  • Selling Federal Enterprise Architecture (EA)

    Selling Federal Enterprise Architecture A taxonomy of subject areas, from which to develop a prioritized marketing and communications plan to evangelize EA activities within and among US Federal Government organizations and constituents. Any and all feedback is appreciated, particularly in developing and extending this discussion as a tool for use – more information and details are also available. "Selling" the discipline of Enterprise Architecture (EA) in the Federal Government (particularly in non-DoD agencies) is difficult, notwithstanding the general availability and use of the Federal Enterprise Architecture Framework (FEAF) for some time now, and the relatively mature use of the reference models in the OMB Capital Planning and Investment (CPIC) cycles. EA in the Federal Government also tends to be a very esoteric and hard to decipher conversation – early apologies to those who agree to continue reading this somewhat lengthy article. Alignment to the FEAF and OMB compliance mandates is long underway across the Federal Departments and Agencies (and visible via tools like PortfolioStat and ITDashboard.gov – but there is still a gap between the top-down compliance directives and enablement programs, and the bottom-up awareness and effective use of EA for either IT investment management or actual mission effectiveness. "EA isn't getting deep enough penetration into programs, components, sub-agencies, etc.", verified a panelist at the most recent EA Government Conference in DC. Newer guidance from OMB may be especially difficult to handle, where bottom-up input can't be accurately aligned, analyzed and reported via standardized EA discipline at the Agency level – for example in addressing the new (for FY13) Exhibit 53D "Agency IT Reductions and Reinvestments" and the information required for "Cloud Computing Alternatives Evaluation" (supporting the new Exhibit 53C, "Agency Cloud Computing Portfolio"). Therefore, EA must be "sold" directly to the communities that matter, from a coordinated, proactive messaging perspective that takes BOTH the Program-level value drivers AND the broader Agency mission and IT maturity context into consideration. Selling EA means persuading others to take additional time and possibly assign additional resources, for a mix of direct and indirect benefits – many of which aren't likely to be realized in the short-term. This means there's probably little current, allocated budget to work with; ergo the challenge of trying to sell an "unfunded mandate". Also, the concept of "Enterprise" in large Departments like Homeland Security tends to cross all kinds of organizational boundaries – as Richard Spires recently indicated by commenting that "...organizational boundaries still trump functional similarities. Most people understand what we're trying to do internally, and at a high level they get it. The problem, of course, is when you get down to them and their system and the fact that you're going to be touching them...there's always that fear factor," Spires said. It is quite clear to the Federal IT Investment community that for EA to meet its objective, understandable, relevant value must be measured and reported using a repeatable method – as described by GAO's recent report "Enterprise Architecture Value Needs To Be Measured and Reported". What's not clear is the method or guidance to sell this value. In fact, the current GAO "Framework for Assessing and Improving Enterprise Architecture Management (Version 2.0)", a.k.a. the "EAMMF", does not include words like "sell", "persuade", "market", etc., except in reference ("within Core Element 19: Organization business owner and CXO representatives are actively engaged in architecture development") to a brief section in the CIO Council's 2001 "Practical Guide to Federal Enterprise Architecture", entitled "3.3.1. Develop an EA Marketing Strategy and Communications Plan." Furthermore, Core Element 19 of the EAMMF is advised to be applied in "Stage 3: Developing Initial EA Versions". This kind of EA sales campaign truly should start much earlier in the maturity progress, i.e. in Stages 0 or 1. So, what are the understandable, relevant benefits (or value) to sell, that can find an agreeable, participatory audience, and can pave the way towards success of a longer-term, funded set of EA mechanisms that can be methodically measured and reported? Pragmatic benefits from a useful EA that can help overcome the fear of change? And how should they be sold? Following is a brief taxonomy (it's a taxonomy, to help organize SME support) of benefit-related subjects that might make the most sense, in creating the messages and organizing an initial "engagement plan" for evangelizing EA "from within". An EA "Sales Taxonomy" of sorts. We're not boiling the ocean here; the subjects that are included are ones that currently appear to be urgently relevant to the current Federal IT Investment landscape. Note that successful dialogue in these topics is directly usable as input or guidance for actually developing early-stage, "Fit-for-Purpose" (a DoDAF term) Enterprise Architecture artifacts, as prescribed by common methods found in most EA methodologies, including FEAF, TOGAF, DoDAF and our own Oracle Enterprise Architecture Framework (OEAF). The taxonomy below is organized by (1) Target Community, (2) Benefit or Value, and (3) EA Program