  • Conversation as User Assistance

    Applications User Experience members (Erika Web, Laurie Pattison, and I) attended the User Assistance Europe Conference in Stockholm, Sweden. We were impressed with the thought leadership and practical application of ideas in Anne Gentle's keynote address "Social Web Strategies for Documentation". After the conference, we spoke with Anne to explore the ideas further. Anne Gentle (left) with Applications User Experience Senior Director Laurie Pattison In Anne's book called Conversation and Community: The Social Web for Documentation, she explains how user assistance is undergoing a seismic shift. The direction is away from the old print manuals and online help concept towards a web-based, user community-driven solution using social media tools. User experience professionals now have a vast range of such tools to start and nurture this "conversation": blogs, wikis, forums, social networking sites, microblogging systems, image and video sharing sites, virtual worlds, podcasts, instant messaging, mashups, and so on. That user communities are a rich source of user assistance is not a surprise, but the extent of available assistance is. For example, we know from the Consortium for Service Innovation that there has been an 'explosion' of user-generated content on the web. User-initiated community conversations provide as much as 30 times the number of official help desk solutions for consortium members! The growing reliance on user community solutions is clearly a user experience issue. Anne says that user assistance as conversation "means getting closer to users and helping them perform well. User-centered design has been touted as one of the most important ideas developed in the last 20 years of workplace writing. Now writers can take the idea of user-centered design a step further by starting conversations with users and enabling user assistance in interactions." Some of Anne's favorite examples of this paradigm shift from the world of traditional documentation to community conversation include: Writer Bob Bringhurst's blog about Adobe InDesign and InCopy products and Adobe's community help The Microsoft Development Network Community Center ·The former Sun (now Oracle) OpenDS wiki, NetBeans Ruby and other community approaches to engage diverse audiences using screencasts, wikis, and blogs. Cisco's customer support wiki, EMC's community, as well as Symantec and Intuit's approaches The efforts of Ubuntu, Mozilla, and the FLOSS community generally Adobe Writer Bob Bringhurst's Blog Oracle is not without a user community conversation too. Besides the community discussions and blogs around documentation offerings, we have the My Oracle Support Community forums, Oracle Technology Network (OTN) communities, wiki, blogs, and so on. We have the great work done by our user groups and customer councils. Employees like David Haimes reach out, and enthusiastic non-employee gurus like Chet Justice (OracleNerd), Floyd Teter and Eddie Awad provide great "how-to" information too. But what does this paradigm shift mean for existing technical writers as users turn away from the traditional printable PDF manual deliverables? We asked Anne after the conference. The writer role becomes one of conversation initiator or enabler. The role evolves, along with the process, as the users define their concept of user assistance and terms of engagement with the product instead of having it pre-determined. It is largely a case now of "inventing the job while you're doing it, instead of being hired for it" Anne said. There is less emphasis on formal titles. Anne mentions that her own title "Content Stacker" at OpenStack; others use titles such as "Content Curator" or "Community Lead". However, the role remains one essentially about communications, "but of a new type--interacting with users, moderating, curating content, instead of sitting down to write a manual from start to finish." Clearly then, this role is open to more than professional technical writers. Product managers who write blogs, developers who moderate forums, support professionals who update wikis, rock star programmers with a penchant for YouTube are ideal. Anyone with the product knowledge, empathy for the user, and flair for relationships on the social web can join in. Some even perform these roles already but do not realize it. Anne feels the technical communicator space will move from hiring new community conversation professionals (who are already active in the space through blogging, tweets, wikis, and so on) to retraining some existing writers over time. Our own research reveals that the established proponents of community user assistance even set employee performance objectives for internal content curators about the amount of community content delivered by people outside the organization! To take advantage of the conversations on the web as user assistance, enterprises must first establish where on the spectrum their community lies. "What is the line between community willingness to contribute and the enterprise objectives?" Anne asked. "The relationship with users must be managed and also measured." Anne believes that the process can start with a "just do it" approach. Begin by reaching out to existing user groups, individual bloggers and tweeters, forum posters, early adopter program participants, conference attendees, customer advisory board members, and so on. Use analytical tools to measure the level of conversation