  • A Rose by Any Other Name..

    It is always a good start when you can steal a title line from one of the best writers in the English language.  Let’s hope I can make the rest of this post live up to the opening.  One recurring problem with SQL server is moving databases to new servers.  Client applications use a variety of ways to resolve SQL Server names, some of which are not changed easily <cough SharePoint /cough>.  If you happen to be using default instances on both the source and target SQL Server, then the solution is pretty simple.  You create (or bug the network admin until she creates) two DNS “A” records. One points the old name to the new IP address.  The other creates a new alias for the old server, since the original system name is now redirected.  Note this will redirect ALL traffic from the old server to the new server, including RDP and file share connection attempts.    Figure 1 – Microsoft DNS MMC Snap-In   Figure 2 – DNS New Host Dialog Box Both records are necessary so you can still access the old server via an alternate name. Server Role IP Address Name Alias Source 10.97.230.60 SQL01 SQL01_Old Target 10.97.230.80 SQL02 SQL01 Table 1 – Alias List If you or somebody set up connections via IP address, you deserve to have to go to each app and fix it by hand.  That is the only way to fix that particular foul-up. If have to deal with Named Instances either as a source or a target, then it gets more complicated.  The standard fix is to use the SQL Server Configuration Manager (or one of its earlier incarnations) to create a SQL client alias to redirect the connection.  This can be a pain installing and configuring the app on multiple client servers.  The good news is that SQL Server Configuration Manager AND all of its earlier versions simply write a few registry keys.  Extracting the keys into a .reg file makes centralized automated deployment a snap. If the client is a 32-bit system, you have to extract the native key.  If it is a 64-bit, you have to extract the native key and the WoW (32 bit on 64 bit host) key. First, pick a development system to create the actual registry key.  If you do this repeatedly, you can simply edit an existing registry file.  Create the entry using the SQL Configuration Manager.  You must use a 64-bit system to create the WoW key.  The following example redirects from a named instance “SQL01\SQLUtiluty” to a default instance on “SQL02”.   Figure 3 – SQL Server Configuration Manager - Native Figure 3 shows the native key listing. Figure 4 – SQL Server Configuration Manager – WoW If you think you don’t need the WoW key because your app is 64 it, think again.  SQL Server Management Server is a 32-bit app, as are most SQL test utilities.  Always create both keys for 64-bit target systems. Now that the keys exist, we can extract them into a .reg file. Fire up REGEDIT and browse to the following location:  HKLM\Software\Microsoft\MSSQLServer\Client\ConnectTo.  You can also search the registry for the string value of one of the server names (old or new). Right click on the “ConnectTo” label and choose “Export”.  Save with an appropriate name and location.  The resulting file should look something like this: Figure 5 – SQL01_Alias.reg Repeat the process with the location: HKLM\Software\Wow6432Node\Microsoft\MSSQLServer\Client\ConnectTo Note that if you have multiple alias entries, ALL of the entries will be exported.  In that case, you can edit the file and remove the extra aliases. You can edit the files together into a single file.  Just leave a blank line between new keys like this: Figure 6 – SQL01_Alias_All.reg Of course if you have an automatic way to deploy, it makes sense to have an automatic way to Un-deploy.  To delete a registry key, simply edit the .reg file and replace the target with a “-“ sign like so. Figure 7 – SQL01_Alias_UNDO.reg Now we have the ability to move any database to any server without having to install or change any applications on any client server.  The whole process should be transparent to the applications, which makes planning and coordinating database moves a far simpler task.

  • B2B and B2C alike… but a little different – Oracle Commerce named Leader in Forrester B2B Commerce Wave

    We weren’t surprised to see Oracle Commerce positioned as a Leader in Forrester Research, Inc.’s first Commerce Wave focused on B2B, “The Forrester Wave™: B2B Commerce Suites, Q4 2013,” released earlier this month. We believe that the report validates much of what we’ve heard from our largest customers – the world’s largest distribution, manufacturing and high-tech customers who sell billions of dollars of goods and services to other businesses through their Web channels. More importantly, we feel that the report confirms something very important: B2B and B2C Commerce are alike… but a little different. B2B and B2C Commerce are alike… Clearly, B2C experiences have set expectations for B2B. Every B2B buyer is a consumer at home and brings the same expectations to a website selling electronic components, aftermarket parts, or MRO products. Forrester calls these rich consumer-based capabilities that help B2B customers do their jobs “table stakes”: front-office content, community, and commerce features that meet customer expectations for 24x7x365 ordering, real-time customer service, and expedited shipping — both online and on mobile devices: “Whether they are just beginning to sell online or are in the late stages of launching a next-generation site, B2B eCommerce operations today must: offer a customer experience standard comparable to what leading b2c sites now offer; address the growing influence that mobile devices are having in the workplace; make a qualitative and quantitative business case that drives sustained investment.” Just five years ago, many of our B2B customers’ online business comprised only 5-10% of their total revenue. Today, when we speak to those same brands, we hear about double and triple digit growth in their online channels. Many have seen the percentage of the business they perform in their web channels cross the 30-50% threshold. You can hear first-hand from several Oracle Commerce B2B customers about the success they are seeing, and what they’re trying to accomplish (Carolina Biological, Premier Farnell, DeliXL, Elsevier). It seems that this market momentum is likely the reason Forrester broke out the separate B2B Commerce Wave from the B2C Wave. In fact, B2B is becoming the larger force in commerce, expected to collect twice the online dollars of B2C this year ($559 billion). But a little different… Despite the similarities, there is a key and very important difference between B2C and B2B. Unlike a consumer shopping for shoes, a business shopper buying from a distributor or manufacturer is coming to the Web channel as a part of their job. So in addition to a rich, consumer-like experience this shopper expects, these B2B buyers need quoting tools and complex pricing capabilities, like eProcurement, bulk order entry, and other self-service tools such as account, contract and organization management. Forrester also is emphasizing three additional “back-end” tools and capabilities their clients say they need to drive growth in their B2B online channels: i) product information management (PIM), which provides a single system of record for large part lists and product catalogs; ii) web content management (WCM), needed to manage large volumes of unstructured marketing information, and iii) order management systems (OMS), which manage and orchestrate the complex B2B order life cycle from quote through approval, submission to manufacturing, distribution and delivery. We would like to expand on each of these 3 areas: As Forrester suggests, back-end PIM is definitely needed by B2B Commerce providers. Most B2B companies have made significant investments in enterprise-grade PIMs, given the importance of product data management for aggregation and syndication of content, product attribution, analytics, and handling of complex workflows. While in principle it may sound appealing to have a PIM as part of a commerce offering (especially for SMBs who have to do more with less), our customers have typically found that PIM in a commerce platform is largely redundant with what they already have in-place, and is not fully-featured or robust enough to handle the complexity of the product data sets that B2B distributors and manufacturers usually handle. To meet the PIM needs for commerce, Oracle offers enterprise PIM (Product Hub/Fusion PIM) and a robust enterprise data quality product (EDQP) integrated with the Oracle Commerce solution. These are key differentiators of our offering and these capabilities are becoming even more tightly integrated with Oracle Commerce over time. For Commerce, what customers really need is a robust product catalog and content management system for enabling business users to further enrich and ready catalog and content data to be presented and sold online.  This has been a significant area of investment in the Oracle Commerce platform , which continue to get stronger. We see this combination of capabilities as best meeting the needs of our customers for a commerce platform without adding a largely redundant, less functional PIM in the commerce front-end.  On the topic of web content management, we were pleased to see Forrester cite Oracle’s differentiated digital experience capability in this area and the “unique opportunity in the market to lead the convergence of commerce and content management with the amalgamation of Oracle Commerce with WebCenter Sites (formally FatWire).” Strong content management capabilities are critical for distributors and manufacturers who are frequently serving an engineering audience coming to their websites to conduct product research in search of technical data sheets, drawings, videos and more. The convergence of content, commerce, and experience is critical for B2B brands selling online. Regarding order management, Forrester notes that many businesses use their existing back-end enterprise resource planning (ERP) systems to manage order life cycles.  We hear the same from most of our B2B customers, as they already have an ERP system—if not several of them—and are not interested in yet another one. So what do we take away from the Wave results? Forrester notes that the Oracle Commerce Platform “has always had strong B2B commerce capabilities and Oracle certainly has an exhaustive list of B2B customers using the solution.”  What makes us excited about developing leading B2B solutions are the close relationships with our customers and the clear opportunity in the market – which we'll address in an exciting new release planned for the next 12 months. Oracle has one of the world’s largest B2B customer bases, providing leading solutions across key business-to-business functions – from marketing, sales automation, and service to master data management, and ERP.   • AWS: setting up auto-scale for EC2 instances