Facet - as in: "Let's talk to (1: Community Member) about how and why (3: EA Facet) the EA program can help with (2: Benefit/Value)". Once the initial discussion targets and subjects are approved (that can be measured and reported), a "marketing and communications plan" can be created. A working example follows the Taxonomy. Transparency – risks, impact and resource utilization are illuminated quickly, comprehensively 2.5.4. Threats and Vulnerabilities – current, realistic awareness and profiles 2.5.5. Consequences – realization of risk can be mapped as a series of consequences, from earlier decisions or new decisions required for current issues 2.5.5.1. Unanticipated – illuminating signals of future or non-symmetric risk; helping to "future-proof" 2.5.5.2. Anticipated – discovering the level of impact that matters 3. EA Program Facet (What parts of the EA can and should be communicated, using business or mission terms?) 3.1. Architecture Models – the visual tools to be created and used 3.1.1. Operating Architecture – the Business Operating Model/Architecture elements of the EA truly drive all other elements, plus expose communication channels 3.1.2. Use Of – how can the EA models be used, and how are they populated, from a reasonable, pragmatic yet compliant perspective? What are the core/minimal models required? What's the relationship of these models, with existing system models? 3.1.3. Scope – what level of granularity within the models, and what level of abstraction across the models, is likely to be most effective and useful? 3.2. Traceability – the maturity, status, completeness of the tools 3.2.1. Status – what in fact is the degree of maturity across the integrated EA model and other relevant governance models, and who may already be benefiting from it? 3.2.2. Visibility – how does the EA visibly and effectively prove IT investment performance goals are being reached, with positive mission outcome? 3.3. Governance – what's the interaction, participation method; how are the tools used? 3.3.1. Contributions – how is the EA program informed, accept submissions, collect data? Who are the experts? 3.3.2. Review – how is the EA validated, against what criteria?  Taxonomy Usage Example:   1. To speak with: a. ...a particular set of System Owners Facing Strategic Change, via mandate (like the "Cloud First" mandate); about... b. ...how the EA program's visible and easily accessible Infrastructure Reference Model (i.e. "IRM" or "TRM"), if updated more completely with current system data, can... c. ...help shed light on ways to mitigate risks and avoid future costs associated with NOT leveraging potentially-available shared services across the enterprise... 2. ....the following Marketing & Communications (Sales) Plan can be constructed: a. Create an easy-to-read "Consequence Model" that illustrates how adoption of a cloud capability (like elastic operational storage) can enable rapid and durable compliance with the mandate – using EA traceability. Traceability might be from the IRM to the ARM (that identifies reusable services invoking the elastic storage), and then to the PRM with performance measures (such as % utilization of purchased storage allocation) included in the OMB Exhibits; and b. Schedule a meeting with the Program Owners, timed during their Acquisition Strategy meetings in response to the mandate, to use the "Consequence Model" for advising them to organize a rapid and relevant RFI solicitation for this cloud capability (regarding alternatives for sourcing elastic operational storage); and c. Schedule a series of short "Discovery" meetings with the system architecture leads (as agreed by the Program Owners), to further populate/validate the "As-Is" models and frame the "To Be" models (via scenarios), to better inform the RFI, obtain the best feedback from the vendor community, and provide potential value for and avoid impact to all other programs and systems. --end example -- Note that communications with the intended audience should take a page out of the standard "Search Engine Optimization" (SEO) playbook, using keywords and phrases relating to "value" and "outcome" vs. "compliance" and "output". Searches in email boxes, internal and external search engines for phrases like "cost avoidance strategies", "mission performance metrics" and "innovation funding" should yield messages and content from the EA team. This targeted, informed, practical sales approach should result in additional buy-in and participation, additional EA information contribution and model validation, development of more SMEs and quick "proof points" (with real-life testing) to bolster the case for EA. The proof point here is a successful, timely procurement that satisfies not only the external mandate and external oversight review, but also meets internal EA compliance/conformance goals and therefore is more transparently useful across the community. In short, if sold effectively, the EA will perform and be recognized. EA won’t therefore be used only for compliance, but also (according to a validated, stated purpose) to directly influence decisions and outcomes. In the policy file the properties include "ACL settings", "permission and file mode bits", and "Flags (additional permissions on object)". What is the difference between ACL settings and permissions for ext2 and ext3 filesystems, and what additional checking does the Flags property provide?