about your products and services to show a return on investment (ROI), winning management support. Anne emphasized that success with the community model is dependent on lowering the technical and motivational barriers so that users can readily contribute to the conversation. Simple tools must be provided, and guidelines, if any, must be straightforward but not mandatory. The conversational approach is one where traditional style and branding guides do not necessarily apply. Tools and infrastructure help users to create content easily, to search and find the information online, read it, rate it, translate it, and participate further in the content's evolution. Recognizing contributors by using ratings on forums, giving out Twitter kudos, conference invitations, visits to headquarters, free products, preview releases, and so on, also encourages the adoption of the conversation model. The move to conversation as user assistance is not free, but there is a business ROI. The conversational model means that customer service is enhanced, as user experience moves from a functional to a valued, emotional level. Studies show a positive correlation between loyalty and financial performance (Consortium for Service Innovation, 2010), and as customer experience and loyalty become key differentiators, user experience professionals cannot explore the model's possibilities. The digital universe (measured at 1.2 million petabytes in 2010) is doubling every 12 to 18 months, and 70 percent of that universe consists of user-generated content (IDC, 2010). Conversation as user assistance cannot be ignored but must be embraced. It is a time to manage for abundance, not scarcity. Besides, the conversation approach certainly sounds more interesting, rewarding, and fun than the traditional model!   • European Interoperability Framework - a new beginning?

    The most controversial document in the history of the European Commission's IT policy is out. EIF is here, wrapped in the Communication "Towards interoperability for European public services", and including the new feature European Interoperability Strategy (EIS), arguably a higher strategic take on the same topic. Leaving EIS aside for a moment, the EIF controversy has been around IPR, defining open standards and about the proper terminology around standardization deliverables. Today, as the document finally emerges, what is the verdict? First of all, to be fair to those among you who do not spend your lives in the intricate labyrinths of Commission IT policy documents on interoperability, let's define what we are talking about. According to the Communication: "An interoperability framework is an agreed approach to interoperability for organisations that want to collaborate to provide joint delivery of public services. Within its scope of applicability, it specifies common elements such as vocabulary, concepts, principles, policies, guidelines, recommendations, standards, specifications and practices." The Good - EIF reconfirms that "The Digital Agenda can only take off if interoperability based on standards and open platforms is ensured" and also confirms that "The positive effect of open specifications is also demonstrated by the Internet ecosystem." - EIF takes a productive and pragmatic stance on openness: "In the context of the EIF, openness is the willingness of persons, organisations or other members of a community of interest to share knowledge and stimulate debate within that community, the ultimate goal being to advance knowledge and the use of this knowledge to solve problems" (p.11). "If the openness principle is applied in full: - All stakeholders have the same possibility of contributing to the development of the specification and public review is part of the decision-making process; - The specification is available for everybody to study; - Intellectual property rights related to the specification are licensed on FRAND terms or on a royalty-free basis in a way that allows implementation in both proprietary and open source software" (p. 26). - EIF is a formal Commission document. The former EIF 1.0 was a semi-formal deliverable from the PEGSCO, a working group of Member State representatives. - EIF tackles interoperability head-on and takes a clear stance: "Recommendation 22. When establishing European public services, public administrations should prefer open specifications, taking due account of the coverage of functional needs, maturity and market support." - The Commission will continue to support the National Interoperability Framework Observatory (NIFO), reconfirming the importance of coordinating such approaches across borders. - The Commission will align its internal interoperability strategy with the EIS through the eCommission initiative. - One cannot stress the importance of using open standards enough, whether in the context of open source or non-open source software. The EIF seems to have picked up on this fact: What does the EIF says about the relation between open specifications and open source software? The EIF introduces, as one of the characteristics of an open specification, the requirement that IPRs related to the specification have to be licensed on FRAND terms or on a royalty-free basis in a way that allows implementation in both proprietary and open source software. In this way, companies working under various business models can compete on an equal footing when providing solutions to public administrations while administrations