  • Selling Federal Enterprise Architecture (EA)

    Selling Federal Enterprise Architecture A taxonomy of subject areas, from which to develop a prioritized marketing and communications plan to evangelize EA activities within and among US Federal Government organizations and constituents. Any and all feedback is appreciated, particularly in developing and extending this discussion as a tool for use – more information and details are also available. "Selling" the discipline of Enterprise Architecture (EA) in the Federal Government (particularly in non-DoD agencies) is difficult, notwithstanding the general availability and use of the Federal Enterprise Architecture Framework (FEAF) for some time now, and the relatively mature use of the reference models in the OMB Capital Planning and Investment (CPIC) cycles. EA in the Federal Government also tends to be a very esoteric and hard to decipher conversation – early apologies to those who agree to continue reading this somewhat lengthy article. Alignment to the FEAF and OMB compliance mandates is long underway across the Federal Departments and Agencies (and visible via tools like PortfolioStat and ITDashboard.gov – but there is still a gap between the top-down compliance directives and enablement programs, and the bottom-up awareness and effective use of EA for either IT investment management or actual mission effectiveness. "EA isn't getting deep enough penetration into programs, components, sub-agencies, etc.", verified a panelist at the most recent EA Government Conference in DC. Newer guidance from OMB may be especially difficult to handle, where bottom-up input can't be accurately aligned, analyzed and reported via standardized EA discipline at the Agency level – for example in addressing the new (for FY13) Exhibit 53D "Agency IT Reductions and Reinvestments" and the information required for "Cloud Computing Alternatives Evaluation" (supporting the new Exhibit 53C, "Agency Cloud Computing Portfolio"). Therefore, EA must be "sold" directly to the communities that matter, from a coordinated, proactive messaging perspective that takes BOTH the Program-level value drivers AND the broader Agency mission and IT maturity context into consideration. Selling EA means persuading others to take additional time and possibly assign additional resources, for a mix of direct and indirect benefits – many of which aren't likely to be realized in the short-term. This means there's probably little current, allocated budget to work with; ergo the challenge of trying to sell an "unfunded mandate". Also, the concept of "Enterprise" in large Departments like Homeland Security tends to cross all kinds of organizational boundaries – as Richard Spires recently indicated by commenting that "...organizational boundaries still trump functional similarities. Most people understand what we're trying to do internally, and at a high level they get it. The problem, of course, is when you get down to them and their system and the fact that you're going to be touching them...there's always that fear factor," Spires said. It is quite clear to the Federal IT Investment community that for EA to meet its objective, understandable, relevant value must be measured and reported using a repeatable method – as described by GAO's recent report "Enterprise Architecture Value Needs To Be Measured and Reported". What's not clear is the method or guidance to sell this value. In fact, the current GAO "Framework for Assessing and Improving Enterprise Architecture Management (Version 2.0)", a.k.a. the "EAMMF", does not include words like "sell", "persuade", "market", etc., except in reference ("within Core Element 19: Organization business owner and CXO representatives are actively engaged in architecture development") to a brief section in the CIO Council's 2001 "Practical Guide to Federal Enterprise Architecture", entitled "3.3.1. Develop an EA Marketing Strategy and Communications Plan." Furthermore, Core Element 19 of the EAMMF is advised to be applied in "Stage 3: Developing Initial EA Versions". This kind of EA sales campaign truly should start much earlier in the maturity progress, i.e. in Stages 0 or 1. So, what are the understandable, relevant benefits (or value) to sell, that can find an agreeable, participatory audience, and can pave the way towards success of a longer-term, funded set of EA mechanisms that can be methodically measured and reported? Pragmatic benefits from a useful EA that can help overcome the fear of change? And how should they be sold? Following is a brief taxonomy (it's a taxonomy, to help organize SME support) of benefit-related subjects that might make the most sense, in creating the messages and organizing an initial "engagement plan" for evangelizing EA "from within". An EA "Sales Taxonomy" of sorts. We're not boiling the ocean here; the subjects that are included are ones that currently appear to be urgently relevant to the current Federal IT Investment landscape. Note that successful dialogue in these topics is directly usable as input or guidance for actually developing early-stage, "Fit-for-Purpose" (a DoDAF term) Enterprise Architecture artifacts, as prescribed by common methods found in most EA methodologies, including FEAF, TOGAF, DoDAF and our own Oracle Enterprise Architecture Framework (OEAF). The taxonomy below is organized by (1) Target Community, (2) Benefit or Value, and (3) EA Program Facet - as in: "Let's talk to (1: Community Member) about how and why (3: EA Facet) the EA program can help with (2: Benefit/Value)". Once the initial discussion targets and subjects are approved (that can be measured and reported), a "marketing and communications plan" can be created. A working example follows the Taxonomy. Enterprise Architecture Sales Taxonomy Draft, Summary Version 1. Community 1.1. Budgeted Programs or Portfolios Communities of Purpose (CoPR) 1.1.1. EA Program Facet (What parts of the EA can and should be communicated, using business or mission terms?) 3.1. Architecture Models – the visual tools to be created and used 3.1.1. Use Of – how can the EA models be used, and how are they populated, from a reasonable, pragmatic yet compliant perspective? What are the core/minimal models required? Schedule a series of short "Discovery" meetings with the system architecture leads (as agreed by the Program Owners), to further populate/validate the "As-Is" models and frame the "To Be" models (via scenarios), to better inform the RFI, obtain the best feedback from the vendor community, and provide potential value for and avoid impact to all other programs and systems. --end example -- Note that communications with the intended audience should take a page out of the standard "Search Engine Optimization" (SEO) playbook, using keywords and phrases relating to "value" and "outcome" vs. "compliance" and "output". Searches in email boxes, internal and external search engines for phrases like "cost avoidance strategies", "mission performance metrics" and "innovation funding" should yield messages and content from the EA team. This targeted, informed, practical sales approach should result in additional buy-in and participation, additional EA information contribution and model validation, development of more SMEs and quick "proof points" (with real-life testing) to bolster the case for EA. The proof point here is a successful, timely procurement that satisfies not only the external mandate and external oversight review, but also meets internal EA compliance/conformance goals and therefore is more transparently useful across the community. In short, if sold effectively, the EA will perform and be recognized. EA won’t therefore be used only for compliance, but also (according to a validated, stated purpose) to directly influence decisions and outcomes.   • Using AppFabric session state provider, does each session get its own region?