They all seem like they are just ways to tell the data where to go depending on what it is and where its coming from. What is the real difference? Is a properly configured firewall taking advantage of all three (Policy, NAT and Routes) or are they just three different ways to accomplish the same thing and you only need one of them?

  • Measuring Social Media Efforts

    So you're on the bandwagon and you've created a Facebook page, you're tweeting everyday, and maybe you've even got a YouTube channel. Now what? After you put any program in place, you need to measure, set new goals, then execute and this is no different. But how does one measure social media efforts? First, I guess we need some goals. Typical ones might be to acquire customers, engage them, then convert them. So that translates to: Increase Facebook fans and Twitter followers Increase comments/posting and retweets Increase redemption of offers via Facebook and Twitter Counting fans and followers is easy, and tracking the redemption of coupons isn't that hard either, but measuring engagement is a tough one. How do you know whether your fans are reading your posts, and whether your posts have any meaning to them? For Facebook, the fan page administrator has access to analytics called Facebook Insights. There you can check weekly metrics such as total fans, new fans, lost fans, demographics of fans, number of postings, numbers clicks, etc. Not nearly as comprehensive as Google Analytics, but well on its way. For Twitter, getting information is a little tougher. Again, its easy to track followers and you can use tools like TweetMeme to encourage and track retweets. An interesting website called WeFollow tries to measure influence for certain topics. For example, the top three influencers for the topic "retail" are retailweek, retailwire, and retailerdaily. Other notables are #10 BestBuy, #11 GapOfficial, #12 JeffPR, and #17 OracleRetail. I assume influence is calculated based on number of followers, number of retweets, frequency of tweets, and perhaps depth of dialogs. If you want to get serious about monitoring and measuring social marketing efforts, you'd be wise to invest in a strong tool. Several are listed on this wiki, including big ones like Radian6, Nielsen, Omniture, and Buzzient. Buzzient might be particularly interesting because its integrated with Oracle CRM OnDemand -- see the demo.     This article is a continuation of my previous entry where I explained how OIF/IdP leverages OAM to authenticate users at runtime: OIF/IdP internally forwards the user to OAM and indicates which Authentication Scheme should be used to challenge the user if needed OAM determine if the user should be challenged (user already authenticated, session timed out or not, session authentication level equal or higher than the level of the authentication scheme specified by OIF/IdP…) After identifying the user, OAM internally forwards the user back to OIF/IdP OIF/IdP can resume its operation In this article, I will discuss how OIF/IdP can be configured to map Federation Authentication Methods to OAM Authentication Schemes: When processing an Authn Request, where the SP requests a specific Federation Authentication Method with which the user should be challenged When sending an Assertion, where OIF/IdP sets the Federation Authentication Method in the Assertion Enjoy the reading! Overview The various Federation protocols support mechanisms allowing the partners to exchange information on: How the user should be challenged, when the SP/RP makes a request How the user was challenged, when the IdP/OP issues an SSO response When a remote SP partner redirects the user to OIF/IdP for Federation SSO, the message might contain data requesting how the user should be challenged by the IdP: this is treated as the Requested Federation Authentication Method. OIF/IdP will need to map that Requested Federation Authentication Method to a local Authentication Scheme, and then invoke OAM for user authentication/challenge with the mapped Authentication Scheme. OAM would authenticate the user if necessary with the scheme specified by OIF/IdP. Similarly, when an IdP issues an SSO response, most of the time it will need to include an identifier representing how the user was challenged: this is treated as the Federation Authentication Method. When OIF/IdP issues an Assertion, it will evaluate the Authentication Scheme with which OAM identified the user: If the Authentication Scheme can be mapped to a Federation Authentication Method, then OIF/IdP will use the result of that mapping in the outgoing SSO response: AuthenticationStatement in the SAML Assertion OpenID Response, if PAPE is enabled If the Authentication Scheme cannot be mapped, then OIF/IdP