that implement the standard in their own software (software that they own) can share such software with others under an open source licence if they so decide. - EIF is now among the center pieces of the Digital Agenda (even though this demands extensive inter-agency coordination in the Commission): "The EIS and the EIF will be maintained under the ISA Programme and kept in line with the results of other relevant Digital Agenda actions on interoperability and standards such as the ones on the reform of rules on implementation of ICT standards in Europe to allow use of certain ICT fora and consortia standards, on issuing guidelines on essential intellectual property rights and licensing conditions in standard-setting, including for ex-ante disclosure, and on providing guidance on the link between ICT standardisation and public procurement to help public authorities to use standards to promote efficiency and reduce lock-in.(Communication, p.7)" All in all, quite a few good things have happened to the document in the two years it has been on the shelf or was being re-written, depending on your perspective, in any case, awaiting the storms to calm. The Bad - While a certain pragmatism is required, and governments cannot migrate to full openness overnight, EIF gives a bit too much room for governments not to apply the openness principle in full. Plenty of reasons are given, which should maybe have been put as challenges to be overcome: "However, public administrations may decide to use less open specifications, if open specifications do not exist or do not meet functional interoperability needs. In all cases, specifications should be mature and sufficiently supported by the market, except if used in the context of creating innovative solutions". - EIF does not use the internationally established terminology: open standards. Rather, the EIF introduces the notion of "formalised specification". How do "formalised specifications" relate to "standards"? According to the FAQ provided: The word "standard" has a specific meaning in Europe as defined by Directive 98/34/EC. Only technical specifications approved by a recognised standardisation body can be called a standard. Many ICT systems rely on the use of specifications developed by other organisations such as a forum or consortium. The EIF introduces the notion of "formalised specification", which is either a standard pursuant to Directive 98/34/EC or a specification established by ICT fora and consortia. The term "open specification" used in the EIF, on the one hand, avoids terminological confusion with the Directive and, on the other, states the main features that comply with the basic principle of openness laid down in the EIF for European Public Services. Well, this may be somewhat true, but in reality, Europe is 30 year behind in terminology. Unless the European Standardization Reform gets completed in the next few months, most Member States will likely conclude that they will go on referencing and using standards beyond those created by the three European endorsed monopolists of standardization, CEN, CENELEC and ETSI. Who can afford to begin following the strict Brussels rules for what they can call open standards when, in reality, standards stemming from global standardization organizations, so-called fora/consortia, dominate in the IT industry. What exactly is EIF saying? Does it encourage Member States to go on using non-ESO standards as long as they call it something else? I guess I am all for it, although it is a bit cumbersome, no? Why was there so much interest around the EIF? The FAQ attempts to explain: Some Member States have begun to adopt policies to achieve interoperability for their public services. These actions have had a significant impact on the ecosystem built around the provision of such services, e.g. providers of ICT goods and services, standardisation bodies, industry fora and consortia, etc... The Commission identified a clear need for action at European level to ensure that actions by individual Member States would not create new electronic barriers that would hinder the development of interoperable European public services. As a result, all stakeholders involved in the delivery of electronic public services in Europe have expressed their opinions on how to increase interoperability for public services provided by the different public administrations in Europe. Well, it does not take two years to read 50 consultation documents, and the EU Standardization Reform is not yet completed, so, more pragmatically, you finally had to release the document. Ok, let's leave some of that aside because the document is out and some people are happy (and others definitely not). The Verdict Considering the controversy, the delays, the lobbying, and the interests at stake both in the EU, in Member States and among vendors large and small, this document is pretty impressive. As with a good wine that has not yet come to full maturity, let's say that it seems to be coming in in the 85-88/100 range, but only a more fine-grained analysis, enjoyment in good company, and ultimately, implementation, will tell. The European Commission has today adopted a significant interoperability initiative to encourage public administrations across the EU to maximise the social and economic potential of information and communication technologies. Today, we should rally around this achievement. Tomorrow, let's sit down and figure out what it means for the future.

