Can Office Project Server 2010 handle issue tracking?

I have a scenario where I want to be able to allow customers to login to a customer facing portal on the web, and log issues / bugs. Internal team members should then be notified via email and the issue should be logged in Project Server. The ticket status should be Open, until either resolved or close, where the customer will be notified via email.
Is this possible to do using Microsoft Project Server 2010?
The question could also be can customers submit bugs to office 2010 projects via a custom web form of some kind, and can project handle the back-end gracefully.