But you can get the auto-scale part by configuring an auto-scaling group for your EC2 instance. This is a step-by-step guide, that shows you how to create the auto-scaling configuration, which for EC2 you need to do with the command line, and then link your scaling policies to CloudWatch alarms in the Web console. I’m using queue size as my metric for CloudWatch,  which is a good fit if your background workers are pulling messages from a queue and processing them.  If the queue is getting too big, the “high” alarm will fire and spin up a new instance to share the workload. If the queue is draining down, the “low” alarm will fire and shut down one of the instances. To start with, you need to manually set up your app in an EC2 VM, for a background worker that would mean hosting your code in a Windows Service (I always use Topshelf). If you’re dual-running Azure and AWS, then you can isolate your logic in one library, with a generic entry point that has Start() and Stop()  functions, so your Worker Role and Windows Service are essentially using the same code. When you have your instance set up with the Windows Service running automatically, and you’ve tested it starts up and works properly from a reboot, shut the machine down and take an image of the VM, using Create Image (EBS AMI) from the Web Console: When that completes, you’ll have your own AMI which you can use to spin up new instances, and you’re ready to create your auto-scaling group. You need to dip into the command-line tools for this, so follow this guide to set up the AWS autoscale command line tool. Now we’re ready to go. 1. Create a launch configuration This launch configuration tells AWS what to do when a new instance needs to be spun up. You create it with the as-create-launch-config command, which looks like this: as-create-launch-config sc-xyz-launcher # name of the launch config --image-id ami-7b9e9f12 # id of the AMI you extracted from your VM --region eu-west-1 # which region the new instance gets created in --instance-type t1.micro # size of the instance to create --group quicklaunch-1 #security group for the new instance 2. Create an auto-scaling group The auto-scaling group links to the launch config, and defines the overall configuration of the collection of instances: as-create-auto-scaling-group sc-xyz-asg # auto-scaling group name --region eu-west-1 # region to create in --launch-configuration sc-xyz-launcher # name of the launch config to invoke for new instances --min-size 1 # minimum number of nodes in the group --max-size 5 # maximum number of nodes in the group --default-cooldown 300 # period to wait (in seconds) after each scaling event, before checking if another scaling event is required --availability-zones eu-west-1a eu-west-1b eu-west-1c # which availability zones you want your instances to be allocated in – multiple entries means EC@ will use any of them 3. Create a scale-up policy The policy dictates what will happen in response to a scaling event being triggered from a “high” alarm being breached. It links to the auto-scaling group; this sample results in one additional node being spun up: as-put-scaling-policy scale-up-policy # policy name -g sc-psod-woker-asg # auto-scaling group the policy works with --adjustment 1 # size of the adjustment --region eu-west-1 # region --type ChangeInCapacity # type of adjustment, this specifies a fixed number of nodes, but you can use PercentChangeInCapacity to make an adjustment relative to the current number of nodes, e.g. increasing by 50% 4. Create a scale-down policy The policy dictates what will happen in response to a scaling event being triggered from a “low” alarm being breached. It links to the auto-scaling group; this sample results in one node from the group being taken offline: as-put-scaling-policy scale-down-policy -g sc-psod-woker-asg "--adjustment=-1" # in Windows, use double-quotes to surround a negative adjustment value –-type ChangeInCapacity --region eu-west-1 5. Create a “high” CloudWatch alarm We’re done with the command line now. In the Web Console, open up the CloudWatch view and create a new alarm. This alarm will monitor your metrics and invoke the scale-up policy from your auto-scaling group, when the group is working too hard. Configure your metric – this example will fire the alarm if there are more than 10 messages in my queue for over a minute: Then link the alarm to the scale-up policy in your group: 6. Create a “low” CloudWatch alarm The opposite of step 4, this alarm will trigger when the instances in your group don’t have enough work to do (e.g fewer than 2 messages in the queue for 1 minute), and will invoke the scale-down policy. And that’s it. You don’t need your original VM as the auto-scale group has a minimum number of nodes connected. You can test out the scaling by flexing your CloudWatch metric – in this example, filling up a queue from a  stub publisher – and watching AWS create new nodes as required, then stopping the publisher and watch AWS kill off the spare nodes.

As one would expect of an industry leader, Oracle's participation in industry standards bodies is extensive. We participate in dozens of organizations that produce open standards which apply to our products, and our commitment to the success of these organizations is manifest in several way - we support them financially through our memberships; our senior engineers are active participants, often serving in leadership positions on boards, technical working groups and committees; and when it makes good business sense we contribute our intellectual property. We believe supporting the development of open standards is fundamental to Oracle meeting customer demands for product choice, seamless interoperability, and lowering the cost of ownership. Nowhere is this truer than in the area of cloud standards, and for the most recent release of our flagship management product, Oracle Enterprise Manager Cloud Control 12c (EM Cloud Control 12c). There is a fundamental rule that standards follow architecture. This was true of distributed computing, it was true of service-oriented architecture (SOA), and it's true of cloud. If you are familiar with Enterprise Manager it is likely to be no surprise that EM Cloud Control 12c is a source of technology that can be considered for adoption within cloud management standards. The reason, quite simply, is that the Oracle integrated stack architecture aligns with the cloud architecture models being adopted by the industry, and EM Cloud Control 12c has been developed to manage this architecture. EM Cloud Control 12c has facilities for managing the various underlying capabilities of the integrated stack in IaaS, PaaS, and SaaS clouds, and enables essential characteristics such as on-demand self-service provisioning, centralized policy-based resource management, integrated chargeback, and capacity planning, and complete visibility of the physical and virtual environment from applications to disk. Our most recent contribution in support of cloud management standards to come out of the EM Cloud Control 12c work was the Oracle Cloud Elemental Resource Model API. Oracle contributed the Elemental Resource Model API to the Distributed Management Task Force (DMTF) in 2011 where it was assigned to DMTF's Cloud Management Working Group (CMWG). The CMWG is considering the Oracle specification and those of several other vendors in their effort to produce a best practices specification for managing IaaS clouds. DMTF's Cloud Infrastructure Management Interface specification, called CIMI for short, is currently out for public review and expected to be released by DMTF later this year.   • Visiting the Emtel Data Centre

    Back in February at the first event of the Emtel Knowledge Series (EKS) I spoke to various people at Emtel about their data centre here on the island. I was trying to see whether it would be possible to arrange a meeting over there for a selected group of our community members. Well, let's say it like this... My first approach wasn't that promising and far from successful but during the following months there were more and more occasions to get in touch with the "right" contact persons at Emtel to make it happen... Setting up an appointment and pre-requisites The major improvement came during a Boot Camp for Windows Phone 8.1 App development organised by Microsoft Indian Ocean Islands in cooperation with Emtel at the Emtel World, Ebene. Apart from learning bits and pieces regarding Universal Apps I took the opportunity to get in touch with Arvin Lockee, Sales Executive - Data, during our lunch break. And this really kicked off the whole procedure. Prior to get access to the Emtel data centre it is requested that you provide full name and National ID of anyone going to visit. Also, it should be noted that there was only a limited amount of seats available. Anyways, packed with this information I posted through the usual social media channels. Responses came in very quickly and based on First-come, first-serve (FCFS) principle I noted down the details and forwarded them to Emtel in order to fix a date and time for the visit. In preparation on our side, all attendees exchanged contact details and we organised transport options to go to the data centre in Arsenal. The day before and on the day of our meeting, Arvin send me a reminder to check whether everything is still confirmed and ready to go... Of course, it was! Arriving at the Emtel Data Centre As I'm coming from Flic En Flac towards the North, we agreed that I'm going to pick up a couple of young fellows near the old post office in Port Louis. All went well, except that Sean eventually might be living in another time zone compared to the rest of us. Anyway, after some extended stop we were complete and arrived just in time in Arsenal to meet and greet with Ish and Veer. Again, Emtel is taking access procedures to their data centre very serious and the gate stayed close until all our IDs had been noted and compared to the list of registered attendees. Despite having a good laugh at the mixture of old and new ID cards it was a straight-forward processing. The ward was very helpful and guided us to the waiting area at the entrance section of the building. Shortly after we were welcomed by Kamlesh Bokhoree, the Data Centre Officer. He gave us brief introduction into the rules and regulations during our visit, like no photography allowed, not touching the buttons, and following his instructions through the whole visit. Of course! Inside the data centre Next, he explained us the multi-factor authentication system using a combination of bio-metric data, like finger print reader, and "classic" pin panel. The Emtel data centre provides multiple services and next to co-location for your own hardware they also offer storage options for your backup and archive data in their massive, fire-resistant vault. Very impressive to get to know about the considerations that have been done in choosing the right location and how to set up the whole premises. It should also be noted that there is 24/7 CCTV surveillance inside and outside the buildings. Strengths of the Emtel TIER 3 Data Centre, Mauritius Finally, we were guided into the first server room. And wow, the whole setup is cleverly planned and outlined in the architecture. From the false floor and ceilings in order to provide optimum air flow, over to the separation of cold and hot aisles between the full-size server racks, and of course the monitored air conditions in order to analyse and watch changes in temperature, smoke detection and other parameters. And not surprisingly everything has been implemented in two independent circuits. There is a standardised classification for the construction and operation of data centres world-wide, and the Emtel's one has been designed to be a TIER 4 building but due to the lack of an alternative power supplier on the island it is officially registered as a TIER 3 compliant data centre. Maybe in the long run there might be a second supplier of energy next to CEB... time will tell. Luckily, the data centre is integrated into the National Fibre Optic Gigabit Ring and Emtel already connects internationally through diverse undersea cable routes like SAFE & LION/LION2 out of Mauritius and through several other providers for onwards connectivity. The data centre is part of the National Fibre Optic Gigabit Ring and has redundant internet connectivity onwards. Meanwhile, Arvin managed to join our little group of geeks and he supported Kamlesh in answering our technical questions regarding the capacities and general operation of the data centre. Visiting the NOC and its dedicated team of IT professionals was surely one of the visual highlights. Seeing their wall of screens to monitor any kind of activities on the data lines, the managed servers and the activity in and around the building was great. Even though I'm using a multi-head setup since years I cannot keep it up with that setup... ;-) But I got a couple of ideas on how to improve my work spaces here at the office. Clear advantages of hosting your e-commerce and mobile backends locally After the completely isolated NOC area we continued our Q&A session with Kamlesh and Arvin in the second server room which is dedictated to shared environments. On first thought it should be well-noted that there is lots of space for full-sized racks and therefore co-location of your own hardware. Actually, given the feedback that there will be upcoming changes in prices the facilities at the Emtel data centre are getting more and more competitive and interesting for local companies, especially small and medium enterprises. After seeing this world-class infrastructure available on the island, I'm already considering of moving one of my root servers abroad to be co-located here on the island. This would provide an improved user experience in terms of site performance and latency. This would be a good improvement, especially for upcoming e-commerce solutions for two of my local clients. Later on, we actually started the conversation of additional services that could be a catalyst for the local market in order to attract more small and medium companies to take the data centre into their evaluations regarding online activities. Until today Emtel does not provide virtualised server environments but there might be ongoing plans in the future to cover this field as well. Emtel is a mobile operator and internet connectivity provider in the first place, entering a market of managed and virtualised server infrastructures including capacities in terms of cloud storage and computing are rather new and there is a continuous learning curve at Emtel, too. You cannot just jump into a new market and see how it works out... And I appreciate Emtel's approach towards a solid fundament and then building new services on top of that.   • Measuring Usability with Common Industry Format (CIF) Usability Tests