  • CEN/CENELEC Lacks Perspective

    Over the last few months, two of the European Standardization Organizations (ESOs), CEN and CENELEC have circulated an unfortunate position statement distorting the facts around fora and consortia. For the benefit of outsiders to this debate, let's just say that this debate regards whether and how the EU should recognize standards and specifications from certain fora and consortia based on a process evaluating the openness and transparency of such deliverables. The topic is complex, and somewhat confusing even to insiders, but nevertheless crucial to the European economy. As far as I can judge, their positions are not based on facts. This is unfortunate. For the benefit of clarity, here are some of the observations they make: a)"Most consortia are in essence driven by technology companies making hardware and software solutions, by definition very few of the largest ones are European-based". b) "Most consortia lack a European presence, relevant Committees, even those that are often cited as having stronger links with Europe, seem to lack an overall, inclusive set of participants". c) "Recognising specific consortia specifications will not resolve any concrete problems of interoperability for public authorities; interoperability depends on stringing together a range of specifications (from formal global bodies or consortia alike)". d) "Consortia already have the option to have their specifications adopted by the international formal standards bodies and many more exercise this than the two that seem to be campaigning for European recognition. Such specifications can then also be adopted as European standards." e) "Consortium specifications completely lack any process to take due and balanced account of requirements at national level - this is not important for technologies but can be a critical issue when discussing cross-border issues within the EU such as eGovernment, eHealth and so on". f) "The proposed recognition will not lead to standstill on national or European activities, nor to the adoption of the specifications as national standards in the CEN and CENELEC members (usually in their official national languages), nor to withdrawal of conflicting national standards. A big asset of the European standardization system is its coherence and lack of fragmentation." g) "We always miss concrete and specific examples of where consortia referencing are supposed to be helpful." First of all, note that ETSI, the third ESO, did not join the position. The reason is, of course, that ETSI beyond being an ESO, also has a global perspective and, moreover, does consider reality. Secondly, having produced arguments a) to g), CEN/CENELEC has the audacity to call a meeting on Friday 25 February entitled "ICT standardization - improving collaboration in Europe". This sounds very nice, but they have not set the stage for constructive debate. Rather, they demonstrate a striking lack of vision and lack of perspective. I will back this up by three facts, and leave it there. 1. Since the 1980s, global industry fora and consortia, such as IETF, W3C and OASIS have emerged as world-leading ICT standards development organizations with excellent procedures for openness and transparency in all phases of standards development, ex post and ex ante. - Practically no ICT system can be built without using fora and consortia standards (FCS). - Without using FCS, neither the Internet, upon which the EU economy depends, nor EU institutions would operate. - FCS are of high relevance for achieving and promoting interoperability and driving innovation. 2. FCS are complementary to the formally recognized standards organizations including the ESOs. - No work will be taken away from the ESOs should the EU recognize certain FCS. - Each FCS would be evaluated on its merit and on the openness of the process that produced it. ESOs would, with other stakeholders, have a say. - ESOs could potentially educate and assist European stakeholders to engage more actively and constructively with FCS. - ETSI, also an ESO, seems to clearly recognize these facts. 3. Europe and its Member States have a strong voice in several of the most relevant global industry fora and consortia. - W3C: W3C was founded in 1994 by an Englishman, Sir Tim Berners-Lee, in collaboration with CERN, the European research lab. In April 1995, INRIA (Institut National de Recherche en Informatique et Automatique) in France became the first European W3C host and in 2003, ERCIM (European Research Consortium in Informatics and Mathematics), also based in France, took over the role of European W3C host from INRIA. Today, W3C has 326 Members, 40% of which are European. Government participation is also strong, and it could be increased - a development that is very much desired by W3C. Current members of the W3C Advisory Board includes Ora Lassila (Nokia) and Charles McCathie Nevile (Opera). Nokia is Finnish company, Opera is a Norwegian company. SAP's Claus von Riegen is an alumni of the same Advisory Board. - OASIS: its membership - 30% of which is European - represents the marketplace, reflecting a balance of providers, user companies, government agencies, and non-profit organizations. In particular, about 15% of OASIS members are governments or universities. Frederick Hirsch from Nokia, Claus von Riegen from SAP AG and Charles-H. Schulz from Ars Aperta are on the Board of Directors. Nokia is a Finnish company, SAP is a German company and Ars Aperta is a French company. The Chairman of the Board is Peter Brown, who is an Independent Consultant, an Austrian citizen AND an official of the European Parliament currently on long-term leave. - IETF: The oversight of its activities is by the Internet Architecture Board (IAB), since 