    I've been playing around with AppFabric Beta 2's session state provider. It appears that each new session get its own region (named "Default_Region_XXXX" (where XXXX is an apparent random sequence of numbers). If I understand regions correctly, it appears that each region is tied to a single cluster host, leaving a single point of failure. Why is each session being given it own region? Also, do sessions eventually timeout and clean themselves up in the cache or is that behavior just inherited from the cache settings? I'm wondering (if in a production application scenario), if one would use a separate named cache for session state apart from other application caches? Thanks.

  • IIS 6.0 Server Too Busy HTTP 503 Connection_Dropped DefaultAppPool

    We have a site which is running on a windows 2003 cluster with 2 64bit machines. The site needs to be able to cope with over 20,000 concurrent users One of the things that the site does is to allow the download of a 2MB file (which is cached in memory). We have low CPU and memory usage. We also have surplus bandwidth. It appears that we are running out of connections due the time it takes the user to download the file (some users have slow internet connections). In the IIS log we get HTTP 503 errors. In the HTTPErr log we get mainly Connection_Dropped DefaultAppPool with some Timer_EntityBody DefaultAppPool. Question is: How can we configure IIS to allow more connections? Or is there something that I am missing here? Thanks Shiraz

  • infoWindow on MarkerClusterer in google maps

    I need infoWindow to be opened instead of zooming in map, when clicking on the ClusterMarker. I am using Gmaps util library MarkerClusterer for creating cluster of markers. I tried changing following line in markerclusterer.js ClusterMarker_.prototype = new GOverlay(); with ClusterMarker_.prototype = new GMarker(); so that I can get the openInfoWindow() function in the clustermarker, but that didnt worked out. Got some error. If possible, Please suggest solution so that this can be done with MarkerClusterer. Or else any other library which will be able to do this. Any help will be appreciated.

  • Stack data storage order

    When talking about a stack in either computing or "real" life we usually assume a "first on, last off" type of functionality. Because the idea of a stack is based around something in the physical world, does it matter how the data in the stack is stored? I notice in a lot of examples that the storage of the stack data is quite often done using an array and the newest item added to the stack is placed at the bottom of the array. (like adding a new plate to an existing stack of plates except putting it underneath the other plates rather than on top). As a paradigm, does it matter in what order the data is stored within the stack as long as the operation of the stack acts as expected?

  • Ehcache - Distributed RMI not working

    Hi, I have this strange problem with ehcache 2.0 that I hope someone can help me with. I have set up a cluster of two hosts, A and B. I can see that heartbeats are received at both ends, so I'm pretty sure the networking and multicast stuff is working. The problem is that is I put an element into the cache at host A, I can see in the logs of host B that it receives a remote put. But when I request the same element from host B, it runs off to the data base and performs a query nonetheless. What may be the cause of this? Thankful for any pointers!

