Oracle - The provider is not compatible with the version of Oracle client

Often whilst I'm working on local code on my local IIS install, I would get the following error:

Oracle Client Error

At which point I open up IIS, recycle the application pool, and restart the website, and then all is fine ... until an hour, or 20 minutes, or 40 seconds and then it is back again.

What can be causing this issue? Why does restarting and recycling IIS fix it?

It is getting rather annoying and I'd like a fix please :(