2007 chaired by Olaf Kolkman, a Dutch national who lives in Uithoorn, NL. Kolkman is director of NLnet Labs, a foundation chartered to develop open source software and open source standards for the Internet. Other IAB members include Marcelo Bagnulo whose affiliation is the University Carlos III of Madrid, Spain as well as Hannes Tschofenig from Nokia Siemens Networks. Nokia is a Finnish company. Siemens is a German company. Nokia Siemens is a European joint venture. - Member States: At least 17 European Member States have developed Interoperability Frameworks that include FCS, according to the EU-funded National Interoperability Framework Observatory (see list and NIFO web site on IDABC). This also means they actively procure solutions using FCS, reference FCS in their policies and even in laws. Member State reps are free to engage in FCS, and many do. It would be nice if the EU adjusted to this reality. - A huge number of European nationals work in the global IT industry, on European soil or elsewhere, whether in EU registered companies or not. CEN/CENELEC lacks perspective and has engaged in an effort to twist facts that is quite striking from a publicly funded organization. I wish them all possible success with Friday's meeting but I fear all of the most important stakeholders will not be at the table. Not because they do not wish to collaborate, but because they just have been insulted. If they do show up, it would be a gracious move, almost beyond comprehension. While I do not expect CEN/CENELEC to line up perfectly in favor of fora and consortia, I think it would be to their benefit to stick to more palatable observations. Actually, I would suggest an apology, straightening out the facts. This works among friends and it works in an organizational context. Then, we can all move on. Standardization is important. Too important to ignore. Too important to distort. The European economy depends on it. We need CEN/CENELEC. It is an important organization. But CEN/CENELEC needs fora and consortia, too.

  • Let your Signature Experience drive IT-decision making

    Today’s CIO job description:  ‘’Align IT infrastructure and solutions with business goals and objectives ; AND while doing so reduce costs; BUT ALSO, be innovative, ensure the architectures are adaptable and agile as we need to act today on the changes that we may request tomorrow.”   Sound like an unachievable request? The fact is, reality dictates that CIO’s are put under this type of pressure to deliver more with less. In a past career phase I spent a few years as an IT Relationship Manager for a large Insurance company. This is a role that we see all too infrequently in many of our customers, and it’s a shame.  The purpose of this role was to build a bridge, a relationship between IT and the business. Key to achieving that goal was to ensure the same language was being spoken and more importantly that objectives were commonly understood - hence service and projects were delivered to time, to budget and actually solved the business problems. In reality IT and the business are already married, but the relationship is most often defined as ‘supplier’ of IT rather than a ‘trusted partner’. To deliver business value they need to understand how to work together effectively to attain this next level of partnership. The Business cannot compete if they do not get a new product to market ahead of the competition, or for example act in a timely manner to address a new industry problem such as a legislative change. An even better example is when the Application or Service fails and the Business takes a hit by bad publicity, being trending topics on social media and losing direct revenue from online channels. For this reason alone Business and IT need the alignment of their priorities and deliverables now more than ever! Take a look at Forrester’s recent study that found ‘many IT respondents considering themselves to be trusted partners of the business but their efforts are impaired by the inadequacy of tools and organizations’.  IT Meet the Business; Business Meet IT So what is going on? We talk about aligning the business with IT but the reality is it’s difficult to do. Like any relationship each side has different goals and needs and language can be a barrier; business vs. technology jargon! What if we could translate the needs of both sides into actionable information, backed by data both sides understand, presented in a meaningful way?  Well now we can with the Business-Driven Application Management capabilities in Oracle Enterprise Manager 12cR2! Enterprise Manager’s Business-Driven Application Management capabilities provide the information that IT needs to understand the impact of its decisions on business criteria.  No longer does IT need to be focused solely on speeds and feeds, performance and throughput – now IT can understand IT’s impact on business KPIs like inventory turns, order-to-cash cycle, pipeline-to-forecast, and similar.  Similarly, now the line of business can understand which IT services are most critical for the KPIs they care about. There are a good deal of resources on Oracle Technology Network that describe the functionality of these products, so I won’t’ rehash them here.  What I want to talk about is what you do with these products. What’s next after we meet? Where do you start? Step 1:  Identify the Signature Experience. This is THE business process (or set of processes) that is core to the business, the one that drives the economic engine, the process that a customer recognises the company brand for, reputation, the customer experience, the process that a CEO would state as his number one priority. The crème de la crème of your business! Once you have nailed this it gets easy as Enterprise Manager 12c makes it easy. Step 2:  Map the Signature Experience to underlying IT.  