  • Elasticsearch Shard stuck in INITIALIZING state

    I stopped one of my elastic search node & as a normal behavior elastic search started relocating my shard on that node to another node. But even after 15 hours it is still stuck in INITIALIZING state. Also that shard is fluctuating between two nodes,for some time it stays on one node then automatically shift to another node & keep on doing that after every few hours. Main issue is it is still in INITIALIZING state after so many hours. I am using version 1.2.1. This shard which is stuck, it is a replica.   • Efficient 4x4 matrix inverse (affine transform)

    Hi, I was hoping someone can point out an efficient formula for 4x4 affine matrix transform. Currently my code uses cofactor expansion and it allocates a temporary array for each cofactor. It's easy to read, but it's slower than it should be. Note, this isn't homework and I know how to work it out manually using 4x4 co-factor expansion, it's just a pain and not really an interesting problem for me. Also I've googled and came up with a few sites that give you the formula already (http://www.euclideanspace.com/maths/algebra/matrix/functions/inverse/fourD/index.htm). However this one could probably be optimized further by pre-computing some of the products. I'm sure someone came up with the "best" formula for this at one point or another? Thanks.

  • SSL cert install in Mongrel

    Running a RoR app. I've created a self-signed SSL cert for my test/dev environment, which consists of a single mongrel, and Mac OS X Leopard. Can I install the SSL cert in such a way that mongrel will use it, or do I have build a different server stack to handle SSL (e.g. Apache in front of a mongrel cluster), and install the cert inside of Apache? For my production server, I'll eventually build a server stack like this, so it's no big deal if I have to go that direction - it's just a question of now or later. Thanks!

  • Compute bounding quad of a sphere with vertex shader

    I'm trying to implement an algorithm from a graphics paper and part of the algorithm is rendering spheres of known radius to a buffer. They say that they render the spheres by computing the location and size in a vertex shader and then doing appropriate shading in a fragment shader. Any guesses as to how they actually did this? The position and radius are known in world coordinates and the projection is perspective. Does that mean that the sphere will be projected as a circle? Thanks!

  • High volume SVM (machine learning) system

    I working on a possible machine learning project that would be expected to do high speed computations for machine learning using SVM (support vector machines) and possibly some ANN. I'm resonably comfortable working on matlab with these, but primarly in small datasets, just for experimentation. I'm wondering if this matlab based approach will scale? or should i be looking into something else? C++ / gpu based computing? java wrapping of the matlab code and pushing it onto app engine? Incidentally, there seems to be a lot fo literature on GPUs, but not much on how useful they are on machine learning applications using matlab, & the cheapest CUDA enlabled GPU money can buy? is it even worth the trouble?

Since the problem is NP hard I do not expect to find the optimal solution in every case, but I was wondering: 1) what are the best exact solvers? Branch and Bound? What problem instance sizes can I expect to solve with reasonable computing resources? 2) what are the best heuristic solvers? 3) What off-the-shelf solutions exist to conduct some experiments with?

  • Resulting .exe from PyInstaller with wxPython crashing

    I'm trying to compile a very simple wxPython script into an executable by using PyInstaller on Windows Vista. The Python script is nothing but a Hello World in wxPython. I'm trying to get that up and running as a Windows executable before I add any of the features that the program needs to have. But I'm already stuck. I've jumped through some loops in regards to MSVCR90.DLL, MSVCP90.DLL and MSVCPM90.DLL, which I ended up copying from my Visual Studio installation (C:\Program Files\Microsoft Visual Studio 9.0\VC\redist\x86\Microsoft.VC90.CRT).     I have been reading up on "Cloud computing" on here and still not getting it. Basically I want to develop for the WP7 http://msdn.microsoft.com/en-us/library/ff402531%28v=VS.92%29.aspx#AppPlat_Overview_Arch Now it mentions everything as being in the "Cloud". Is any server just a cloud? If i have a WCF service or wsdl on my server. Can I consider myself that "Cloud"? Or is there something that a server emits that checks whether or not it is a cloud?

    Hi, we have a horizontal cluster set up on JBoss 4.2. The session replication worked fine until we changed cache mode from REPL_ASYNC to REPL_SYNC to fix a issue. We started to see warning for some session failovers: [org.jboss.web.tomcat.service.session.InstantSnapshotManager.ROOT] Failed to replicate session java.lang.RuntimeException bc [local7.warning] JBossCacheService: exception occurred in cache put ... org.jboss.web.tomcat.service.session.JBossCacheWrapper.put(JBossCacheWrapper.java:147) org.jboss.web.tomcat.service.session.JBossCacheService.putSession(JBossCacheService.java:315) org.jboss.web.tomcat.service.session.JBossCacheClusteredSession.processSessionRepl(JBossCacheClusteredSession.java:125) Does anyone have any idea why this happen and how to fix it if we want to still use REPL_SYNC?   • Why isn't pyinstaller making me an .exe file?