will set the Federation Authentication Method as the Authentication Scheme name in the outgoing SSO response: AuthenticationStatement in the SAML Assertion OpenID Response, if PAPE is enabled Mappings In OIF/IdP, the mapping between Federation Authentication Methods and Authentication Schemes has the following rules: One Federation Authentication Method can be mapped to several Authentication Schemes In a Federation Authentication Method <-> Authentication Schemes mapping, a single Authentication Scheme is marked as the default scheme that will be used to authenticate a user, if the SP/RP partner requests the user to be authenticated via a specific Federation Authentication Method An Authentication Scheme can be mapped to a single Federation Authentication Method Let’s examine the following example and the various use cases, based on the SAML 2.0 protocol: Mappings defined as: urn:oasis:names:tc:SAML:2.0:ac:classes:PasswordProtectedTransport mapped to LDAPScheme, marked as the default scheme used for authentication BasicScheme urn:oasis:names:tc:SAML:2.0:ac:classes:X509 mapped to X509Scheme, marked as the default scheme used for authentication Use cases: SP sends an AuthnRequest specifying urn:oasis:names:tc:SAML:2.0:ac:classes:X509 as the RequestedAuthnContext: OIF/IdP will authenticate the use with X509Scheme since it is the default scheme mapped for that method. SP sends an AuthnRequest specifying urn:oasis:names:tc:SAML:2.0:ac:classes:PasswordProtectedTransport as the RequestedAuthnContext: OIF/IdP will authenticate the use with LDAPScheme since it is the default scheme mapped for that method, not the BasicScheme SP did not request any specific methods, and user was authenticated with BasisScheme: OIF/IdP will issue an Assertion with urn:oasis:names:tc:SAML:2.0:ac:classes:PasswordProtectedTransport as the FederationAuthenticationMethod SP did not request any specific methods, and user was authenticated with LDAPScheme: OIF/IdP will issue an Assertion with urn:oasis:names:tc:SAML:2.0:ac:classes:PasswordProtectedTransport as the FederationAuthenticationMethod SP did not request any specific methods, and user was authenticated with BasisSessionlessScheme: OIF/IdP will issue an Assertion with BasisSessionlessScheme as the FederationAuthenticationMethod, since that scheme could not be mapped to any Federation Authentication Method (in this case, the administrator would need to correct that and create a mapping) Configuration Mapping Federation Authentication Methods to OAM Authentication Schemes is protocol dependent, since the methods are defined in the various protocols (SAML 2.0, SAML 1.1, OpenID 2.0). As such, the WLST commands to set those mappings will involve: Either the SP Partner Profile and affect all Partners referencing that profile, which do not override the Federation Authentication Method to OAM Authentication Scheme mappings Or the SP Partner entry, which will only affect the SP Partner It is important to note that if an SP Partner is configured to define one or more Federation Authentication Method to OAM Authentication Scheme mappings, then all the mappings defined in the SP Partner Profile will be ignored. Authentication Schemes As discussed in the previous article, during Federation SSO, OIF/IdP will internally forward the user to OAM for authentication/verification and specify which Authentication Scheme to use. OAM will determine if a user needs to be challenged: If the user is not authenticated yet If the user is authenticated but the session timed out If the user is authenticated, but the authentication scheme level of the original authentication is lower than the level of the authentication scheme requested by OIF/IdP So even though an SP requests a specific Federation Authentication Method to be used to challenge the user, if that method is mapped to an Authentication Scheme and that at runtime OAM deems that the user does not need to be challenged with that scheme (because the user is already authenticated, session did not time out, and the session authn level is equal or higher than the one for the specified Authentication Scheme), the flow won’t result in a challenge operation. That makes it all the more important for practitioners to have a common understanding of the various types of functional testing referenced in the method, and to use the proper terminology when communicating with each other about testing activities.   • AWS: setting up auto-scale for EC2 instances