Taking the signature experience, map out the touch points of the components that play a part in ensuring this business transaction is successful end to end, think of it like mapping out a critical path; the applications, middleware, databases and hardware. Use the wealth of Enterprise Manager features such as Systems, Services, Business Application Targets and Business Transaction Management (BTM) to assist you. Adding Real User Experience Insight (RUEI) into the mix will make the end to end customer satisfaction story transparent. Work with the business and define meaningful key performance indicators (KPI’s) and thresholds to enable you to report and action upon. Step 3:  Observe the data over time.  You now have meaningful insight into every step enabling your signature experience and you understand the implication of that experience on your underlying IT.  Watch if for a few months, see what happens and reconvene with your business stakeholders and set clear and measurable targets which can re-define service levels.  Step 4:  Change the information about which you and the business communicate.  It’s amazing what happens when you and the business speak the same language.  You’ll be able to make more informed business and IT decisions. From here IT can identify where/how budget is spent whether on the level of support, performance, capacity, HA, DR, certification etc. IT SLA’s no longer need be focused on metrics such as %availability but structured around business process requirements. The power of this way of thinking doesn’t end here. IT staff get to see and understand how their own role contributes to the business making them accountable for the business service. Take a step further and appraise your staff on the business competencies that are linked to the service availability. For the business, the language barrier is removed by producing targeted reports on the signature experience core to the business and therefore key to the CEO. Chargeback or show back becomes easier to justify as the ‘cost of day per outage’ can be more easily calculated; the business will be able to translate the cost to the business to the cost/value of the underlying IT that supports it. Used this way, Oracle Enterprise Manager 12c is a key enabler to a harmonious relationship between the end customer the business and IT to deliver ultimate service and satisfaction. Just engage with the business upfront, make the signature experience visible and let Enterprise Manager 12c do the rest.   • Finding the Right Solution to Source and Manage Your Contractors

    Many of our PeopleSoft Enterprise applications customers operate in service-based industries, and all of our customers have at least some internal service units, such as IT, marketing, and facilities. Employing the services of contractors, often referred to as "contingent labor," to deliver either or both internal and external services is common practice. As we've transitioned from an industrial age to a knowledge age, talent has become a primary competitive advantage for most organizations. Contingent labor offers talent on flexible terms; it offers the ability to scale up operations, close skill gaps, and manage risk in the process of delivering services. Talent comes from many sources and the rise in the contingent worker (contractor, consultant, temporary, part time) has increased significantly in the past decade and is expected to reach 40 percent in the next decade. Managing the total pool of talent in a seamless integrated fashion not only saves organizations money and increases efficiency, but creates a better place for workers of all kinds to work. Although the term "contingent labor" is frequently used to describe both contractors and employees who have flexible schedules and relationships with an organization, the remainder of this discussion focuses on contractors. The term "contingent labor" is used interchangeably with "contractor." Recognizing the importance of contingent labor, our PeopleSoft customers often ask our team, "What Oracle vendor management system (VMS) applications should I evaluate for managing contractors?" In response, I thought it would be useful to describe and compare the three most common Oracle-based options available to our customers. They are:   The enterprise licensed software model in which you implement and utilize the PeopleSoft Services Procurement (sPro) application and potentially other PeopleSoft applications;  The software-as-a-service model in which you gain access to a derivative of PeopleSoft sPro from an Oracle Business Process Outsourcing Partner; and  The managed service provider (MSP) model in which staffing industry professionals utilize either your enterprise licensed software or the software-as-a-service application to administer your contingent labor program. At this point, you may be asking yourself, "Why three options?" The answer is that since there is no "one size fits all" in terms of talent, there is also no "one size fits all" for effectively sourcing and managing contingent workers. Various factors influence how an organization thinks about and relates to its contractors, and each of the three Oracle-based options addresses an organization's needs and preferences differently. For the purposes of this discussion, I will describe the options with respect to (A) pricing and software provisioning models; (B) control and flexibility; (C) level of engagement with contractors; and (D) approach to sourcing, employment law, and financial settlement. Option 1:  Enterprise Licensed Software In this model, you purchase from Oracle the license and support for the applications you need. Typically, you license