    Sean Rice, Manager, Applications User Experience A User-centered Research and Design Process The Oracle Fusion Applications user experience was five years in the making. The development of this suite included an extensive and comprehensive user experience design process: ethnographic research, low-fidelity workflow prototyping, high fidelity user interface (UI) prototyping, iterative formative usability testing, development feedback and iteration, and sales and customer evaluation throughout the design cycle. However, this process does not stop when our products are released. We conduct summative usability testing using the ISO 25062 Common Industry Format (CIF) for usability test reports as an organizational framework. CIF tests allow us to measure the overall usability of our released products.  These studies provide benchmarks that allow for comparisons of a specific product release against previous versions of our product and against other products in the marketplace. What Is a CIF Usability Test? CIF refers to the internationally standardized method for reporting usability test findings used by the software industry. The CIF is based on a formal, lab-based test that is used to benchmark the usability of a product in terms of human performance and subjective data. The CIF was developed and is endorsed by more than 375 software customer and vendor organizations led by the National Institute for Standards and Technology (NIST), a US government entity. NIST sponsored the CIF through the American National Standards Institute (ANSI) and International Organization for Standardization (ISO) standards-making processes. Oracle played a key role in developing the CIF. The CIF report format and metrics are consistent with the ISO 9241-11 definition of usability: “The extent to which a product can be used by specified users to achieve specified goals with effectiveness, efficiency and satisfaction in a specified context of use.” Our goal in conducting CIF tests is to measure performance and satisfaction of a representative sample of users on a set of core tasks and to help predict how usable a product will be with the larger population of customers. Why Do We Perform CIF Testing? The overarching purpose of the CIF for usability test reports is to promote incorporation of usability as part of the procurement decision-making process for interactive products. CIF provides a common format for vendors to report the methods and results of usability tests to customer organizations, and enables customers to compare the usability of our software to that of other suppliers. CIF also enables us to compare our current software with previous versions of our software. CIF Testing for Fusion Applications Oracle Fusion Applications comprises more than 100 modules in seven different product families. These modules encompass more than 400 task flows and 400 user roles. Due to resource constraints, we cannot perform comprehensive CIF testing across the entire product suite. Therefore, we had to develop meaningful inclusion criteria and work with other stakeholders across the applications development organization to prioritize product areas for testing. Ultimately, we want to test the product areas for which customers might be most interested in seeing CIF data. We also want to build credibility with customers; we need to be able to make the case to current and prospective customers that the product areas tested are representative of the product suite as a whole. Our goal is to test the top use cases for each product. The primary activity in the scoping process was to work with the individual product teams to identify the key products and business process task flows in each product to test. We prioritized these products and flows through a series of negotiations among the user experience managers, product strategy, and product management directors for each of the primary product families within the Oracle Fusion Applications suite (Human Capital Management, Supply Chain Management, Customer Relationship Management, Financials, Projects, and Procurement). The end result of the scoping exercise was a list of 47 proposed CIF tests for the Fusion Applications product suite.  Figure 1. A participant completes tasks during a usability test in Oracle’s Usability Labs Fusion Supplier Portal CIF Test The first Fusion CIF test was completed on the Supplier Portal application in July of 2011.  Fusion Supplier Portal is part of an integrated suite of Procurement applications that helps supplier companies manage orders, schedules, shipments, invoices, negotiations and payments. The user roles targeted for the usability study were Supplier Account Receivables Specialists and Supplier Sales Representatives, including both experienced and inexperienced users across a wide demographic range.  The test specifically focused on the following functionality and features: Manage payments – view payments Manage invoices – view invoice status and create invoices Manage account information – create new contact, review bank account information Manage agreements – find and view agreement, upload agreement lines, confirm status of agreement lines upload Manage purchase orders (PO) – view history of PO, request change to PO, find orders Manage negotiations – respond to request for a quote, check the status of a negotiation response These product areas were selected to represent the most important subset of features and functionality of the flow, in terms of frequency and criticality of use by customers. A total of 20 users participated in the usability study. The results of the Supplier Portal evaluation were favorable and exceeded our expectations. Figure 2. Fusion Supplier Portal Next Studies We plan to conduct two Fusion CIF usability studies per product family over the next nine months. The next product to be tested will be Self-service Procurement. End users are currently being recruited to participate in this usability study, and the test sessions are scheduled to begin during the last week of November.

  • eth0 and eth1 both assigned same IP on boot

    I have a physical SLES 11 SP2 server on a Sun Fire x4140 that is giving me problems with networking upon reboot. The NICs are onboard. The networking appears successful during boot, but network services such as nfs fail hard. This is because eth0 and eth1 are both receiving the same configuration and are both ifup-ed. Once everything times out and I'm at the console, ifconfig shows that eth0 and eth1 are UP and running with the same IP. Attempting to ping anything in that subnet fails. Restarting the network service fixes the issue. eth0 is the correct NIC that should be configured as primary, per the MAC address. Question: Whats causing eth1 to be brought up with the same config as eth0?? Oracle Identity Manager System Architecture Oracle Identity Governance includes Oracle Identity Manager,Oracle Identity Analytics and Oracle Privileged Account Manager. I will discuss Oracle Identity Manager architecture in this post.  In basically, Oracle Identity Manager is a n-tier standard  Java EE application that is deployed on Oracle WebLogic Server and uses  a database .  Oracle Identity Manager presentation tier has three different screen and two different client. Identity Self Service and Identity System Administration are web-based thin client. Design Console is a Java Swing Client that communicates directly with the Business Service Tier.  Identity Self Service provides end-user operations and delegated administration features. System Administration provides system administration functions. And Design Console mostly use for development management operations such as  create and manage adapter and process form,notification , workflow desing, reconciliation rules etc. Business service tier is implemented as an Enterprise JavaBeans(EJB) application. So you can extense Oracle Identity Manager capabilities.  -The SMPL and EJB APIs allow develop custom plug-ins such as management roles or identities.  -Identity Services allow use core business capabilites of Oracle Identity Manager such as The User provisioning or reconciliation service. -Integration Services allow develop custom connectors or adapters for various deployment needs. -Platform Services allow use Entitlement Servers, Scheduler or SOA composites. The Middleware tier allows you using capabilites ADF Faces,SOA Suites, Scheduler, Entitlement Server and BI Publisher Reports. So OIM allows you to configure workflows uses Oracle SOA Suite or define authorization policies use with Oracle Entitlement Server. Also you can customization of OIM UI without need to write code and using ADF Business Editor  you can extend custom attributes to user,role,catalog and other objects. Data tiers; Oracle Identity Manager is driven by data and metadata which provides flexibility and adaptability to Oracle Identity Manager functionlities.  -Database has five schemas these are OIM,SOA,MDS,OPSS and OES. Oracle Identity Manager uses database to store runtime and configuration data. And all of entity, transactional and audit datas are stored in database. -Metadata Store; customizations and personalizations are stored in file-based repository or database-based repository.And Oracle Identity Manager architecture,the metadata is in Oracle Identity Manager database to take advantage of some of the advanced performance and availability features that this mode provides. -Identity Store; Oracle Identity Manager provides the ability to integrate an LDAP-based identity store into Oracle Identity Manager architecture.  Oracle Identity Manager uses the human workflow module of Oracle Service Oriented Architecture Suite. OIM connects to SOA using the T3 URL which is front-end URL for the SOA server.Oracle Identity Manager uses embedded Oracle Entitlement Server for authorization checks in OIM engine.  Several Oracle Identity Manager modules use JMS queues. Each queue is processed by a separate Message Driven Bean (MDB), which is also part of the Oracle Identity Manager application. Message producers are also part of the Oracle Identity Manager application. Oracle Identity Manager uses a scheduled jobs for some activities in the background.Some of scheduled jobs come with Out-Of-Box such as the disable users after the end date of the users or you can define your custom schedule jobs with Oracle Identity Manager APIs. You can use Oracle BI Publisher for reporting Oracle Identity Manager transactions or audit data which are in database.   • A Graduate&rsquo;s Journey at Oracle &ndash; Bhaskar Ghosh From Oracle India

    I am Bhaskar Ghosh, and I work as an Applications Engineer with Oracle. Well, it was three years ago when my journey with one of the largest software companies started. It was a fine day and a decisive moment, when I was placed in Oracle as a campus recruit from College of Engineering Guindy, Anna University, Chennai! I always thought of looking back, the time that helped me learn beyond my boundaries, think broader and ahead, and grow – technically, professionally and personally. Hmmn! Let me recall the eventful moments once again. My first day as an intern at Oracle started in late 2007. I met one of the Oracle Managers at the Oracle Campus in Hyderabad and on the same day I also met another Oracle employee who was to later to become my first manager. I was charged and thrilled with the environment and the wonderful people around me! I was joined by two other interns, who also had a Masters in Computer Applications. We formed a very friendly group with all the interns and the new hires, and shared our excitement and learning. Myself and one of the other Graduates started working on a very interesting project on Semantic technology. We finally had our names added as co-developers for this very project. This phase of five months was the time and we learnt tremendously and worked very hard, partly because we had to travel back and forth to our colleges to submit reports and present for the Masters in Computer Applications final year project reviews. After completing my MCA, I joined as a full-time employee in 2008. During the next year, we worked on interesting and bleeding edge technologies - OWL, RDF, SPARQL, Visualization, J2EE, Social Web features, Semantic Web technologies, Web Services and many more! We developed cool, rich internet and desktop applications. Little did I know at that time, that this learning would help me tremendously for my the next project in Oracle. The following year saw me being assigned a role in a different project that my other team members were working on for the last two years. It took me two months to understand and get into a flow with this new task. I was fortunate that this phase helped me enhance my inter-personal and communication skills, as much as it helped me grow professionally with better ability to tackle multiple priorities and switch between tasks based on the team’s requirements. I was made the POC for all communications with our team and other product teams. I personally feel that this time enhanced me tremendously in technologies like Oracle Forms, J2EE, and Java and Web Services. The last six months, saw myself becoming an Institute of Electrical and Electronics Engineer member, and continuing my higher education International Institute of Information Technology, Hyderabad. Oracle supports its employees becoming members of professional bodies, and higher studies are supported by management, I think it is tremendously helpful in the professional and technical growth of the employees. Last three months, I have been working on great and useful enhancements to our product. Ah beautiful! All these years, there have been other moments and events of fun that are too worth mentioning. Clubs and groups at Oracle such as Employee Club, Oracle Volunteers, Football Club, etc. have always kept on organizing numerous events and competitions, full of fun and entertainment. I really enjoyed participating, even if it was small, in the intra-Oracle football tourney, Oracle Volunteer Days, OraFora, OraOvations, and a few more. Those ‘Seasons of Sharing’, those ‘Blood Donation camps’, those ‘Diwali and Christmas gifts and events’, those ‘fun events at the annual function called OraOvations’, those ‘books and cycle stalls’, and those so many other things… It only fills my mind with pleasure. The last three years have been very eventful:they have been full of learning and growth, and under the very able and encouraging guidance of my manager. I have got the opportunity to know about and/or interact with many wonderful personalities, and learn from them, here at Oracle. The environment, the people, and the fellow developers have been so friendly, and always ever ready to help, when we were in doubt.. I really love the big office space, and the flexible timings, and the caring people around. I look forward to a beautiful, learning and motivating journey with Oracle.

