How can I handle "NTFS partition is in unsafe state"?

Failed to mount '/dev/sda3': Operation not permitted
The NTFS partition is in an unsafe state. Please resume and shutdown
Windows fully (no hibernation or fast restarting), or mount the volume
read-only with the 'ro' mount option.
i get this error i have disabled fast start up in windows 8.
what can i do i shut down my computer 4 times in windows and disabled fast start in windows 8.
i'm using Ubuntu 13.10. please help thanks.
