  • The Virtues and Challenges of Implementing Basel III: What Every CFO and CRO Needs To Know

    The Basel Committee on Banking Supervision (BCBS) is a group tasked with providing thought-leadership to the global banking industry.  Over the years, the BCBS has released volumes of guidance in an effort to promote stability within the financial sector.  By effectively communicating best-practices, the Basel Committee has influenced financial regulations worldwide.  Basel regulations are intended to help banks: More easily absorb shocks due to various forms of financial-economic stress Improve risk management and governance Enhance regulatory reporting and transparency In June 2011, the BCBS released Basel III: A global regulatory framework for more resilient banks and banking systems.  This new set of regulations included many enhancements to previous rules and will have both short and long term impacts on the banking industry.  Some of the key features of Basel III include: A stronger capital base More stringent capital standards and higher capital requirements Introduction of capital buffers  Additional risk coverage Enhanced quantification of counterparty credit risk Credit valuation adjustments  Wrong  way risk  Asset Value Correlation Multiplier for large financial institutions Liquidity management and monitoring Introduction of leverage ratio Even more rigorous data requirements To implement these features banks need to embark on a journey replete with challenges. These can be categorized into three key areas: Data, Models and Compliance. Data Challenges Data quality - All standard dimensions of Data Quality (DQ) have to be demonstrated.  Manual approaches are now considered too cumbersome and automation has become the norm. Data lineage - Data lineage has to be documented and demonstrated.  The PPT / Excel approach to documentation is being replaced by metadata tools.  Data lineage has become dynamic due to a variety of factors, making static documentation out-dated quickly.  Data dictionaries - A strong and clean business glossary is needed with proper identification of business owners for the data.  Data integrity - A strong, scalable architecture with work flow tools helps demonstrate data integrity.  Manual touch points have to be minimized.   Data relevance/coverage - Data must be relevant to all portfolios and storage devices must allow for sufficient data retention.  Coverage of both on and off balance sheet exposures is critical.   Model Challenges Model development - Requires highly trained resources with both quantitative and subject matter expertise. Model validation - All Basel models need to be validated. This requires additional resources with skills that may not be readily available in the marketplace.  Model documentation - All models need to be adequately documented.  Creation of document templates and model development processes/procedures is key. Risk and finance integration - This integration is necessary for Basel as the Allowance for Loan and Lease Losses (ALLL) is calculated by Finance, yet Expected Loss (EL) is calculated by Risk Management – and they need to somehow be equal.  This is tricky at best from an implementation perspective.  Compliance Challenges Rules interpretation - Some Basel III requirements leave room for interpretation.  A misinterpretation of regulations can lead to delays in Basel compliance and undesired reprimands from supervisory authorities. Gap identification and remediation - Internal identification and remediation of gaps ensures smoother Basel compliance and audit processes.  However business lines are challenged by the competing priorities which arise from regulatory compliance and business as usual work.  Qualification readiness - Providing internal and external auditors with robust evidence of a thorough examination of the readiness to proceed to parallel run and Basel qualification  In light of new regulations like Basel III and local variations such as the Dodd Frank Act (DFA) and Comprehensive Capital Analysis and Review (CCAR) in the US, banks are now forced to ask themselves many difficult questions.  For example, executives must consider: How will Basel III play into their Risk Appetite? How will they create project plans for Basel III when they haven’t yet finished implementing Basel II? How will new regulations impact capital structure including profitability and capital distributions to shareholders? After all, new regulations often lead to diminished profitability as well as an assortment of implementation problems as we discussed earlier in this note.  However, by requiring banks to focus on premium growth, regulators increase the potential for long-term profitability and sustainability.  And a more stable banking system: Increases consumer confidence which in turn supports banking activity  Ensures that adequate funding is available for individuals and companies Puts regulators at ease, allowing bankers to focus on banking Stability is intended to bring long-term profitability to banks.  Therefore, it is important that every banking institution takes the steps necessary to properly manage, monitor and disclose its risks.  This can be done with the assistance and oversight of an independent regulatory authority.  A spectrum of banks exist today wherein some continue to debate and negotiate with regulators over the implementation of new requirements, while others are simply choosing to embrace them for the benefits I highlighted above.   • Content in Context: The right medicine for your business applications

