Challenges and Opportunities to Drive Change in the Healthcare System Explored at America’s Health Insurance Plans Exchange Conference and Institute 2013

The program theme at the June America’s Health Insurance Plans (AHIP) Exchange Conference and AHIP’s Institute 2013 was Transforming Our Health Care System: Navigating and Succeeding in the New Marketplace. Topics included care delivery transformation, innovation for a new healthcare eco system, Health Insurance Exchanges, the nexus of consumerism, retail and healthcare, driving value through improved operations and leveraging technology, data and innovation to transform care. Oracle participated as a sponsor of both conferences, signaling the significant investment and activity Oracle continues to make in helping health plans, providers and government agencies become more efficient and more relevant in the healthcare market place. AHIP is a national trade association representing the health insurance industry. AHIP’s members provide health and supplemental benefits to more than 200 million Americans through employer-sponsored coverage, the individual insurance market and public programs such as Medicare and Medicaid. AHIP advocates for public policies that expand access to affordable health care. Health plans are focusing on the Health Insurance Exchanges and the opportunities they offer to provide better access and higher quality healthcare. With the opportunities come operational challenges to implementation and innovative technology solutions to consider. At the Exchange Conference, Oracle hosted a breakfast symposium on “Strategies for Success: Driving Business Transformation in the Growing Health Insurance Exchange Market”. With Health Insurance Exchanges as catalysts for change, attendees learned about how to achieve integration within an Exchange and deploy new business strategies to support health reform initiatives. Discussion covered steps and processes to successfully establish and implement enrollment systems, quote to card activities, program pricing, claims billing, automated claims processing and new customer service tools. Piyush Pushkar, COO of Benefitalign, an Oracle partner that provides solutions to adopt innovative business models for retail, HIX, consumer-centric health plan and benefits administration, spoke on the state of the Exchanges in the U.S. and the activities health plans are engaged in to support individuals entering the healthcare system, including sales automation, member enrollment automation/portals and integration strategies with the Exchanges. The Oracle and Benefitalign partnership allows seamless integration between a health plan enrollment solution with the HIX individual market and allows for the health plan to customize and characterize the offerings available to the HIX that may or may not be available through other channels. This approach can benefit the health plan through separation of interests, but also because some state-run HIXs require such separation. Janice W. Young, Program Director, Payer IT Strategies, IDC Health Insights, reviewed a survey of health plans on their investment priorities for this last year as well as this year. She also identified the 2013-2015 strategies of go/get to market with front end and compliance investments; leveraging existing business processes and internal technologies; and establishing best practices. Of key interest to the audience was a reform era payer solutions platform overview mapping technologies to support the business operations. David Bonham of the Oracle Health Insurance organization moderated the panel and spoke on Oracle’s presence in healthcare and products for payers to help them drive efficiencies and gain a competitive advantage in an ever changing market. Four New Java Champions

Four luminaries in the Java community have been selected as new Java Champions. The are Agnes Crepet, Lars Vogel, Yara Senger and Martijn Verburg. They were selected for their technical knowledge, leadership, inspiration, and tireless work for the community. Here is how they rock the Java world: Agnes Crepet Agnes Crepet (France) is a passionate technologist with over 11 years of software engineering experience, especially in the Java technologies, as a Developer, Architect, Consultant and Trainer. She has been using Java since 1999, implementing multiple kinds of applications (from 20 days to 10000 men days) for different business fields (banking, retail, and pharmacy). Currently she is a Java EE Architect for a French pharmaceutical company, the homeopathy world leader. She is also the co-founder, with other passionate Java developers, of a software company named Ninja Squad, dedicated to Software Craftsmanship. F# WPF Form – the basics