PeopleSoft sPro as your VMS tool for sourcing, monitoring, and paying your contract labor. In conjunction with sPro, you can also utilize PeopleSoft Human Capital Management (HCM) applications (if you do not already) to configure more advanced business processes for recruiting, training, and tracking your contractors. Many customers choose this enterprise license software model because of the functionality and natural integration of the PeopleSoft applications and because the cost for the PeopleSoft software is explicit. There is no fee per transaction to source each contractor under this model. Our customers that employ contractors to augment their permanent staff on billable client engagements often find this model appealing because there are no fees to affect their profit margins. With this model, you decide whether to have your own IT organization run the software or have the software hosted and managed by either Oracle or another application services provider. Your organization, perhaps with the assistance of consultants, configures, deploys, and operates the software for managing your contingent workforce. This model offers you the highest level of control and flexibility since your organization can configure the contractor process flow exactly to your business and security requirements and can extend the functionality with PeopleTools. This option has proven very valuable and applicable to our customers engaged in government contracting because their contingent labor management practices are subject to complex standards and regulations. Customers find a great deal of value in the application functionality and configurability the enterprise licensed software offers for managing contingent labor. Some examples of that functionality are... The ability to create a tiered network of preferred suppliers including competencies, pricing agreements, and elaborate candidate management capabilities. Configurable alerts and online collaboration for bid, resource requisition, timesheet, and deliverable entry, routing, and approval for both resource and deliverable-based services. The ability to manage contractors with the same PeopleSoft HCM and Projects applications that are used to manage the permanent workforce. Because it allows you to utilize much of the same PeopleSoft HCM and Projects application functionality for contractors that you use for permanent employees, the enterprise licensed software model supports the deepest level of engagement with the contingent workforce. For example, you can: fill job openings with contingent labor; guide contingent workers through essential safety and compliance training with PeopleSoft Enterprise Learning Management; and source contingent workers directly to project-based assignments in PeopleSoft Resource Management and PeopleSoft Program Management. This option enables contingent workers to collaborate closely with your permanent staff on complex, knowledge-based efforts - R&D projects, billable client contracts, architecture and engineering projects spanning multiple years, and so on. With the enterprise licensed software model, your organization maintains responsibility for the sourcing, onboarding (including adherence to employment laws), and financial settlement processes. This means your organization maintains on staff or hires the expertise in these domains to utilize the software and interact with suppliers and contractors. Option 2:  Software as a Service (SaaS) The effort involved in setting up and operating VMS software to handle a contingent workforce leads many organizations to seek a system that can be activated and configured within a few days and for which they can pay based on usage. Oracle's Business Process Outsourcing partner, Provade, Inc., provides exactly this option to our customers. Provade offers its vendor management software as a service over the Internet and usually charges your organization a fee that is a percentage of your total contingent labor spending processed through the Provade software. (Percentage of spend is the predominant fee model, although not the only one.) In addition to lower implementation costs, the effort of configuring and maintaining the software is largely upon Provade, not your organization. This can be very appealing to IT organizations that are thinly stretched supporting other important information technology initiatives. Built upon PeopleSoft sPro, the Provade solution is tailored for simple and quick deployment and administration. Provade has added capabilities to clone users rapidly and has simplified business documents, like work orders and change orders, to facilitate enterprise-wide, self-service adoption with little to no training. Provade also leverages Oracle Business Intelligence Enterprise Edition (OBIEE) to provide integrated spend analytics and dashboards. Although pure customization is more limited than with the enterprise licensed software model, Provade offers a very effective option for organizations that are regularly on-boarding and off-boarding high volumes of contingent staff hired to perform discrete support tasks (for example, order fulfillment during the holiday season, hourly clerical work, desktop technology repairs, and so on) or project tasks. The software is very configurable and at the same time very intuitive to even the most computer-phobic users. The level of contingent worker engagement your organization can achieve with the Provade option is generally the same as with the enterprise licensed software model since Provade can automatically establish contingent labor resources in your PeopleSoft applications. Provade has pre-built integrations to Oracle's PeopleSoft and the Oracle E-Business Suite procurement, projects, payables, and HCM applications, so