First demo highlighted significance of mobile applications for unlocking existing investment in Applications such as EBS. Once approvals are completed Siebel is updated to complete the process. 3. Final demo showcased FMW components inside Fusion Applications, specifically WebCenter. Boeing, Underwriter Laboratories and Electronic Arts joined this quest and discussed 3 different approaches of leveraging Fusion Middleware stack to maximize their investment in Oracle Applications and/or Fusion Applications technology. Let’s briefly review what these customers shared during the session: 1. Extend Fusion Applications We know that Oracle Fusion Middleware is the underlying technology infrastructure for Oracle Fusion Applications. Architecturally, Oracle Fusion Apps leverages several components of Oracle Fusion Middleware from Oracle WebCenter for rich collaborative interface, Oracle SOA Suite & Oracle BPM Suite for orchestrating key underlying processes to Oracle BIEE for dash boarding and analytics. Boeing talked about how they are using Oracle BPM Suite 11g, a key component of Oracle Fusion Middleware with Oracle Fusion Apps to transform their supply chain. Tim Murnin, Director of Supply Chain talked about Boeing’s 5 year supply chain transformation journey. Boeing’s Integrated and Information Management division began with automation of critical RFQ process using Oracle BPM Suite. This 1st phase resulted in 38% reduction in labor costs for RFP. As a next step in this effort, Boeing is now creating a platform to enable electronic Order Management. Fusion Apps are playing a significant role in this phase. Boeing has gone live with Oracle Fusion Product Hub and efforts are underway with Oracle Fusion Distributed Order Orchestration (DOO). So, where does Oracle BPM Suite 11g fit in this equation? Let me explain. Business processes within Fusion Apps are designed using 2 standards: Business Process Execution Language (BPEL) and Business Process Modeling Notation (BPMN). These processes can be easily configured using declarative set of tools. Boeing leverages Oracle BPM Suite 11g (which supports BPMN 2.0) and Oracle SOA Suite (which supports BPEL) to “extend” these applications. Traditionally, customizations are done within an app using native technologies. But, instead of making process changes within Fusion Apps, Boeing has taken an approach of building “extensions” layer on top of the application. Maximize Oracle Applications investment Fusion Middleware appeals not only to Fusion Apps customers, but is also leveraged by Oracle E-Business Suite, PeopleSoft, Siebel and JD Edwards customers significantly. Using Oracle BPM Suite and Oracle SOA Suite is the recommended extension strategy for Oracle Fusion Apps and Oracle Applications Unlimited customers. Electronic Arts, E-Business Suite customer, spoke about their strategy to transform their order-to-cash process using Oracle SOA Suite, Oracle Foundation Packs and Oracle BAM. Udesh Naicker, Sr Director of IT at Elecronic Arts (EA), discussed how growth of social and digital gaming had started to put tremendous pressure on EA’s existing IT infrastructure. He discussed the challenge with millions of micro-transactions coming from several sources – Microsoft Xbox, Paypal, several service providers. EA found Order-2-Cash processes stretched to their limits. They lacked visibility into these transactions across the entire value chain. EA began by consolidating their E-Business Suite R11 instances into single E-Business Suite R12. EA needed to cater to a variety of service requirements, connectivity methods, file formats, and information latency. Their integration strategy was tactical, i.e., using file uploads, TIBCO, SQL scripts. After consolidating E-Business suite, EA standardized their integration approach with Oracle SOA Suite and Oracle AIA Foundation Pack. Oracle SOA Suite is the platform used to extend E-Business Suite R12 and standardize 60+ interfaces across several heterogeneous systems including PeopleSoft, Demantra, SF.com, Workday, and Managed EDI services spanning on-premise, hosted and cloud applications. EA believes that Oracle SOA Suite 11g based extension strategy has helped significantly in the followings ways: - It helped them keep customizations out of E-Business Suite, thereby keeping EBS R12 vanilla and upgrade safe - Developers are now proficient in technology which is also leveraged by Fusion Apps. Consolidate apps and improve scalability Exalogic is an optimal platform for customers to consolidate their application deployments and enhance performance. Underwriter Laboratories talked about their strategy to run their mission critical applications including e-Business Suite on Exalogic. Christian Anschuetz, CIO of Underwriter Laboratories (UL) shared how UL is on a growth path - $1B to $2.5B in 5 years- and planning a significant business transformation from a not-for-profit to a for-profit business. To support this growth, UL is planning to simplify its IT environment and the deployment complexity associated with ERP applications and technology it runs on. Their current applications were deployed on variety of hardware platforms and lacked comprehensive disaster recovery architecture. UL embarked on a mission to deploy E-Business Suite on Exalogic. UL’s solution is unique because it is one of the first to deploy a large number of Oracle applications and related Fusion Middleware technologies (SOA, BI, Analytical Applications AIA Foundation Pack and AIA EBS to Siebel UCM prebuilt integration) on the combined Exalogic and Exadata environment. Engage Everyone – Provide intuitive and social experience for application users using Oracle WebCenter 2. Extend Enterprise – Extend Oracle Applications to mobile devices using Oracle ADF Mobile 3. Orchestrate Processes – Automate key organization processes across on-premise & cloud applications using Oracle BPM Suite & Oracle SOA Suite 4. Secure the core – Provide single sign-on and self-service provisioning across multiple apps using Oracle Identity Management 5. Optimize Performance – Leverage Exalogic stack to consolidate multiple instance and improve performance of Oracle Applications Session included 3 demonstrations to illustrate these strategies. 1. First demo highlighted significance of mobile applications for unlocking existing investment in Applications such as EBS. Using a native iPhone application interacting with e-Business Suite, demo showed how expense approval can be mobile enabled with enhanced visibility using BI dashboards. 2. Second demo showed how you can extend a banking process in Siebel and Oracle Policy Automation with Oracle BPM Suite.Process starts in Siebel with a customer requesting a loan, and then jumps to OPA for loan recommendations and decision making and loan processing with approvals in handled in BPM Suite. Once approvals are completed Siebel is updated to complete the process. 3. Final demo showcased FMW components inside Fusion Applications, specifically WebCenter. Boeing, Underwriter Laboratories and Electronic Arts joined this quest and discussed 3 different approaches of leveraging Fusion Middleware stack to maximize their investment in Oracle Applications and/or Fusion Applications technology.     Last week was the eighteenth JavaOne conference and I thought it would be a good idea to write up my thoughts about how things went. Firstly thanks to Yoshio Terada for the photos, I didn't bother bringing a camera with me so it's good to have some pictures to add to the words. Things kicked off full-throttle on Sunday.  We had the Java Champions and JUG leaders breakfast, which was a great way to meet up with a lot of familiar faces and start talking all things Java.  At midday the show really started with the Strategy and Technical Keynotes.  This was always going to be tougher job than some years because there was no big shiny ball to reveal to the audience.  With the Java EE 7 spec being finalised a few months ago and Java SE 8, Java ME 8 and JDK8 not due until the start of next year there was not going to be any big announcement.  I thought both keynotes worked really well each focusing on the things most important to Java developers: Strategy One of the things that is becoming more and more prominent in many companies marketing is the Internet of Things (IoT).  We've moved from the conventional desktop/laptop environment to much more mobile connected computing with smart phones and tablets.  The next wave of the internet is not just billions of people connected, but 10s or 100s of billions of devices connected to the network, all generating data and providing much more precise control of almost any process you can imagine.  This ties into the ideas of Big Data and Cloud Computing, but implementation is certainly not without its challenges.  As Peter Utzschneider explained it's about three Vs: Volume, Velocity and Value.  All these devices will create huge volumes of data at very high speed; to avoid being overloaded these devices will need some sort of processing capabilities that can filter the useful data from the redundant.  The raw data then needs to be turned into useful information that has value.  To make this happen will require applications on devices, at gateways and on the back-end servers, all very tightly integrated.  This is where Java plays a pivotal role, write once, run everywhere becomes essential, having nine million developers fluent in the language makes it the defacto lingua franca of IoT.  There will be lots more information on how this will become a reality, so watch this space. Technical How do we make the IoT a reality, technically?  Using the game of chess Mark Reinhold, with the help of people like John Ceccarelli, Jasper Potts and Richard Bair, showed what you could do.  Using Java EE on the back end, Java SE and JavaFX on the desktop and Java ME Embedded and JavaFX on devices they showed a complete end-to-end demo. This was really impressive, using 3D features from JavaFX 8 (that's included with JDK8) to make a 3D animated Duke chess board.  Jasper also unveiled the "DukePad" a home made tablet using a Raspberry Pi, touch screen and accelerometer. Although the Raspberry Pi doesn't have earth shattering CPU performance (about the same level as a mid 1990s Pentium), it does have really quite good GPU performance so the GUI works really well.  The plans are all open sourced and available here.  One small, but very significant announcement was that Java SE will now be included with the NOOB and Raspbian Linux distros provided by the Raspberry Pi foundation (these can be found here).  No more hassle having to download and install the JDK after you've flashed your SD card OS image.  The finale was the Raspberry Pi powered chess playing robot.  Really very, very cool.  I talked to Jasper about this and he told me each of the chess pieces had been 3D printed and then he had to use acetone to give them a glossy finish (not sure what his wife thought of him spending hours in the kitchen in a gas mask!)  The way the robot arm worked was very impressive as it did not have any positioning data (like a potentiometer connected to each motor), but relied purely on carefully calibrated timings to get the arm to the right place.  Having done things like this myself in the past I know how easy it is to find a small error gets magnified into very big mistakes.   • Exitus Acta Probat: The Post-Processing Module

