Need to extract thousands of folders and mass rename files inside folder corresponding to folder title

I did a site rip with wget and all the files I want are arranged with a webid which I do not want

for example site.com/ID/title

It appears as so in the directory site>ID>Foldername>File

It's just a single file labelled index.html for the 10k+ ID's

So essentially I want to remove ID folder while preserving the folder (file) inside. Then I want to rename the index.html inside of foldername to replace index.html