    For many of you, your companies have already invested in a number of applications that are critical to the way your business is run. HR, Payroll, Legal, Accounts Payable, and while they might need an upgrade in some cases, they are all there and handling the lifeblood of your business. But are they really running as efficiently as they could be? For many companies, the answer is no. The problem has to do with the important information caught up within documents and paper. It’s everywhere except where it truly needs to be – readily available right within the context of the application itself. When the right information cannot be easily found, business processes suffer significantly. The importance of this recently struck me when I recently went to meet my new doctor and get a routine physical. Walking into the office lobby, I couldn't help but notice rows and rows of manila folders in racks from floor to ceiling, filled with documents and sensitive, personal information about various patients like myself.  As I looked at all that paper and all that history, two things immediately popped into my head.  “How do they find anything?” and then the even more alarming, “So much for information security!” It sure looked to me like all those documents could be accessed by anyone with a key to the building. Now the truth is that the offices of many general practitioners look like this all over the United States and the world.  But it had me thinking, is the same thing going on in just about any company around the world, involving a wide variety of important business processes? Probably so. Think about all the various processes going on in your company right now. Invoice payments are being processed through Accounts Payable, contracts are being reviewed by Procurement, and Human Resources is reviewing job candidate submissions and doing background checks. All of these processes and many more like them rely on access to forms and documents, whether they are paper or digital. Now consider that it is estimated that employee’s spend nearly 9 hours a week searching for information and not finding it. That is a lot of very well paid employees, spending more than one day per week not doing their regular job while they search for or re-create what already exists. Back in the doctor’s office, I saw this trend exemplified as well. First, I had to fill out a new patient form, even though my previous doctor had transferred my records over months previously. After filling out the form, I was later introduced to my new doctor who then interviewed me and asked me the exact same questions that I had answered on the form. I understand that there is value in the interview process and it was great to meet my new doctor, but this simple process could have been so much more efficient if the information already on file could have been brought directly together with the new patient information I had provided. Instead of having a highly paid medical professional re-enter the same information into the records database, the form I filled out could have been immediately scanned into the system, associated with my previous information, discrepancies identified, and the entire process streamlined significantly. We won’t solve the health records management issues that exist in the United States in this blog post, but this example illustrates how the automation of information capture and classification can eliminate a lot of repetitive and costly human entry and re-creation, even in a simple process like new patient on-boarding. In a similar fashion, by taking a fresh look at the various processes in place today in your organization, you can likely spot points along the way where automating the capture and access to the right information could be significantly improved. As you evaluate how content-process flows through your organization, take a look at how departments and regions share information between the applications they are using. Business applications are often implemented on an individual department basis to solve specific problems but a holistic approach to overall information management is not taken at the same time. The end result over the years is disparate applications with separate information repositories and in many cases these contain duplicate information, or worse, slightly different versions of the same information. This is where Oracle WebCenter Content comes into the story. More and more companies are realizing that they can significantly improve their existing application processes by automating the capture of paper, forms and other content. This makes the right information immediately accessible in the context of the business process and making the same information accessible across departmental systems which has helped many organizations realize significant cost savings.   • Eloqua Experience 2013: Mystique, Modern Marketing and Masterful Engagement

I can’t think of a better example of modern marketing in action than what more than 2,000 people experienced in San Francisco at #EE13; customer-obsession, multichannel content, and real-time engagement all coming together at one extraordinary event. This was my first Eloqua Experience as a new Oracle Eloqua employee. In weeks prior, I heard about the mystique but didn’t know what to expect. It also quickly provides users with historical metrics across different time spans and conditions. Eloqua AppCloud: More than 20 new AppCloud partners have been added to the community, which now includes 100+ apps. Eloqua AppCloud now provides modern marketers with an even broader range of marketing applications that help expand and enrich sales and marketing efforts; easily accessible in the Topliners Community. Social Capabilities: Recent integration between Oracle Eloqua and Oracle Social Relationship Management (SRM) deliver a comprehensive, scalable and integrated modern marketing solution. New capabilities include better tracking of social activities for a more complete customer profile. However, my events seem to have no effect. This web service must dlls of .NET Framework 3.5 (I have error about System.Linq using when I try to browse the web site) The only place I found where it is possible to change .NET Framework version is application pools management, but The only two options I have are: no management code and .NET Framework 2. In add/remove programs I have .NET Framework 3.5 installed and event does to it repair and iisreset, but I still have only to options in application pools management. Any ideas? Thank you for ahead.

    I've got 3 (and potentially more) web servers hosting the same content (fronted by a load balancer). Thus, I need to make sure that files on these web servers are the same. It appears that csync2 in combination with lsyncd is able to do synchronize a cluster of nodes, but according to this article there's a problem with cyclic events in such a setup. In other words, the author writes that a file change on one machine would trigger a replication event to other machines, which again would trigger a replication event back to the original machine. It appears that this is a consequence of the setup which uses lsyncd (and inotify) to catch file modification events and from there trigger csync2 to replicate the file tree. Does anyone have experience with lsyncd in combination with csync2. Have you had trouble with cyclic events?