    Sometimes, one has to make certain ethical compromises to ensure the success of a corporate IT project. Exitus Acta Probat (literally 'the result validates the deeds' meaning that the ends justify the means)It was a while back, whilst working as a Technical Architect for a well-known international company, that I was given the task of designing the architecture of a rather specialized accounting system. We'd tried an off-the-shelf (OTS) Windows-based solution which crashed with dispiriting regularity, and didn't quite do what the business required. After a great deal of research and planning, we commissioned a Unux-based system that used X-terminals for the desktops of  the participating staff. X terminals are now obsolete, but were then hot stuff; stripped-down Unix workstations that provided client GUIs for networked applications long before the days of AJAX, Flash, Air and DHTML. I've never known a project go so smoothly: I'd been initially rather nervous about going the Unix route, believing then that  Unix programmers were excitable creatures who were prone to  indulge in role-play enactments of elves and wizards at the weekend, but the programmers I met from the company that did the work seemed to be rather donnish, earnest, people who quickly grasped our requirements and were faultlessly professional in their work.After thinking lofty thoughts for a while, there was considerable pummeling of keyboards by our suppliers, and a beautiful robust application was delivered to us ahead of dates.Soon, the department who had commissioned the work received shiny new X Terminals to replace their rather depressing lavatory-beige PCs. I modestly hung around as the application was commissioned and deployed to the department in order to receive the plaudits. They didn't come. Something was very wrong with the project. I couldn't put my finger on the problem, and the users weren't doing any more than desperately and futilely searching the application to find a fault with it.Many times in my life, I've come up against a predicament like this: The roll-out of an application goes wrong and you are hearing nothing that helps you to discern the cause but nit-*** noise. There is a limit to the emotional heat you can pack into a complaint about text being in the wrong font, or an input form being slightly cramped, but they tried their best. The answer is, of course, one that every IT executive should have tattooed prominently where they can read it in emergencies: In Vino Veritas (literally, 'in wine the truth', alcohol loosens the tongue. A roman proverb) It was time to slap the wallet and get the department down the pub with the tab in my name. It was an eye-watering investment, but hedged with an over-confident IT director who relished my discomfort. To cut a long story short, The real reason gushed out with the third round. We had deprived them of their PCs, which had been good for very little from the pure business perspective, but had provided them with many hours of happiness playing computer-based minesweeper and solitaire. There is no more agreeable way of passing away the interminable hours of wage-slavery than minesweeper or solitaire, and the employees had applauded the munificence of their employer who had provided them with the means to play it. I had, unthinkingly, deprived them of it.I held an emergency meeting with our suppliers the following day. I came over big with the notion that it was in their interests to provide a solution. They played it cool, probably knowing that it was my head on the block, not theirs. In the end, they came up with a compromise. they would temporarily descend from their lofty, cerebral stamping grounds  in order to write a server-based Minesweeper and Solitaire game for X Terminals, and install it in a concealed place within the system. We'd have to pay for it, though. I groaned. How could we do that? "Could we call it a 'post-processing module?" suggested their account executive.And so it came to pass. The application was a resounding success. Every now and then, the staff were able to indulge in some 'post-processing', with what turned out to be a very fine implementation of both minesweeper and solitaire. There were several refinements: A single click in a 'boss' button turned the games into what looked just like a financial spreadsheet.  They even threw in a multi-user version of Battleships. The extra payment for the post-processing module went through the change-control process without anyone untoward noticing, and peace once more descended. Only one thing niggles. Those games were good. Do they still survive, somewhere in a Linux library? If so, I'd like to claim a small part in their production.

  • Master Data Management and Cloud Computing

    Cloud Computing is all the rage these days. There are many reasons why this is so. But like its predecessor, Service Oriented Architecture, it can fall on hard times if the underlying data is left unmanaged. Master Data Management is the perfect Cloud companion. It can materially increase the chances for successful Cloud initiatives. In this blog, I'll review the nature of the Cloud and show how MDM fits in.   Here's the National Institute of Standards and Technology Cloud definition: •          Cloud computing is a model for enabling convenient, on-demand network access to a shared pool of configurable computing resources that can be rapidly provisioned and released with minimal management effort or service provider interaction.   Cloud architectures have three main layers: applications or Software as a Service (SaaS), Platforms as a Service (PaaS), and Infrastructure as a Service (IaaS). SaaS generally refers to applications that are delivered to end-users over the Internet. Oracle CRM On Demand is an example of a SaaS application. Today there are hundreds of SaaS providers covering a wide variety of applications including Salesforce.com, Workday, and Netsuite. Oracle MDM applications are located in this layer of Oracle's On Demand enterprise Cloud platform. We call it Master Data as a Service (MDaaS). PaaS generally refers to an application deployment platform delivered as a service. They are often built on a grid computing architecture and include database and middleware. Oracle Fusion Middleware is in this category and includes the SOA and Data Integration products used to connect SaaS applications including MDM. Finally, IaaS generally refers to computing hardware (servers, storage and network) delivered as a service.  This typically includes the associated software as well: operating systems, virtualization, clustering, etc.    Cloud Computing benefits are compelling for a large number of organizations. These include significant cost savings, increased flexibility, and fast deployments. Cost advantages include paying for just what you use. This is especially critical for organizations with variable or seasonal usage. Companies don't have to invest to support peak computing periods. Costs are also more predictable and controllable. Increased agility includes access to the latest technology and experts without making significant up front investments.   While Cloud Computing is certainly very alluring with a clear value proposition, it is not without its challenges. An IDC survey of 244 IT executives/CIOs and their line-of-business (LOB) colleagues identified a number of issues:   Security - 74% identified security as an issue involving data privacy and resource access control. Integration - 61% found that it is hard to integrate Cloud Apps with in-house applications. Operational Costs - 50% are worried that On Demand will actually cost more given the impact of poor data quality on the rest of the enterprise. Compliance - 49% felt that compliance with required regulatory, legal and general industry requirements (such as PCI, HIPAA and Sarbanes-Oxley) would be a major issue. When control is lost, the ability of a provider to directly manage how and where data is deployed, used and destroyed is negatively impacted.  There are others, but I singled out these four top issues because Master Data Management, properly incorporated into a Cloud Computing infrastructure, can significantly ameliorate all of these problems. Cloud Computing can literally rain raw data across the enterprise.   According to fellow blogger, Mike Ferguson, "the fracturing of data caused by the adoption of cloud computing raises the importance of MDM in keeping disparate data synchronized."   David Linthicum, CTO Blue Mountain Labs blogs that "the lack of MDM will become more of an issue as cloud computing rises. We're moving from complex federated on-premise systems, to complex federated on-premise and cloud-delivered systems."    Left unmanaged, non-standard, inconsistent, ungoverned data with questionable quality can pollute analytical systems, increase operational costs, and reduce the ROI in Cloud and On-Premise applications. As cloud computing becomes more relevant, and more data, applications, services, and processes are moved out to cloud computing platforms, the need for MDM becomes ever more important. Oracle's MDM suite is designed to deal with all four of the above Cloud issues listed in the IDC survey.   Security - MDM manages all master data attribute privacy and resource access control issues. Integration - MDM pre-integrates Cloud Apps with each other and with On Premise applications at the data level. Operational Costs - MDM significantly reduces operational costs by increasing data quality, thereby improving enterprise business processes efficiency. Compliance - MDM, with its built in Data Governance capabilities, insures that the data is governed according to organizational standards. This facilitates rapid and accurate reporting for compliance purposes. Oracle MDM creates governed high quality master data. A unified cleansed and standardized data view is produced. The Oracle Customer Hub creates a single view of the customer. The Oracle Product Hub creates high quality product data designed to support all go-to-market processes. Oracle Supplier Hub dramatically reduces the chances of 'supplier exceptions'. Oracle Site Hub masters locations. And Oracle Hyperion Data Relationship Management masters financial reference data and manages enterprise hierarchies across operational areas from ERP to EPM and CRM to SCM. Oracle Fusion Middleware connects Cloud and On Premise applications to MDM Hubs and brings high quality master data to your enterprise business processes.   An independent analyst once said "Poor data quality is like dirt on the windshield. You may be able to drive for a long time with slowly degrading vision, but at some point, you either have to stop and clear the windshield or risk everything."  Cloud Computing has the potential to significantly degrade data quality across the enterprise over time. Deploying a Master Data Management solution prior to or in conjunction with a move to the Cloud can insure that the data flowing into the enterprise from the Cloud is clean and governed. This will in turn insure that expected returns on the investment in Cloud Computing will be realized.       Oracle MDM has proven its metal in this area and has the customers to back that up. In fact, I will be hosting a webcast on Tuesday, April 10th at 10 am PT with one of our top Cloud customers, the Church Pension Group. They have moved all mainline applications to a hosted model and use Oracle MDM to insure the master data is managed and cleansed before it is propagated to other cloud and internal systems.   • European Interoperability Framework - a new beginning?