I was listening to Dot Net Rocks show #560 about F# and during the podcast Richard Campbell brought up a good point with regards to F# and a GUI. In essence what I understood his point to be was that until one could write an end to end application in F#, it would be a hard sell to developers to take it on. In part I agree with him, while I am beginning to really enjoy learning F#, I can’t but help feel that I would be a lot further into the language if I could do my Windows Forms like I do in C# or VB.NET for the simple reason that in “playing” applications I spend the majority of the time in the UI layer… So I have been keeping my eye out for some examples of creating a WPF form in a F# project and came across Tim’s F# Twitter Stream Sample, which had exactly this…. of course he actually had a bit more than a basic form… but it was enough for me to scrap the insides and glean what I needed. So today I am going to make just the very basic WPF form with all the goodness of a XAML window. Getting Started First thing we need to do is create a new solution with a blank F# application project – I have made mine called FSharpWPF. Once you have the project created you will need to change the project type from a Console Application to a Windows Application. You do this by right clicking on the project file and going to its properties… Once that is done you will need to add the appropriate references. You do this by right clicking on the References in the Solution Explorer and clicking “Add Reference'”. You should add the appropriate .Net references below for WPF & XAMl to work. Once these references are added you then need to add your XAML file to the project. You can do this by adding a new item to the project of type xml and simply changing the file extension from xml to xaml. Once the xaml file has been added to the project you will need to add valid window XAML. Example of a very basic xaml file is shown below… <Window xmlns="http://schemas.microsoft.com/winfx/2006/xaml/presentation" xmlns:x="http://schemas.microsoft.com/winfx/2006/xaml" Title="F# WPF WPF Form" Height="350" Width="525"> <Grid> </Grid> </Window> Once your xaml file is done… you need to set the build action of the xaml file from “None” to “Resource” as depicted in the picture below. If you do not set this you will get an IOException error when running the completed project with a message along the lines of “Cannot locate resource ‘window.xaml’ You then need to tie everything up by putting the correct F# code in the Program.fs to load the xaml window. In the Program.fs put the following code… module Program open System open System.Collections.ObjectModel open System.IO open System.Windows open System.Windows.Controls open System.Windows.Markup [<STAThread>] [<EntryPoint>] let main(_) = let w = Application.LoadComponent(new System.Uri("/FSharpWPF;component/Window.xaml", System.UriKind.Relative)) :?> Window (new Application()).Run(w) Once all this is done you should be able to build and run your project. What you have done is created a WPF based window inside a FSharp project. It should look something like below… Nothing to exciting, but sufficient to illustrate the very basic WPF form in F#. Hopefully in future posts I will build on this to expose button events etc.