But you can get the auto-scale part by configuring an auto-scaling group for your EC2 instance. This is a step-by-step guide, that shows you how to create the auto-scaling configuration, which for EC2 you need to do with the command line, and then link your scaling policies to CloudWatch alarms in the Web console. I’m using queue size as my metric for CloudWatch,  which is a good fit if your background workers are pulling messages from a queue and processing them.  If the queue is getting too big, the “high” alarm will fire and spin up a new instance to share the workload. If the queue is draining down, the “low” alarm will fire and shut down one of the instances. To start with, you need to manually set up your app in an EC2 VM, for a background worker that would mean hosting your code in a Windows Service (I always use Topshelf). If you’re dual-running Azure and AWS, then you can isolate your logic in one library, with a generic entry point that has Start() and Stop()  functions, so your Worker Role and Windows Service are essentially using the same code. When you have your instance set up with the Windows Service running automatically, and you’ve tested it starts up and works properly from a reboot, shut the machine down and take an image of the VM, using Create Image (EBS AMI) from the Web Console: When that completes, you’ll have your own AMI which you can use to spin up new instances, and you’re ready to create your auto-scaling group. You need to dip into the command-line tools for this, so follow this guide to set up the AWS autoscale command line tool. Now we’re ready to go. 1. Create a launch configuration This launch configuration tells AWS what to do when a new instance needs to be spun up. You create it with the as-create-launch-config command, which looks like this: as-create-launch-config sc-xyz-launcher # name of the launch config --image-id ami-7b9e9f12 # id of the AMI you extracted from your VM --region eu-west-1 # which region the new instance gets created in --instance-type t1.micro # size of the instance to create --group quicklaunch-1 #security group for the new instance 2. Create an auto-scaling group The auto-scaling group links to the launch config, and defines the overall configuration of the collection of instances: as-create-auto-scaling-group sc-xyz-asg # auto-scaling group name --region eu-west-1 # region to create in --launch-configuration sc-xyz-launcher # name of the launch config to invoke for new instances --min-size 1 # minimum number of nodes in the group --max-size 5 # maximum number of nodes in the group --default-cooldown 300 # period to wait (in seconds) after each scaling event, before checking if another scaling event is required --availability-zones eu-west-1a eu-west-1b eu-west-1c # which availability zones you want your instances to be allocated in – multiple entries means EC@ will use any of them 3. Create a scale-up policy The policy dictates what will happen in response to a scaling event being triggered from a “high” alarm being breached. It links to the auto-scaling group; this sample results in one additional node being spun up: as-put-scaling-policy scale-up-policy # policy name -g sc-psod-woker-asg # auto-scaling group the policy works with --adjustment 1 # size of the adjustment --region eu-west-1 # region --type ChangeInCapacity # type of adjustment, this specifies a fixed number of nodes, but you can use PercentChangeInCapacity to make an adjustment relative to the current number of nodes, e.g. increasing by 50% 4. Create a scale-down policy The policy dictates what will happen in response to a scaling event being triggered from a “low” alarm being breached. It links to the auto-scaling group; this sample results in one node from the group being taken offline: as-put-scaling-policy scale-down-policy -g sc-psod-woker-asg "--adjustment=-1" # in Windows, use double-quotes to surround a negative adjustment value –-type ChangeInCapacity --region eu-west-1 5. Create a “high” CloudWatch alarm We’re done with the command line now. In the Web Console, open up the CloudWatch view and create a new alarm. This alarm will monitor your metrics and invoke the scale-up policy from your auto-scaling group, when the group is working too hard. Configure your metric – this example will fire the alarm if there are more than 10 messages in my queue for over a minute: Then link the alarm to the scale-up policy in your group: 6. Create a “low” CloudWatch alarm The opposite of step 4, this alarm will trigger when the instances in your group don’t have enough work to do (e.g fewer than 2 messages in the queue for 1 minute), and will invoke the scale-down policy. And that’s it. You don’t need your original VM as the auto-scale group has a minimum number of nodes connected. You can test out the scaling by flexing your CloudWatch metric – in this example, filling up a queue from a  stub publisher – and watching AWS create new nodes as required, then stopping the publisher and watch AWS kill off the spare nodes.