    The most controversial document in the history of the European Commission's IT policy is out. EIF is here, wrapped in the Communication "Towards interoperability for European public services", and including the new feature European Interoperability Strategy (EIS), arguably a higher strategic take on the same topic. Leaving EIS aside for a moment, the EIF controversy has been around IPR, defining open standards and about the proper terminology around standardization deliverables. Today, as the document finally emerges, what is the verdict? First of all, to be fair to those among you who do not spend your lives in the intricate labyrinths of Commission IT policy documents on interoperability, let's define what we are talking about. According to the Communication: "An interoperability framework is an agreed approach to interoperability for organisations that want to collaborate to provide joint delivery of public services. Within its scope of applicability, it specifies common elements such as vocabulary, concepts, principles, policies, guidelines, recommendations, standards, specifications and practices." The Good - EIF reconfirms that "The Digital Agenda can only take off if interoperability based on standards and open platforms is ensured" and also confirms that "The positive effect of open specifications is also demonstrated by the Internet ecosystem." - EIF takes a productive and pragmatic stance on openness: "In the context of the EIF, openness is the willingness of persons, organisations or other members of a community of interest to share knowledge and stimulate debate within that community, the ultimate goal being to advance knowledge and the use of this knowledge to solve problems" (p.11). "If the openness principle is applied in full: - All stakeholders have the same possibility of contributing to the development of the specification and public review is part of the decision-making process; - The specification is available for everybody to study; - Intellectual property rights related to the specification are licensed on FRAND terms or on a royalty-free basis in a way that allows implementation in both proprietary and open source software" (p. 26). - EIF is a formal Commission document. The former EIF 1.0 was a semi-formal deliverable from the PEGSCO, a working group of Member State representatives. - EIF tackles interoperability head-on and takes a clear stance: "Recommendation 22. When establishing European public services, public administrations should prefer open specifications, taking due account of the coverage of functional needs, maturity and market support." - The Commission will continue to support the National Interoperability Framework Observatory (NIFO), reconfirming the importance of coordinating such approaches across borders. - The Commission will align its internal interoperability strategy with the EIS through the eCommission initiative. - One cannot stress the importance of using open standards enough, whether in the context of open source or non-open source software. The EIF seems to have picked up on this fact: What does the EIF says about the relation between open specifications and open source software? The EIF introduces, as one of the characteristics of an open specification, the requirement that IPRs related to the specification have to be licensed on FRAND terms or on a royalty-free basis in a way that allows implementation in both proprietary and open source software. In this way, companies working under various business models can compete on an equal footing when providing solutions to public administrations while administrations that implement the standard in their own software (software that they own) can share such software with others under an open source licence if they so decide. - EIF is now among the center pieces of the Digital Agenda (even though this demands extensive inter-agency coordination in the Commission): "The EIS and the EIF will be maintained under the ISA Programme and kept in line with the results of other relevant Digital Agenda actions on interoperability and standards such as the ones on the reform of rules on implementation of ICT standards in Europe to allow use of certain ICT fora and consortia standards, on issuing guidelines on essential intellectual property rights and licensing conditions in standard-setting, including for ex-ante disclosure, and on providing guidance on the link between ICT standardisation and public procurement to help public authorities to use standards to promote efficiency and reduce lock-in.(Communication, p.7)" All in all, quite a few good things have happened to the document in the two years it has been on the shelf or was being re-written, depending on your perspective, in any case, awaiting the storms to calm. The Bad - While a certain pragmatism is required, and governments cannot migrate to full openness overnight, EIF gives a bit too much room for governments not to apply the openness principle in full. Plenty of reasons are given, which should maybe have been put as challenges to be overcome: "However, public administrations may decide to use less open specifications, if open specifications do not exist or do not meet functional interoperability needs. In all cases, specifications should be mature and sufficiently supported by the market, except if used in the context of creating innovative solutions". - EIF does not use the internationally established terminology: open standards. Rather, the EIF introduces the notion of "formalised specification". How do "formalised specifications" relate to "standards"? According to the FAQ provided: The word "standard" has a specific meaning in Europe as defined by Directive 98/34/EC. Only technical specifications approved by a recognised standardisation body can be called a standard. Many ICT systems rely on the use of specifications developed by other organisations such as a forum or consortium. The EIF introduces the notion of "formalised specification", which is either a standard pursuant to Directive 98/34/EC or a specification established by ICT fora and consortia. The term "open specification" used in the EIF, on the one hand, avoids terminological confusion with the Directive and, on the other, states the main features that comply with the basic principle of openness laid down in the EIF for European Public Services. Well, this may be somewhat true, but in reality, Europe is 30 year behind in terminology. Unless the European Standardization Reform gets completed in the next few months, most Member States will likely conclude that they will go on referencing and using standards beyond those created by the three European endorsed monopolists of standardization, CEN, CENELEC and ETSI. Who can afford to begin following the strict Brussels rules for what they can call open standards when, in reality, standards stemming from global standardization organizations, so-called fora/consortia, dominate in the IT industry. What exactly is EIF saying? Does it encourage Member States to go on using non-ESO standards as long as they call it something else? I guess I am all for it, although it is a bit cumbersome, no? Why was there so much interest around the EIF? The FAQ attempts to explain: Some Member States have begun to adopt policies to achieve interoperability for their public services. These actions have had a significant impact on the ecosystem built around the provision of such services, e.g. providers of ICT goods and services, standardisation bodies, industry fora and consortia, etc... The Commission identified a clear need for action at European level to ensure that actions by individual Member States would not create new electronic barriers that would hinder the development of interoperable European public services. As a result, all stakeholders involved in the delivery of electronic public services in Europe have expressed their opinions on how to increase interoperability for public services provided by the different public administrations in Europe. Well, it does not take two years to read 50 consultation documents, and the EU Standardization Reform is not yet completed, so, more pragmatically, you finally had to release the document. Ok, let's leave some of that aside because the document is out and some people are happy (and others definitely not). The Verdict Considering the controversy, the delays, the lobbying, and the interests at stake both in the EU, in Member States and among vendors large and small, this document is pretty impressive. As with a good wine that has not yet come to full maturity, let's say that it seems to be coming in in the 85-88/100 range, but only a more fine-grained analysis, enjoyment in good company, and ultimately, implementation, will tell. The European Commission has today adopted a significant interoperability initiative to encourage public administrations across the EU to maximise the social and economic potential of information and communication technologies. Today, we should rally around this achievement. Tomorrow, let's sit down and figure out what it means for the future.

  • The Krewe App Post-Mortem

It is a completely different animal to see how it responds in the environment TechEd creates. At a future time, I will list all the things that I would like to change with the app. At this point, I will find some good way to get community feedback. I want to break all this down screen by screen. We'll start with the screen I got right. The first of these is the events calendar. This is the one screen that, to you guys, just worked. However, there was an issue here. When I wrote v1 for last year, I was lazy and placed everything in CST. This caused problems with the achievements, which I will explain later. Furthermore, the event locations were not check-in locations. This created another problem with the achievements. Next, we get to the Twitter page. For what this page does, it works great. For those that don't know, I have an Azure Worker Role that polls Twitter pretty close to the rate limit. I cache these results in my database, and serve them upon request. This gives me great control over the content. I just have to remember to flush past tweets after a period, to save database growth. The next screen is the check-in screen. This screen has been the bane of my existence since I first created the thing. Last year, I used a background task to check people out of locations after they traveled. This year, I removed the background task in favor of a foursquare model. You are checked out after 3 hours or when you check-in to some other location. This seemed to work well, until those pesky achievements came into the mix. Again, more on this later. Next, I want to address the Connect and Connections screens together. I wanted to use some of the capabilities of the phone, and NFC seemed a natural choice. From this, I came up with the gamification aspects of the app. Since we are, fundamentally, a networking organization, I wanted to encourage people to actually network. Users could make and share a profile, similar to a virtual business card. I just had to figure out how to get people to use the feature. Why not just give someone a business card? Thus, the achievements were born. This was such a good idea. It would have been a great idea, if I have come up with it about two months earlier... When I came up with these ideas, I had about 2 weeks to implement them. Version 1 of the app was, basically, a pure consumption app. We provided data and centralized it. With version 2, the app became a much more interactive experience. The API was not ready for this change in such a short period of time. Most of this became apparent when I started implementing the achievements. The achievements based on count and specific person when fairly easy. The problem came with tying them to locations and events. This took some true SQL kung fu. This also showed me the rookie mistake of putting CST, not UTC, in the database. Once I got all of that cleaned up, I had to find a way to get the achievement system to talk to the phone. I knew I needed to be able to dynamically add achievements. I wouldn't know the precise location of some things until I got to Houston. I wanted the server to approve the achievements. This, unfortunately, required a decent data connection. Some achievements required GPS levels of location accuracy in areas of network triangulation. All of this became a huge nightmare. My flagship feature was based on some silly assumptions. Still, I managed to get 31 people to get the first achievement (Make 1 Connection.) Quite a few of those managed to get to the higher levels. Soon, I will post a list of the feature and changes that need to happen to the API. This includes things like proper objects for communication, geo-fencing, and caching. However, that is for another day.