that you can evaluate, train, assign, and track contingent workers like your permanent employees. Similar to the enterprise licensed software model, your organization is responsible for the contingent worker sourcing, administration, and financial settlement processes. This means your organization needs to maintain the staff expertise in these domains. Option 3:  Managed Services Provider (MSP) Whether you are using the enterprise licensed model or the SaaS model, you may want to engage the services of sourcing, employment, payroll, and financial settlement professionals to administer your contingent workforce program. Firms that offer this expertise are often referred to as "MSPs," and they are typically staffing companies that also offer permanent and temporary hiring services. (In fact, many of the major MSPs are Oracle applications customers themselves, and they utilize the PeopleSoft Solution for the Staffing Industry to run their own business operations.) Usually, MSPs place their staff on-site at your facilities, and they can utilize either your enterprise licensed PeopleSoft sPro application or the Provade VMS SaaS software to administer the network of suppliers providing contingent workers. When you utilize an MSP, there is a separate fee for the MSP's service that is typically funded by the participating suppliers of the contingent labor. Also in this model, the suppliers of the contingent labor (not the MSP) usually pay the contingent labor force. With an MSP, you are intentionally turning over business process control for the advantages associated with having someone else manage the processes. The software option you choose will to a certain extent affect your process flexibility; however, the MSPs are often able to adapt their processes to the unique demands of your business. When you engage an MSP, you will want to give some thought to the level of engagement and "partnering" you need with your contingent workforce. Because the MSP acts as an intermediary, it can be very valuable in handling high volume, routine contracting for which there is a relatively low need for "partnering" with the contingent workforce. However, if your organization (or part of your organization) engages contingent workers for high-profile client projects that require diplomacy, intensive amounts of interaction, and personal trust, introducing an MSP into the process may prove less effective than handling the process with your own staff. In fact, in many organizations, it is common to enlist an MSP to handle contractors working on internal projects and to have permanent employees handle the contractor relationships that affect the portion of the services portfolio focused on customer-facing, billable projects. One of the key advantages of enlisting an MSP is that you do not have to maintain the expertise required for orchestrating the sourcing, hiring, and paying of contingent workers.  These are the domain of the MSPs. If your own staff members are not prepared to manage the essential "overhead" processes associated with contingent labor, working with an MSP can make solid business sense. Proper administration of a contingent workforce can make the difference between project success and failure, operating profit and loss, and legal compliance and fines. Concluding Thoughts There is little doubt that thoughtfully and purposefully constructing a service delivery strategy that leverages the strengths of contingent workers can lead to better projects, deliverables, and business results. What requires a bit more thinking is determining the platform (or platforms) that will enable each part of your organization to best deliver on its mission.

  • New hire expectations... (Am I being unreasonable?)

    I work for a very small custom software shop. We currently consist me and my boss. My boss is an old FoxPro DOS developer and OOP makes him uncomfortable. He is planning on taking a back seat in the next few years to hopefully enjoy a “partial retirement”. I will be taking over the day to day operations and we are now desperately looking for more help. We tried Monster.com, Dice.com, and others a few years ago when we started our search. We had no success. We have tried outsourcing overseas (total disaster), hiring kids right out of college (mostly a disaster but that’s where I came from), interns (good for them, not so good for us) and hiring laid off “experienced” developers (there was a reason they were laid off). I have heard hiring practices discussed on podcasts, blogs, etc... and have tried a few. The “Fizz Buzz” test was a good one. One kid looked physically ill before he finally gave up. I think my problem is that I have grown so much as a developer since I started here that I now have a high standard. I hear/read very intelligent people podcasts and blogs and I know that there are lots of people out there that can do the job. I don’t want to settle for less than a “good” developer. Perhaps my expectations are unreasonable. I expect any good developer (entry level or experienced) to be billable (at least paying their own wage) in under one month. I expect any good developer to be able to be productive (at least dangerous) in any language or technology with only a few days of research/training. I expect any good developer to be able to take a project from initial customer request to completion with little or no help from others. Am I being unreasonable? What constitutes a valuable developer? What should be expected of an entry level developer? What should be expected of an experienced developer? I realize that everyone is different but there has to be some sort of expectations standard, right? I have been giving the test project below to potential canidates to weed them out. Good idea?
