What are the licensing terms for the Swift Programming Language?

What are the licensing terms of the Swift Programming Language, the API, and runtime?

The only mention I have been able to find is from the Copyright and Notices section of Apple's The Swift Programming Language iBook:

No licenses, express or implied, are granted with respect to any of the technology described in this document. Apple retains all intellectual property rights associated with the technology described in this document. This document is intended to assist application developers to develop applications only for Apple-branded products.

… which suggests that the language is intended to be completely proprietary.
