iptables rules keep showing up

I just installed an ubuntu precise server,
after a few weird communications issues I checked the iptables list and found:
Chain INPUT (policy DROP)
target prot opt source destination
ACCEPT all -- anywhere anywhere
ACCEPT all -- anywhere anywhere state…