    I have a GlassFish v3 app server running on 64-bit Debian Lenny. Everything is running fine, except I would like to monitor GF's JVM instance with SNMP. However, every time I try to enable it by adding the following <jvm-options> in domain.xml: -Dcom.sun.management.snmp.port=10161 -Dcom.sun.management.snmp.acl.file=/path/to/snmp.acl -Dcom.sun.management.snmp.interface=127.0.0.1 GlassFish refuses to start: $ asadmin start-domain Waiting for DAS to start .Error starting domain: default. The server exited prematurely with exit code 1. Command start-domain failed. $ There is also nothing illuminating (well, really nothing at all) in jvm.log or server.log. The snmp.acl file contains: acl = { { communities = public access = read-only managers = localhost } } and is chmod 600 (I know this is not the problem because it will actually fail with an error about the permissions if it is set to anything other than 600) $ java -version java version "1.6.0_0" OpenJDK Runtime Environment (build 1.6.0_0-b11) OpenJDK 64-Bit Server VM (build 1.6.0_0-b11, mixed mode)

  • Getting rid of Plesk on a VPS

    I've been using a relatively expensive VPS for hosting about 30 domains and I want to migrate to a cheaper one, without Plesk. Both use CentOS. My users will not care, they don't use Plesk anyway. But I will not be able to use it for creating new virtual hosts, FTP accounts etc. I'm not a commandline guru, esp. not in a server environment. Is there a free Plesk alternative for these purposes? I need to: Create a new virtual host with it's own FTP account Setup some basic FTP quota I don't need: DNS management (the new VPS service has an external DNS management GUI) Mail server management (I use Google Apps) Any suggestions welcome, from Plesk alternatives to "RTFM" or links to tutorials.

  • Is ODBC on Windows 2003 slower than on Windows 7?

    I am seeing some MSSQL 2005 performance issues, and I am trying to diagnose the cause. I am using SQL profiler to gather query execution times. Both the client (using ODBC), and the SQL server are running on Windows 2003. I am also using Windows 7 (client) with a different Windows 2003 server to compare results. Windows 7 client / Windows 2003 server: SQL management studio: 393ms Through ODBC: 215ms Windows 2003 client: SQL management studio: approx 155ms Through ODBC: 3145ms ... in both cases, I'm running SQL management studio on the client. To me, these figures suggest there's something wrong with the ODBC client on the Windows 2003 server. On Windows, I see that the ODBC "SQL Server" driver is version 6.01.7600.16385 but on Windows 2003, it is 2000.86.3959.00 (by default). Could this be the problem? Is it possible to update an ODBC driver?

  • How to resolve "HTTP/1.1 403 Forbidden" errors from iCal/CalDAV server after upgrade to Snow Leopard Server?

    We recently upgraded our Open Directory Master & Replica to Mac OS X 10.6.4 Snow Leopard Server. We had a mismatched server FQDN & LDAP Search Base/Kerberos Realm, so we exported all users & groups, created the new Open Directory Master w/matching FQDN & Search Base/Realm, reimported users & groups, and re-bound all servers & workstations to the new OD Master. At the same time as all of this, we upgraded our iCal/CalDAV server to Mac OS X 10.6.4 Snow Leopard Server. Ever since doing so, we've seen the following issues with our iCal/CalDAV server and iCal clients on both Mac OS X 10.5 Leopard & Mac OS X 10.6: If a user attempts to move or delete an event (single or repeating) that was created prior to the upgrade to 10.6 Server, they get the following error: Access to "blah" in "blah" in account "blah" is not permitted. The server responded: "HTTP/1.1 403 Forbidden" to operation CalDAVWriteEntityQueueableOperation. New users added to the directory get the following error when attempting to add their account to in iCal's preferences: The user "blah" has no configured pricipals. Confirm with your network administrator that your account has at least one CalDAV principal configured. Interestingly, we've since discovered that users seem to be able to delete individual events from an old repeating event without error, but that's a massive amount of work to get rid of a repeating event. I will note that we have not yet added an SRV record in DNS as instructed on page 19 of iCal_Server_Admin_v10.6.pdf. Further Investigation: In this particular case, a user is attempting to decline repeating events created prior to the upgrade to Snow Leopard Server. Granting the user full write access with sudo calendarserver_manage_principals --add-write-proxy users:user1 users:user2 (which did work) doesn't allow deletion of the events. Still get the usual error: Access to "blah blah" in "blah blah" in account "blah blah" is not permitted. The server responded: "HTTP/1.1 403 Forbidden" to operation CalDAVWriteEntityQueueableOperation. I did delete the one for the organizer's calendars and it took longer to process the attempted event delete while it rebuilt the database, but still errored out in the end. I see lots of questions about this in my Google searches, but not solutions and this is a widespread problem on our iCal Server. Now, we mostly try to get users to ignore them (hence the amount of time this question has been open), but every now and then I dig in deeper trying to find the culprit and/or solution.