  • “Cloud Integration in Minutes” – True or False?

    The short answer is “yes”. Connecting on-premise and cloud applications “in minutes” is true…provided you only consider the connectivity subset of integration and have a small number of cloud integration touch points. At the recent Gartner AADI conference, 230 attendees filled up the Oracle session to get a more comprehensive answer to this question. During the session, titled “Simplifying Integration – The Cloud & Mobile Pre-requisite”, Oracle’s Tim Hall described cloud connectivity and then, equally importantly, the other essential and sometimes overlooked aspects of integration required to ensure a long term application and service integration strategy. To understand the challenges and opportunities faced by cloud integration, the session started off with a slide that describes how connectivity can quickly transition from simplicity to complexity as the number of applications and service vendor instances grows: Increased complexity puts increased demand on the integration platform As companies expand from on-premise applications into a hybrid on-premise/cloud infrastructure with support for mobile, cloud, and social, there is a new sense of urgency to implement a unified and comprehensive service integration platform. Without getting this unified platform in place, companies face increased complexity and cost managing a growing patchwork of niche integration toolsets as well as the disparate standards mandated by each SaaS vendor as shown in the image below: dddddddddddddddddddd Incomplete and overlapping offerings from a patchwork of niche vendors Also at Gartner AADI, Oracle SOA Suite customer Geeta Pyne, Director of Middleware at BMC presented their successful strategy on how BMC efficiently manages their cloud integration despite disparate requirements from each vendor. From one of Geeta’s slide: Interfaces are dictated by SaaS vendors; wide variety (SOAP, REST, Socket, HTTP/POX, SFTP); Flexibility of Oracle Service Bus/SOA Suite helps to support Every vendor has their way to handle Security; WS-Security, Custom Header; Support in Oracle Service Bus helps to adhere to disparate requirements At BMC, the flexibility of Oracle Service Bus and Oracle SOA Suite allowed them to support the wide variation in the functional requirements as mandated by their SaaS vendors. In contrast to the patchwork platform approach of escalating complexity from overlapping SaaS toolkits, Oracle’s strategy is to provide a unified platform to support disparate requirements from your SaaS vendors, on-premise apps, legacy apps, and more. Furthermore, Oracle SOA Suite includes the many aspects of comprehensive integration beyond basic connectivity including orchestration, analytics (BAM, events…), service virtualization and more in a single unified interface. Oracle SOA Suite – Unified and comprehensive To summarize, yes you can achieve “cloud integration in minutes” when considering the connectivity subset of integration but be sure to look for ways to simplify as you consider a more comprehensive view of integration beyond basic connectivity such as service virtualization, management, event processing and more. And finally, be sure your integration platform has the deep flexibility to handle the requirements of all your future SaaS applications…many of which are unknown to you now.