  • Windows Azure Myths

    Windows Azure is part of the Microsoft "stack" - the suite of software and services we offer. Because we have so many products in almost every part of technology, it's hard to know everything about all parts of what we do - even for those of us who work here. So it's no surprise that some folks are not as familiar with Windows and SQL Azure as they are, say Windows Server or XBox. As I chat with folks about a solution for a business or organization need, I put Windows Azure into the mix. I always start off with "What do you already know about Windows Azure?" so that I don't bore folks with information they already have. I some cases they've checked out the product ahead of time and have specific questions, in others they aren't as familiar, and in still others there is a fair amount of mis-information. Sometimes that's because of a marketing failure, sometimes it's hearsay, and somtetimes it's active misinformation. I thought I might lay out a few of these misconceptions. As always - do your fact-checking! Never take anyone's word alone (including mine) as gospel. Make sure you educate yourself on your options. Your company or your clients depend on you to have the right information on IT, so make sure you live up to that. Myth 1: Nobody uses Windows Azure It's true that we don't give out numbers on the amount of clients on Windows and SQL Azure. But lots of folks are here - companies you may have heard of like Boeing, NASA, Fujitsu, The City of London, Nuedesic, and many others. I deal with firms small and large that use Windows Azure for mission-critical applications, sometimes totally on Windows and/or SQL Azure, sometimes in conjunction with an on-premises system, sometimes for only a specific component in Windows Azure like storage. The interesting thing is that many sites you visit have a Windows Azure component, or are running on Windows Azure. They just don't announce it. Just like the other cloud providers, the companies have asked to be completely branded themselves - they don't want you to be aware or care that they are on Windows Azure. Sometimes that's for security, other times it's for different reasons. It's just like the web sites you visit. For the most part, they don't advertise which OS or Web Server they use. It really just shouldn't matter. The point is that they just use what works to solve a given problem. We work just fine with many open source products, including Java, NodeJS, PHP, Ruby, Python, Hadoop, and many other languages and applications. You can quickly deploy a Wordpress, Umbraco and other "kits". We have software development kits (SDK's) for iPhones, iPads, Android, Windows phones and more. We have an SDK to work with FaceBook and other social networks. In short, we play well with others. That would be disasterous, unless the only things you run in your company uses works perfectly in Azure. Use Windows Azure  - or any cloud for that matter - where it works. Whenever I talk to companies, I focus on two things: Something that is broken and needs to be re-architected Something you want to do that is new If something is broken, and you need new tools to scale, extend, add capacity dynamically and so on, then you can consider using Windows or SQL Azure. It can help solve problems that you have, or it may include a component you don't want to write or architect yourself. Sometimes you want to do something new, like extend your company's offerings to mobile phones, to the web, or to a social network. Nope. Windows and SQL Azure are made up of various components. Some of those components allow you to write and deploy code (like Compute) and others don't. We have lots of customers using Windows Azure storage as a backup, to securely share files instead of using DropBox, to distribute videos or code or firmware, and more. Others use our High Performance Computing (HPC) offering to rent a supercomputer when they need one. You can even throw workloads at that using Excel! In addition there are lots of other components in Windows Azure you can use, from the Windows Azure Media Services to others. Sure, you're not going to take the code line-for-line and run it on a mainframe, but it's standard code that you write, and can port to something else. And the data is yours - you can bring it back whever you want. It's either in text or binary form, that you have complete control over. There are no licenses - you can "pay as you go", and when you're done, you can leave the service and take all your code, data and IP with you.   So go out there, read up, try it. Use it where it works. And don't believe everything you hear - sometimes the Internet doesn't get it all correct. :)

  • Create a Social Community of Trust Along With Your Federal Digital Services Governance

    The Digital Services Governance Recommendations were recently released, supporting the US Federal Government's Digital Government Strategy Milestone Action #4.2 to establish agency-wide governance structures for developing and delivering digital services. Figure 1 - From: "Digital Services Governance Recommendations" While extremely important from a policy and procedure perspective within an Agency's information management and communications enterprise, these recommendations only very lightly reference perhaps the most important success enabler - the "Trusted Community" required for ultimate usefulness of the services delivered. By "ultimate usefulness", I mean the collection of public, transparent properties around government information and digital services that include social trust and validation, social reach, expert respect, and comparative, standard measures of relative value. In other words, do the digital services meet expectations of the public, social media ecosystem (people AND machines)? A rigid governance framework, controlling by rules, policies and roles the creation and dissemination of digital services may meet the expectations of direct end-users and most stakeholders - including the agency information stewards and security officers. All others who may share comments about the services, write about them, swap or review extracts, repackage, visualize or otherwise repurpose the output for use in entirely unanticipated, social ways - these "stakeholders" will not be governed, but may observe guidance generated by a "Trusted Community". As recognized members of the trusted community, these stakeholders may ultimately define the right scope and detail of governance that all other users might observe, promoting and refining the usefulness of the government product as the social ecosystem expects. So, as part of an agency-centric governance framework, it's advised that a flexible governance model be created for stewarding a "Community of Trust" around the digital services. The first steps follow the approach outlined in the Recommendations: Step 1: Gather a Core Team In addition to the roles and responsibilities described, perhaps a set of characteristics and responsibilities can be developed for the "Trusted Community Steward/Advocate" - i.e. a person or team who (a) are entirely cognizant of and respected within the external social media communities, and (b) are trusted both within the agency and outside as practical, responsible, non-partisan communicators of useful information. The may seem like a standard Agency PR/Outreach team role - but often an agency or stakeholder subject matter expert with a public, active social persona works even better. Step 2: Assess What You Have In addition to existing, agency or stakeholder decision-making bodies and assets, it's important to take a PR/Marketing view of the social ecosystem. How visible are the services across the social channels utilized by current or desired constituents of your agency? What's the online reputation of your agency and perhaps the service(s)? Is Search Engine Optimization (SEO) a facet of external communications/publishing lifecycles? Who are the public champions, instigators, value-adders for the digital services, or perhaps just influential "communicators" (i.e. with no stake in the game)? You're essentially assessing your market and social presence, and identifying the actors (including your own agency employees) in the existing community of trust. Step 3: Determine What You Want The evolving Community of Trust will most readily absorb, support and provide feedback regarding "Core Principles" (Element B of the "six essential elements of a digital services governance structure") shared by your Agency, and obviously play a large, though probably very unstructured part in Element D "Stakeholder Input and Participation". Plan for this, and seek input from the social media community with respect to performance metrics - these should be geared around the outcome and growth of the trusted communities actions. How big and active is this community? What's the influential reach of this community with respect to particular messaging or campaigns generated by the Agency? What's the referral rate TO your digital services, FROM channels owned or operated by members of this community? (this requires governance with respect to content generation inclusive of "markers" or "tags"). At this point, while your Agency proceeds with steps 4 ("Build/Validate the Governance Structure") and 5 ("Share, Review, Upgrade"), the Community of Trust might as well just get going, and start adding value and usefulness to the existing conversations, existing data services - loosely though directionally-stewarded by your trusted advocate(s). Why is this an "Enterprise Architecture" topic? Because it's increasingly apparent that a Public Service "Enterprise" is not wholly contained within Agency facilities, firewalls and job titles - it's also manifested in actual, perceived or representative forms outside the walls, on the social Internet. An Agency's EA model and resulting investments both facilitate and are impacted by the "Social Enterprise".   • Windows Azure Myths

    Windows Azure is part of the Microsoft "stack" - the suite of software and services we offer. Because we have so many products in almost every part of technology, it's hard to know everything about all parts of what we do - even for those of us who work here. So it's no surprise that some folks are not as familiar with Windows and SQL Azure as they are, say Windows Server or XBox. As I chat with folks about a solution for a business or organization need, I put Windows Azure into the mix. I always start off with "What do you already know about Windows Azure?" so that I don't bore folks with information they already have. I some cases they've checked out the product ahead of time and have specific questions, in others they aren't as familiar, and in still others there is a fair amount of mis-information. Sometimes that's because of a marketing failure, sometimes it's hearsay, and somtetimes it's active misinformation. I thought I might lay out a few of these misconceptions. As always - do your fact-checking! Never take anyone's word alone (including mine) as gospel. Make sure you educate yourself on your options. Your company or your clients depend on you to have the right information on IT, so make sure you live up to that. Myth 1: Nobody uses Windows Azure It's true that we don't give out numbers on the amount of clients on Windows and SQL Azure. But lots of folks are here - companies you may have heard of like Boeing, NASA, Fujitsu, The City of London, Nuedesic, and many others. I deal with firms small and large that use Windows Azure for mission-critical applications, sometimes totally on Windows and/or SQL Azure, sometimes in conjunction with an on-premises system, sometimes for only a specific component in Windows Azure like storage. The interesting thing is that many sites you visit have a Windows Azure component, or are running on Windows Azure. They just don't announce it. Just like the other cloud providers, the companies have asked to be completely branded themselves - they don't want you to be aware or care that they are on Windows Azure. Sometimes that's for security, other times it's for different reasons. It's just like the web sites you visit. For the most part, they don't advertise which OS or Web Server they use. It really just shouldn't matter. The point is that they just use what works to solve a given problem. We work just fine with many open source products, including Java, NodeJS, PHP, Ruby, Python, Hadoop, and many other languages and applications. You can quickly deploy a Wordpress, Umbraco and other "kits". We have software development kits (SDK's) for iPhones, iPads, Android, Windows phones and more. We have an SDK to work with FaceBook and other social networks. In short, we play well with others. That would be disasterous, unless the only things you run in your company uses works perfectly in Azure. Use Windows Azure  - or any cloud for that matter - where it works. Whenever I talk to companies, I focus on two things: Something that is broken and needs to be re-architected Something you want to do that is new If something is broken, and you need new tools to scale, extend, add capacity dynamically and so on, then you can consider using Windows or SQL Azure. It can help solve problems that you have, or it may include a component you don't want to write or architect yourself. Sometimes you want to do something new, like extend your company's offerings to mobile phones, to the web, or to a social network. Nope. Windows and SQL Azure are made up of various components. Some of those components allow you to write and deploy code (like Compute) and others don't. We have lots of customers using Windows Azure storage as a backup, to securely share files instead of using DropBox, to distribute videos or code or firmware, and more. Others use our High Performance Computing (HPC) offering to rent a supercomputer when they need one. You can even throw workloads at that using Excel! In addition there are lots of other components in Windows Azure you can use, from the Windows Azure Media Services to others. Sure, you're not going to take the code line-for-line and run it on a mainframe, but it's standard code that you write, and can port to something else. And the data is yours - you can bring it back whever you want. It's either in text or binary form, that you have complete control over. There are no licenses - you can "pay as you go", and when you're done, you can leave the service and take all your code, data and IP with you.   So go out there, read up, try it. Use it where it works. And don't believe everything you hear - sometimes the Internet doesn't get it all correct. :)

