How to structure a C ,C++ questionnaire for freshers?

I am primarily a programmer but one of my recent responsibility is to create a questionnaire, which has following properties.

1.Objective or very small code snippets.

2.Since target is for freshers it should test them on basics.

I have to test if a fresh graduate with CS degree is good enough to be trained in mobility, to be particular iOS

I have the questions i want to have a better understanding of distribution of questions.Like how much should i emphasize on memory management and how much on data structure etc what can be the best possible composition of the questionnaire.
