very annoying, because I don't like to keep my TV on unless I'm using it. So when I do turn it on I have to drag and drop each of the windows back on to my main display.

I have played around with some Compiz settings to no avail please help.