Motorola Droid App Recommendations

Just as a disclaimer, the views and opinions expressed in this post are solely my own and I’m not getting paid or compensated for anything. Ok, so I’m one of the crazy few who went out and bought a Droid the week it was released a few months back. The Motorola Droid was a MAJOR upgrade in phone capabilities for me as my previous phone had no GPS, no web access, limited apps, etc. I now use my Droid for so much of my life from work to personal to community based events. Since I’ve been using my Droid for awhile, a number of friends (@toddklindt, @spmcdonough, @jfroushiii, and many more) who later got a Droid asked me which apps I recommended. While there are a few sites on the web listing out useful Android apps, here’s my quick list (with a few updates since first put together.) Note: * denotes a highly recommended app Android App Recommendations for Motorola Droid (Updated after 2.1 update) RemoteDroid – install a thin client on another computer and Droid becomes mouse pad / keyboard, control computer remotely PdaNet – free version allows tethering (only to HTTP, no HTTPS) without paying extra monthly charge. A paid version allows HTTPS access. SportsTap – keep track of about a dozen sports, favorite teams, etc *Movies – setup favorite theaters, find movie times, buy tickets, etc WeatherBug elite – paid app, but gives weather alerts, 4 day forecast, etc. Free version also exists. (Update: Android 2.1 offers free weather app, but I still prefer WeatherBug.) *Advanced Task Killer – manually free up memory and kill apps not needed Google Voice – have to have a Google Voice account to really use, but allows visual voice mail, sending calls to specific phones, and too many other things to list AndroZip – access your phone memory like a file system Twidroid – best Twitter client I’ve found so far, but personal preference varies. I’m using free version and suits me just fine. Skype (beta) – I only use this to send chat messages, not sure how/if phone calls works on this. (Update: Skype Mobile app just released, but uninstalled after few days as it kept launching in background and using up memory when not wanted.) *NewsRob – RSS reader syncs to Google Reader. I use this multiple times a day, excellent app. (Update: this app does ask for your Google username and password, so security minded folks be cautioned.) ConnectBot – don’t use often myself, but allows SSH into remote computer. Great if you have a need for remote manage server. Speed Test – same as the online website, allows finding upload/download speeds. WiFinder – store wifi preferences and find wifi spots in area. TagReader – simple Microsoft Tag Reader, works great. *Google Listen – audible podcast catcher that allows putting items into a queue, sync with Google Reader RSS, etc. I personally love this app which has now replaced the iPod I used to use in my car, but have heard mixed reviews from others. Robo Defense – (paid app) tower defense game but with RPG elements to upgrade towers over lifetime playing. I’ve never played FieldRunners but I’m told very similar in offering. Nice distraction when in airport or have some time to burn. Phit Droid 3rd Edition – drag and drop block shapes into a rectangle box, simple game to pass the time with literally 1000s of levels. Note this game has been updated dozens of times with numerous editions so unsure exactly which are still on the market. Google Sky Map – impress your friends by holding Droid up to sky and viewing constellations using Droid screen. wootCheck Lite – check up on daily offerings on Woot.com and affiliated wine, sellout, shirt, and kids sites. Side notes: I’ve seen that Glympse and TripIt have recently come out with Android apps. I’ve installed but haven’t gotten to use either yet, but I hear good things. Tablet design guide, Endeca patterns now available

UX Direct, an Oracle program that offers consultants, partners, and customers the same scientifically proven and reusable user experience best practices that Oracle uses to build Oracle Applications, recently added links to a new design guide for creating tablet-based solutions for enterprise applications, and to the recently published Endeca User Interface Design Pattern Library. The tablet design guide is available from the UX Direct Home page. Tap the button under “Latest patterns & tools” for “Oracle Applications UX Tablet Guide.” It provides basic help for designers, developers, and project managers trying to approach tablet design and testing from an enterprise point of view. Kill all the project files!

Like many folks I’m a keen podcast listener and yesterday my commute was filled by listening to Scott Hunter being interviewed on .Net Rocks about the next version of ASP.Net. One thing Scott said really struck a chord with me. I don’t remember the full quote but he was talking about how the ASP.Net project file (i.e. the .csproj file) is going away. The rationale being that the main purpose of that file is to list all the other files in the project, and that’s something that the file system is pretty good at. In Scott’s own words (that someone helpfully put in the comments): A file that lists files is really redundant when the OS already does this Romeliz Valenciano correctly pointed out on Twitter that there will still be a project.json file however no longer will there be a need to keep a list of files in a project file. I suspect project.json will simply contain a list of exclusions where necessary rather than the current approach where the project file is a list of inclusions. On the face of it this seems like a pretty good idea. I’ve long been a fan of convention over configuration and this is a great example of that. Instead of listing all the files in a separate file, just treat all the files in the directory as being part of the project. Ostensibly the approach is if its in the directory, its part of the project. Simple. Now I’m not an ASP.net developer, far from it, but it did occur to me that the same approach could be applied to the two Visual Studio project types that I am most familiar with, SSIS & SSDT. Like many people I’ve long been irritated by SSIS projects that display a faux file system inside Solution Explorer. As you can see in the screenshot below the project has Miscellaneous and Connection Managers folders but no such folders exist on the file system: This may seem like a minor thing but it means useful Solution Explorer features like Show All Files and Open Folder in Windows Explorer don’t work and quite frankly it makes me feel like a second class citizen in the Microsoft ecosystem. I’m a developer, treat me like one. Don’t try and hide the detail of how a project works under the covers, show it to me. I’m a big boy, I can handle it! Would it not be preferable to simply treat all the .dtsx files in a directory as being part of a project? I think it would, that’s pretty much all the .dtproj file does anyway (that, and present things in a non-alphabetic order – something else that wildly irritates me), so why not just get rid of the .dtproj file? In the case of SSDT the .sqlproj actually does a whole lot more than simply list files because it also states the BuildAction of each file (Build, NotInBuild, Post-Deployment, etc…) but I see no reason why the convention over configuration approach can’t help us there either. Want to know which is the Post-deployment script? Well, its the one called Post-DeploymentScript.sql! Simple! So that’s my new crusade. Let’s kill all the project files (well, the .dtproj & .sqlproj ones anyway). Are you with me? @Jamiet