  • Cloud Application Management for Platforms

    Today Oracle, along with CloudBees, Cloudsoft, Huawei, Rackspace, Red Hat, and Software AG, published the Cloud Application Management for Platforms (CAMP) specification. This spec deals with application management in the context of PaaS. It defines a model (consisting of a set resources and their relationships), a REST-based API for manipulating that model, and a packaging format for getting applications (and their attendant metadata) into and out of the platform. My colleague, Mark Carlson, has already provided an excellent writeup on the spec here. The following, additional points bear emphasizing: CAMP is language, framework and platform neutral; it should be equally applicable to the task of deploying and managing Ruby on Rails applications as Java/Spring applications (as Node.js applications, etc.) CAMP only covers the interactions between a Cloud Consumer and a Cloud Provider (using the definitions of these terms provided in the NIST Cloud Computing Reference Architecture). The internal APIs used by the Cloud Provider to, for example, deploy additional platform services (e.g. a new message queuing service) are out of CAMP's scope. CAMP supports the management of the entire lifecycle of the application (e.g. start/stop, suspend/resume, etc.) not just the deployment of the components that make up the application. Complexity is the antithesis of interoperability. One of CAMP's goals is to be as broadly interoperable as possible. To this end, the authors of CAMP tried to "make things as simple as possible, but no simpler". For example, JSON is the only serialization format used in the spec (although Providers can extend this to support additional serialization formats such as XML). It remains to be seen whether we can preserve this simplicity as the spec is processed by OASIS. So far, those who have indicated an interest in collaborating on the spec seem to be of a like mind with regards to the need for simplicity. The flip side to simplicity is the knowledge that you undoubtedly missed something that is important to someone. To make up for this, CAMP is designed to be extensible. The idea is to ship what we know will work, allow implementers to extend the spec, then re-factor the spec to incorporate the most popular extensions. Anyone interested in this effort, particularly those of you using PaaS-level services, is encouraged to join the forthcoming OASIS TC. As you may have noticed, CAMP is a bit of a departure from some of the more monolithic management standards that have preceded it. The idea is to develop simple, discrete standards targeted to address specific interoperability and portability problems and tie these standards together with common patterns based on REST and HATEOAS.   • Create a Social Community of Trust Along With Your Federal Digital Services Governance

    The Digital Services Governance Recommendations were recently released, supporting the US Federal Government's Digital Government Strategy Milestone Action #4.2 to establish agency-wide governance structures for developing and delivering digital services. Figure 1 - From: "Digital Services Governance Recommendations" While extremely important from a policy and procedure perspective within an Agency's information management and communications enterprise, these recommendations only very lightly reference perhaps the most important success enabler - the "Trusted Community" required for ultimate usefulness of the services delivered. By "ultimate usefulness", I mean the collection of public, transparent properties around government information and digital services that include social trust and validation, social reach, expert respect, and comparative, standard measures of relative value. In other words, do the digital services meet expectations of the public, social media ecosystem (people AND machines)? A rigid governance framework, controlling by rules, policies and roles the creation and dissemination of digital services may meet the expectations of direct end-users and most stakeholders - including the agency information stewards and security officers. All others who may share comments about the services, write about them, swap or review extracts, repackage, visualize or otherwise repurpose the output for use in entirely unanticipated, social ways - these "stakeholders" will not be governed, but may observe guidance generated by a "Trusted Community". As recognized members of the trusted community, these stakeholders may ultimately define the right scope and detail of governance that all other users might observe, promoting and refining the usefulness of the government product as the social ecosystem expects. So, as part of an agency-centric governance framework, it's advised that a flexible governance model be created for stewarding a "Community of Trust" around the digital services. The first steps follow the approach outlined in the Recommendations: Step 1: Gather a Core Team In addition to the roles and responsibilities described, perhaps a set of characteristics and responsibilities can be developed for the "Trusted Community Steward/Advocate" - i.e. a person or team who (a) are entirely cognizant of and respected within the external social media communities, and (b) are trusted both within the agency and outside as practical, responsible, non-partisan communicators of useful information. The may seem like a standard Agency