I know you are going to say that this has been answered already, but it hasnt. None of those solutions worked for me.

So this is the problem, and it only occurs on my computer, my laptop,ipad and iphone are just fine.

When I`m browsing the net, it laods webpages slow(my speed is 30mb down and 3mb up) and when I start downloading with a another application(steam, utorrent), my browser completely stops working, but the application thats downloading(steam, utorrent) continues to download with a fast spead(2-3mb/s) and I do not know why.

I have this issue on all browsers. I have tried chrome, internet explorer and firefox. I have restored my windows but still the same issue and I also have kubuntu installed and it also has the same issue. I do not know why. Any help?
