Gmail for Googleapps mail delivery issues

I have a google apps domain running gmail.

One of the owners of one of the email accounts is complaining that some emails don't get delivered to him.

I sent him an email that did not get to its destination on one hand but I got no NDR on the other hand.

I have already checked that the email was not on in his spam folder. The only thing that he has there is a forwarding rule that is also set up to leave the original in place.

I am looking for any tools or ideas on how to debug this.