  • CEN/CENELEC Lacks Perspective

    Over the last few months, two of the European Standardization Organizations (ESOs), CEN and CENELEC have circulated an unfortunate position statement distorting the facts around fora and consortia. For the benefit of outsiders to this debate, let's just say that this debate regards whether and how the EU should recognize standards and specifications from certain fora and consortia based on a process evaluating the openness and transparency of such deliverables. The topic is complex, and somewhat confusing even to insiders, but nevertheless crucial to the European economy. As far as I can judge, their positions are not based on facts. This is unfortunate. For the benefit of clarity, here are some of the observations they make: a)"Most consortia are in essence driven by technology companies making hardware and software solutions, by definition very few of the largest ones are European-based". b) "Most consortia lack a European presence, relevant Committees, even those that are often cited as having stronger links with Europe, seem to lack an overall, inclusive set of participants". c) "Recognising specific consortia specifications will not resolve any concrete problems of interoperability for public authorities; interoperability depends on stringing together a range of specifications (from formal global bodies or consortia alike)". d) "Consortia already have the option to have their specifications adopted by the international formal standards bodies and many more exercise this than the two that seem to be campaigning for European recognition. Such specifications can then also be adopted as European standards." e) "Consortium specifications completely lack any process to take due and balanced account of requirements at national level - this is not important for technologies but can be a critical issue when discussing cross-border issues within the EU such as eGovernment, eHealth and so on". f) "The proposed recognition will not lead to standstill on national or European activities, nor to the adoption of the specifications as national standards in the CEN and CENELEC members (usually in their official national languages), nor to withdrawal of conflicting national standards. A big asset of the European standardization system is its coherence and lack of fragmentation." g) "We always miss concrete and specific examples of where consortia referencing are supposed to be helpful." First of all, note that ETSI, the third ESO, did not join the position. The reason is, of course, that ETSI beyond being an ESO, also has a global perspective and, moreover, does consider reality. Secondly, having produced arguments a) to g), CEN/CENELEC has the audacity to call a meeting on Friday 25 February entitled "ICT standardization - improving collaboration in Europe". This sounds very nice, but they have not set the stage for constructive debate. Rather, they demonstrate a striking lack of vision and lack of perspective. I will back this up by three facts, and leave it there. 1. Since the 1980s, global industry fora and consortia, such as IETF, W3C and OASIS have emerged as world-leading ICT standards development organizations with excellent procedures for openness and transparency in all phases of standards development, ex post and ex ante. - Practically no ICT system can be built without using fora and consortia standards (FCS). - Without using FCS, neither the Internet, upon which the EU economy depends, nor EU institutions would operate. - FCS are of high relevance for achieving and promoting interoperability and driving innovation. 2. FCS are complementary to the formally recognized standards organizations including the ESOs. - No work will be taken away from the ESOs should the EU recognize certain FCS. - Each FCS would be evaluated on its merit and on the openness of the process that produced it. ESOs would, with other stakeholders, have a say. - ESOs could potentially educate and assist European stakeholders to engage more actively and constructively with FCS. - ETSI, also an ESO, seems to clearly recognize these facts. 3. Europe and its Member States have a strong voice in several of the most relevant global industry fora and consortia. - W3C: W3C was founded in 1994 by an Englishman, Sir Tim Berners-Lee, in collaboration with CERN, the European research lab. In April 1995, INRIA (Institut National de Recherche en Informatique et Automatique) in France became the first European W3C host and in 2003, ERCIM (European Research Consortium in Informatics and Mathematics), also based in France, took over the role of European W3C host from INRIA. Today, W3C has 326 Members, 40% of which are European. Government participation is also strong, and it could be increased - a development that is very much desired by W3C. Current members of the W3C Advisory Board includes Ora Lassila (Nokia) and Charles McCathie Nevile (Opera). Nokia is Finnish company, Opera is a Norwegian company. SAP's Claus von Riegen is an alumni of the same Advisory Board. - OASIS: its membership - 30% of which is European - represents the marketplace, reflecting a balance of providers, user companies, government agencies, and non-profit organizations. In particular, about 15% of OASIS members are governments or universities. Frederick Hirsch from Nokia, Claus von Riegen from SAP AG and Charles-H. Schulz from Ars Aperta are on the Board of Directors. Nokia is a Finnish company, SAP is a German company and Ars Aperta is a French company. The Chairman of the Board is Peter Brown, who is an Independent Consultant, an Austrian citizen AND an official of the European Parliament currently on long-term leave. - IETF: The oversight of its activities is by the Internet Architecture Board (IAB), since 2007 chaired by Olaf Kolkman, a Dutch national who lives in Uithoorn, NL. Kolkman is director of NLnet Labs, a foundation chartered to develop open source software and open source standards for the Internet. Other IAB members include Marcelo Bagnulo whose affiliation is the University Carlos III of Madrid, Spain as well as Hannes Tschofenig from Nokia Siemens Networks. Nokia is a Finnish company. Siemens is a German company. Nokia Siemens is a European joint venture. - Member States: At least 17 European Member States have developed Interoperability Frameworks that include FCS, according to the EU-funded National Interoperability Framework Observatory (see list and NIFO web site on IDABC). This also means they actively procure solutions using FCS, reference FCS in their policies and even in laws. Member State reps are free to engage in FCS, and many do. It would be nice if the EU adjusted to this reality. - A huge number of European nationals work in the global IT industry, on European soil or elsewhere, whether in EU registered companies or not. CEN/CENELEC lacks perspective and has engaged in an effort to twist facts that is quite striking from a publicly funded organization. I wish them all possible success with Friday's meeting but I fear all of the most important stakeholders will not be at the table. Not because they do not wish to collaborate, but because they just have been insulted. If they do show up, it would be a gracious move, almost beyond comprehension. While I do not expect CEN/CENELEC to line up perfectly in favor of fora and consortia, I think it would be to their benefit to stick to more palatable observations. Actually, I would suggest an apology, straightening out the facts. This works among friends and it works in an organizational context. Then, we can all move on. Standardization is important. Too important to ignore. Too important to distort. The European economy depends on it. We need CEN/CENELEC. It is an important organization. But CEN/CENELEC needs fora and consortia, too.

  • EU Digital Agenda scores 85/100

    If the Digital Agenda was a bottle of wine and I were wine critic Robert Parker, I would say the Digital Agenda has "a great bouquet, many good elements, with astringent, dry and puckering mouth feel that will not please everyone, but still displaying some finesse. A somewhat controlled effort with no surprises and a few noticeable flaws in the delivery. Noticeably shorter aftertaste than advertised by the producers. Score: 85/100. Enjoy now". The EU Digital Agenda states that "standards are vital for interoperability" and has a whole chapter on interoperability and standards. With this strong emphasis, there is hope the EU's outdated standardization system finally is headed for reform. It has been 23 years since the legal framework of standardisation was completed by Council Decision 87/95/EEC8 in the Information and Communications Technology (ICT) sector. Standardization is market driven. For several decades the IT industry has been developing standards and specifications in global open standards development organisations (fora/consortia), many of which have transparency procedures and practices far superior to the European Standards Organizations. The Digital Agenda rightly states: "reflecting the rise and growing importance of ICT standards developed by certain global fora and consortia". Some fora/consortia, of course, are distorted, influenced by single vendors, have poor track record, and need constant vigilance, but they are the minority. Therefore, the recognition needs to be accompanied by eligibility criteria focused on openness. Will the EU reform its ICT standardization by the end of 2010? Possibly, and only if DG Enterprise takes on board that Information and Communications Technologies (ICTs) have driven half of the productivity growth in Europe over the past 15 years, a prominent fact in the EU's excellent Digital Competitiveness report 2010 published on Monday 17 May. It is ok to single out the ICT sector. It simply is the most important sector right now as it fuels growth in all other sectors. Let's not wait for the entire standardization package which may take another few years. Europe does not have time. The Digital Agenda is an umbrella strategy with deliveries from a host of actors across the Commission. For instance, the EU promises to issue "guidance on transparent ex-ante disclosure rules for essential intellectual property rights and licensing terms and conditions in the context of standard setting", by 2011 in the Horisontal Guidelines now out for public consultation by DG COMP and to some extent by DG ENTR's standardization policy reform. This is important. The EU will issue procurement guidance as interoperability frameworks are put into practice. This is a joint responsibility of several DGs, and is likely to suffer coordination problems, controversy and delays. We have seen plenty of the latter already and I have commented on the Commission's own interoperability elsewhere, with mixed luck. :( Yesterday, I watched the cartoonesque Korean western film The Good, the Bad and the Weird. In the movie (and I meant in the movie only), a bandit, a thief, and a bounty hunter, all excellent at whatever they do, fight for a treasure map. Whether that is a good analogy for the situation within the Commission, others are better judges of than I. However, as a movie fanatic, I still await the final shoot-out, and, as in the film, the only certainty is that "life is about chasing and being chased". The missed opportunity (in this case not following up the push from Member States to better define open standards based interoperability) is a casualty of the chaos ensued in the European Wild West (and I mean that in the most endearing sense, and my excuses beforehand to actors who possibly justifiably cannot bear being compared to fictional movie characters). Instead of exposing the ongoing fight, the EU opted for the legalistic use of the term "standards" throughout the document. This is a term that--to the EU-- excludes most standards used by the IT industry world wide. So, while it, for a moment, meant "weapon down", it will not lead to lasting peace. The Digital Agenda calls for the Member States to "Implement commitments on interoperability and standards in the Malmö and Granada Declarations by 2013". This is a far cry from the actual Ministerial Declarations which called upon the Commission to help them with this implementation by recognizing and further defining open standards based interoperability. Unless there is more forthcoming from the Commission, the market's judgement will be: you simply fall short. Generally, I think the EU focus now should be "from policy to practice" and the Digital Agenda does indeed stop short of tackling some highly practical issues. There is need for progress beyond the Digital Agenda. Here are some suggestions that would help Europe re-take global leadership on openness, public sector reform, and economic growth: A strong European software strategy centred around open standards based interoperability by 2011. An ambitious new eCommission strategy for 2011-15 focused on migration to open standards by 2015. Aligning the IT portfolio across the Commission into one Digital Agenda DG by 2012. Focusing all best practice exchange in eGovernment on one social networking site, epractice.eu (full disclosure: I had a role in getting that site up and running) Prioritizing public sector needs in global standardization over European standardization by 2014.