Now that many organizations are moving to the BYOD philosophy (bring your own devices), security for phones and tablets accessing company sensitive information is of paramount importance. I had the pleasure to interview Brian MacDonald, Principal Product Manager for Oracle Business Intelligence (BI) Mobile Products, about this subject, and he shared some wonderful insight about how the Oracle Mobile Security Tool Kit is addressing mobile security and doing some pretty cool things. With the rapid proliferation of phones and tablets, there is a perception that mobile devices are a security threat to corporate IT, that mobile operating systems are not secure, and that there are simply too many ways to inadvertently provide access to critical analytic data outside the firewall. Every day, I see employees working on mobile devices at the airport, while waiting for their airplanes, and using public WIFI connections at coffee houses and in restaurants. These methods are not typically secure ways to access confidential company data. I asked Brian to explain why. “The native controls for mobile devices and applications are indeed insufficiently secure for corporate deployments of Business Intelligence and most certainly for businesses where data is extremely critical - such as financial services or defense - although it really applies across the board. The traditional approach for accessing data from outside a firewall is using a VPN connection which is not a viable solution for mobile. The problem is that once you open up a VPN connection on your phone or tablet, you are creating an opening for the whole device, for all the software and installed applications. Often the VPN connection by itself provides insufficient encryption – if any – which means that data can be potentially intercepted.” For this reason, most organizations that deploy Business Intelligence data via mobile devices will only do so with some additional level of control. So, how has the industry responded? What are companies doing to address this very real threat? Brian explained that “Mobile Device Management (MDM) and Mobile Application Management (MAM) software vendors have rapidly created solutions for mobile devices that provide a vast array of services for controlling, managing and establishing enterprise mobile usage policies. On the device front, vendors now support full levels of encryption behind the firewall, encrypted local data storage, credential management such as federated single-sign-on as well as remote wipe, geo-fencing and other risk reducing features (should a device be lost or stolen). More importantly, these software vendors have created methods for providing these capabilities on a per application basis, allowing for complete isolation of the application from the mobile operating system. Finally, there are tools which allow the applications themselves to be distributed through enterprise application stores allowing IT organizations to manage who has access to the apps, when updates to the applications will happen, and revoke access after an employee leaves. So even though an employee may be using a personal device, access to company data can be controlled while on or near the company premises. So do the Oracle BI mobile products integrate with the MDM and MAM vendors? Brian explained that our customers use a wide variety of mobile security vendors and may even have more than one in-house. Therefore, Oracle is ensuring that users have a choice and a mechanism for linking together Oracle’s BI offering with their chosen vendor’s secure technology. The Oracle BI Mobile Security Toolkit, which is a version of the Oracle BI Mobile HD application, delivered through the Oracle Technology Network (OTN) in its component parts, helps Oracle users to build their own version of the Mobile HD application, sign it with their own enterprise development certificates, link with their security vendor of choice, then deploy the combined application through whichever means they feel most appropriate, including enterprise application stores. Brian further explained that Oracle currently supports most of the major mobile security vendors, has close relationships with each, and maintains strong partnerships enabling both Oracle and the vendors to test, update and release a cooperating solution in lock-step. Oracle also ensures that as new versions of the Oracle HD application are made available on the Apple iTunes store, the same version is also immediately made available through the Security Toolkit on OTN. JavaOne 2012: Nashorn Edition