    I am attempting to follow this guide to make a simple Hello World script into an .exe file. I have Windows Vista with an AMD 64-bit processor I have installed Python 2.6.5 (Windows AMD64 version) I have set the PATH (if that's the right word) so that the command line recognizes Python I have installed UPX (there only seems to be a 32-bit version for Windows) and pasted a copy of upx.exe into the Python26 folder as instructed. I have installed Pywin (Windows AMD 64 Python 2.6 version) I have run Pyinstaller's Configure.py. It gives some error messages but seems to complete.   • Updating a Cuda 4.0 project to Cuda 4.2

    I have a VS2010 project that was tested with CUDA 4.0, today I installed CUDA 4.2 and I want to update this project, the problem is that when I try to run the project it asks me for cudart32_40_17.dll, but since this is CUDA 4.2 I only have on my folders (C:\Program Files\NVIDIA GPU Computing Toolkit\CUDA\v4.2\bin) cudart32_42_9.dll. I already set the Build Customizations to Cuda 4.2 and it compiles without any problem, the only problem is when I try to run it, the app asks me for the previous version of the dll. Is there a way to especify that the project must use cudart32_42_9.dll?

  • Extrapolation using fft in octave

    Using GNU octave, I'm computing a fft over a piece of signal, then eliminating some frequencies, and finally reconstructing the signal. This give me a nice approximation of the signal ; but it doesn't give me a way to extrapolate the data. Suppose basically that I have plotted three periods and a half of f: x -> sin(x) + 0.5*sin(3*x) + 1.2*sin(5*x) and then added a piece of low amplitude, zero-centered random noise. With fft/ifft, I can easily remove most of the noise ; but then how do I extrapolate 3 more periods of my signal data? (other of course that duplicating the signal). The math way is easy : you have a decomposition of your function as an infinite sum of sines/cosines, and you just need to extract a partial sum and apply it anywhere. But I don't quite get the programmatic way... Thanks!

  • chomsky hierarchy and programming languages

    Hi, I'm trying to learn some aspects of the CH ( chomsky hierarchy ) which are related to PL ( programming languages ), and i still have to read the Dragon Book. I've read that most of the PL can be parsed as CFG ( context free grammar ). In term of computational power, it equals the one of a pushdown non deterministic automaton. Am I right ? If it's true, then how could a CFG holds a UG ( unrestricted grammar, which is turing complete ) ? I'm asking because, even if PL are CFG they are actually used to describe TM (turing machines ) and through UG. I think that's because of at least two different levels of computing, the first, which is the parsing of a CFG focuses on the syntax related to the structure ( representation ? ) of the language, while the other focuses on the semantic ( sense, interpretation of the data itself ? ) related to the capabilities of the pl which is turing complete. Again, are these assumptions rights ? thanx a lot.

    I am getting an error that I cannot figure out: ActionView::MissingTemplate (Missing template cluster/delete_stuff.erb in view path app/views) <...snip trace...> Rendering rescues/layout (internal_server_error) I am "enhancing" others code and am following the convention they set up, where they have have code like: <%= render :partial => "other_stuff" %> And a file named _other_stuff.html.erb and it all works, but when I copy these little snippets, I get the above error. Any ideas? Something is going on here that I need to figure out.

    Can someone explain how MapReduce works with Cassandra .6? I've read through the word count example, but I don't quite follow what's happening on the Cassandra end vs. the "client" end. https://svn.apache.org/repos/asf/cassandra/trunk/contrib/word_count/ For instance, let's say I'm using Python and Pycassa, how would I load in a new map reduce function, and then call it? Does my map reduce function have to be java that's installed on the cassandra server? If so, how do I call it from Pycassa? There's also mention of Pig making this all easier, but I'm a complete Hadoop noob, so that didn't really help. Your answer can use Thrift or whatever, I just mentioned Pycassa to denote the client side. I'm just trying to understand the difference between what runs in the Cassandra cluster vs. the actual server making the requests.

  • MPI signal handling

    When using mpirun, is it possible to catch signals (for example, the SIGINT generated by ^C) in the code being run? For example, I'm running a parallelized python code. I can except KeyboardInterrupt to catch those errors when running python blah.py by itself, but I can't when doing mpirun -np 1 python blah.py. Does anyone have a suggestion? Even finding how to catch signals in a C or C++ compiled program would be a helpful start. If I send a signal to the spawned Python processes, they can handle the signals properly; however, signals sent to the parent orterun process (i.e. from exceeding wall time on a cluster, or pressing control-C in a terminal) will kill everything immediately.
