Facebook unresponsive in Chrome, pepper flash disabled

Facebook becomes unresponsive after a second or two when I open Chrome. This problem happens every few weeks or so, and it's incredibly annoying. I've disabled Chrome's internal pepper flash:

I've also tried disabling all extensions, and even tried it in incognito mode. Facebook works just fine in Firefox, but it's totally unusable in Chrome.

The problem goes away eventually, but it returns every now and then and it's super annoying.

Chrome version: 30.0.1599.101 (Official Build 227552) m

How can I fix this?