    I maintain a small web site and people can send an email to request information about new events. I would like to automate the process of updating people about new events via email. Is there some easy existing software package to do this? Where I can configure events with a date/description/etc... and have mails get sent automatically? The alternative is to build a MySql database and have some python script in a cron job that does it. I'd like to know if this is a solved problem though. I'm running on a shared host (dreamhost if it matters)

    Environment: Exchange 2007 sp3 (2003 sp2 mixed mode) Visual Studio 2008, .Net 3.5 Hello, I'm working with an Exchange powershell move-mailbox cmdlet and have noted when I do so from the Exchange Management shell (using the Verbose switch) there is a ton of real-time information provided. To provide a little context, I'm attempting to create a UI application that moves mailboxes similarly to the Exchange Management Console but desire to support an input file and specific server/database destinations for each entry (and threading). Here's roughly what I have at present but I'm not sure if there is an event I need to register for or what... And to be clear, I desire to get this information in real-time so I may update my UI to reflect what's occurring in the move sequence for the appropriate user (pretty much like the native functionality offered in the Management Console). And in case you are wondering, the reason why I'm not content with the Management Console functionality is, I have an algorithm which I'm using to balance users depending on storage limit, Blackberry use, journaling, exception mailbox size etc which demands user be mapped to specific locations... and I do not desire to create many/several move groups for each common destination or to hunt for lists of users individually through the management console UI. I can not seem to find any good documentation or examples of how to tie into reading the verbose messages that are provided within the console using C# (I see value in being able to read this kind of information in many different scenarios). I've explored the Invoke and InvokeAsync methods and the StateChanged & DataReady events but none of these seem to provide the information (verbose comments) that I'm after. Any direction or examples that can be provided will be very appreciated!   • Muti-Schema Privileges for a Table Trigger in an Oracle Database

    I'm trying to write a table trigger which queries another table that is outside the schema where the trigger will reside. Is this possible? It seems like I have no problem querying tables in my schema but I get: Error: ORA-00942: table or view does not exist when trying trying to query tables outside my schema. EDIT My apologies for not providing as much information as possible the first time around. I was under the impression this question was more simple. I'm trying create a trigger on a table that changes some fields on a newly inserted row based on the existence of some data that may or may not be in a table that is in another schema. The user account that I'm using to create the trigger does have the permissions to run the queries independently. In fact, I've had my trigger print the query I'm trying to run and was able to run it on it's own successfully. I should also note that I'm building the query dynamically by using the EXECUTE IMMEDIATE statement. The account I'm using (ME) is given privileges to the involved tables via the schema users themselves. For example (USER_TAB_PRIVS): GRANTOR GRANTEE TABLE_SCHEMA TABLE_NAME PRIVILEGE GRANTABLE HIERARCHY MAIN_SCHEMA ME MAIN_SCHEMA EVENTS DELETE NO NO MAIN_SCHEMA ME MAIN_SCHEMA EVENTS INSERT NO NO MAIN_SCHEMA ME MAIN_SCHEMA EVENTS SELECT NO NO MAIN_SCHEMA ME MAIN_SCHEMA EVENTS UPDATE NO NO OTHER_SCHEMA_X ME OTHER_SCHEMA_X TARGET_TBL SELECT NO NO And I have the following system privileges (USER_SYS_PRIVS): USERNAME PRIVILEGE ADMIN_OPTION ME ALTER ANY TRIGGER NO ME CREATE ANY TRIGGER NO ME UNLIMITED TABLESPACE NO And this is what I found in the Oracle documentation: To create a trigger in another user's schema, or to reference a table in another schema from a trigger in your schema, you must have the CREATE ANY TRIGGER system privilege. With this privilege, the trigger can be created in any schema and can be associated with any user's table. In addition, the user creating the trigger must also have EXECUTE privilege on the referenced procedures, functions, or packages. Here: Oracle Doc So it looks to me like this should work, but I'm not sure about the "EXECUTE privilege" it's referring to in the doc.