PR/Outreach team role - but often an agency or stakeholder subject matter expert with a public, active social persona works even better. Step 2: Assess What You Have In addition to existing, agency or stakeholder decision-making bodies and assets, it's important to take a PR/Marketing view of the social ecosystem. How visible are the services across the social channels utilized by current or desired constituents of your agency? What's the online reputation of your agency and perhaps the service(s)? Is Search Engine Optimization (SEO) a facet of external communications/publishing lifecycles? Who are the public champions, instigators, value-adders for the digital services, or perhaps just influential "communicators" (i.e. with no stake in the game)? You're essentially assessing your market and social presence, and identifying the actors (including your own agency employees) in the existing community of trust. Step 3: Determine What You Want The evolving Community of Trust will most readily absorb, support and provide feedback regarding "Core Principles" (Element B of the "six essential elements of a digital services governance structure") shared by your Agency, and obviously play a large, though probably very unstructured part in Element D "Stakeholder Input and Participation". Plan for this, and seek input from the social media community with respect to performance metrics - these should be geared around the outcome and growth of the trusted communities actions. How big and active is this community? What's the influential reach of this community with respect to particular messaging or campaigns generated by the Agency? What's the referral rate TO your digital services, FROM channels owned or operated by members of this community? (this requires governance with respect to content generation inclusive of "markers" or "tags"). At this point, while your Agency proceeds with steps 4 ("Build/Validate the Governance Structure") and 5 ("Share, Review, Upgrade"), the Community of Trust might as well just get going, and start adding value and usefulness to the existing conversations, existing data services - loosely though directionally-stewarded by your trusted advocate(s). Why is this an "Enterprise Architecture" topic? Because it's increasingly apparent that a Public Service "Enterprise" is not wholly contained within Agency facilities, firewalls and job titles - it's also manifested in actual, perceived or representative forms outside the walls, on the social Internet. An Agency's EA model and resulting investments both facilitate and are impacted by the "Social Enterprise". At Oracle, we're very active both within our Enterprise and outside, helping foster social architectures that enable truly useful public services, digital or otherwise.

  • Refreshing imported MySQL data with MySQL for Excel

    Welcome to another blog post from the MySQL for Excel Team. Today we're going to talk about a new feature included since MySQL for Excel 1.3.0, you can install the latest GA or maintenance version using the MySQL Installer or optionally you can download directly any GA or non-GA version from the MySQL Developer Zone.As some users suggested in our forums we should be maintaining the link between tables and Excel not only when editing data through the Edit MySQL Data option, but also when importing data via Import MySQL Data. Before 1.3.0 this process only provided you with an offline copy of the Table's data into Excel and you had no way to refresh that information from the DB later on. Now, with this new feature we'll show you how easy is to work with the latest available information at all times. This feature is transparent to you (it doesn't require additional steps to work as long as the users had the Create an Excel Table for the imported MySQL table data option enabled. To ensure you have this option checked, click over Advanced Options... after the Import Data dialog is displayed). The current blog post assumes you already know how to import data into excel, you could always take a look at our previous post How To - Guide to Importing Data from a MySQL Database to Excel using MySQL for Excel if you need further reference on that topic. After importing Data from a MySQL Table into Excel, you can refresh the data in 3 ways.1. Simply right click over the range of the imported data, to show the pop-up menu: Click over the Refresh button to obtain the latest copy of the data in the table. 2. Click the Refresh button on the Data ribbon: 3. Click the Refresh All button in the Data ribbon (beware this will refresh all Excel tables in the Workbook): Please take a note of a couple of details here, the first one is about the size of the table. If by the time you refresh the table new columns had been added to it, and you originally have imported all columns, the table will grow to the right. The same applies to rows, if the table has new rows and you did not limit the results , the table will grow to to the bottom of the sheet in Excel. The second detail you should take into account is this operation will overwrite any changes done to the cells after the table was originally imported or previously refreshed: Now with this new feature, imported data remains linked to the data source and is available to be updated at all times. It empowers the user to always be able to work with the latest version of the imported MySQL data. We hope you like this this new feature and give it a try!