As with my JavaOne 2012: OpenJDK Edition post a while back (now updated to reflect the schedule of the talks), I find it convenient to have my JavaOne schedule ordered by subjects of interest. Beside OpenJDK in all its flavors, another subject I find very exciting is Nashorn. I blogged about the various material on Nashorn in the past, and we interviewed Jim Laskey, the Project Lead on Project Nashorn in the Java Spotlight podcast. Why do we hold back: is it fear, constraints, family concerns, or that we simply can't do it? I think in many cases it comes to the unknown, and we are good at fearing the unknown. Some people hold back because they are fearful of what they don’t know. Some hold back because they are fearful of learning new things. Some hold back simply because to take on a new challenge it means they have to give something else up. The phrase sometimes used is “It’s the devil you know versus the one you don’t.” That fear sometimes allows us to miss great opportunities. In many people’s case it is the opportunity to go into business for yourself, to start something that never existed. Most hold back hear for a fear of failing. We’ve all heard the phrase “What would you do if you knew you couldn’t fail?”, which is intended to get people to think about the opportunities they might create. A better term I heard recently on the Ruby Rogues podcast was “What would be worth doing even if you knew you were going to fail?” I think that wording suits the intent better. If you knew (or thought) going in that you were going to fail and you didn’t care, it would open you up to the possibility of paying more attention to the journey and not the outcome. In my case it is a fear of acceptance. I am fearful that I may not learn what I need to learn or may not do a good enough job to be accepted. At the same time that fear drives me and makes me want to leap forward. Some folks would define this as “The Flinch”. I’m learning Ruby and Puppet right now. I have limited experience with both, limited to the degree it scares me some that I don’t know much about either. Okay, it scares me quite a bit! Some people’s defining moment might be going to work for Microsoft. All of you who know me know that I am in love with automation, from low-tech to high-tech automation. So for me, my “mecca” is a little different in that regard. Awhile back I sat down and defined where I wanted my career to go and it had to do more with DevOps, defined as applying developer practices to system administration operations (I could not find this definition when I searched). It’s an area that interests me and why I really want to expand chocolatey into something more awesome. I want to see Windows be as automatable and awesome as other operating systems that are out there. Back to the career-defining moment. Sometimes these moments only come once in a lifetime. The key is to recognize when you are in one of these moments and step back to evaluate it before choosing to dive in head first. So I am about to embark on what I define as one of these “moments.” On July 1st I will be joining Puppet Labs and working to help make the Windows automation experience rock solid! I’m both scared and excited about the opportunity!

XNA Notes 004

The XNA community has been crazy busy again. It always make me fee like such a slacker collecting all of these notes as I see the tremendous output from people all over the world and it’s incredible and humbling. There are some amazingly skilled people working with XNA. On another not, I’m going to take a minute to get on my soapbox and say, if you are developing ANYTHING and are not using some sort of source/revision control, START IMMEDIATELY. This applies to teams of one. Projects for fun. And “I back up my hard drive” or “I use dropbox!” does NOT count as using source control. You’ll be doing yourself a HUGE favor if you find one, learn to use it and integrate it into your everyday workflow. I personally use Subversion. It’s hosted offsite at xp.dev.com and I use TortoiseSVN as my front end to interface with the repository. It’s simple and easy to use and has saved me from myself so many time. Honestly, get setup with some type of source control immediately. If you don’t understand how, grab another developer that does and have them walk you through setup and the basics of using it. Ok, I’m done.
