  • Selling Federal Enterprise Architecture (EA)

    Selling Federal Enterprise Architecture A taxonomy of subject areas, from which to develop a prioritized marketing and communications plan to evangelize EA activities within and among US Federal Government organizations and constituents. Any and all feedback is appreciated, particularly in developing and extending this discussion as a tool for use – more information and details are also available. "Selling" the discipline of Enterprise Architecture (EA) in the Federal Government (particularly in non-DoD agencies) is difficult, notwithstanding the general availability and use of the Federal Enterprise Architecture Framework (FEAF) for some time now, and the relatively mature use of the reference models in the OMB Capital Planning and Investment (CPIC) cycles. EA in the Federal Government also tends to be a very esoteric and hard to decipher conversation – early apologies to those who agree to continue reading this somewhat lengthy article. Alignment to the FEAF and OMB compliance mandates is long underway across the Federal Departments and Agencies (and visible via tools like PortfolioStat and ITDashboard.gov – but there is still a gap between the top-down compliance directives and enablement programs, and the bottom-up awareness and effective use of EA for either IT investment management or actual mission effectiveness. "EA isn't getting deep enough penetration into programs, components, sub-agencies, etc.", verified a panelist at the most recent EA Government Conference in DC. Newer guidance from OMB may be especially difficult to handle, where bottom-up input can't be accurately aligned, analyzed and reported via standardized EA discipline at the Agency level – for example in addressing the new (for FY13) Exhibit 53D "Agency IT Reductions and Reinvestments" and the information required for "Cloud Computing Alternatives Evaluation" (supporting the new Exhibit 53C, "Agency Cloud Computing Portfolio"). Therefore, EA must be "sold" directly to the communities that matter, from a coordinated, proactive messaging perspective that takes BOTH the Program-level value drivers AND the broader Agency mission and IT maturity context into consideration. Selling EA means persuading others to take additional time and possibly assign additional resources, for a mix of direct and indirect benefits – many of which aren't likely to be realized in the short-term. This means there's probably little current, allocated budget to work with; ergo the challenge of trying to sell an "unfunded mandate". Also, the concept of "Enterprise" in large Departments like Homeland Security tends to cross all kinds of organizational boundaries – as Richard Spires recently indicated by commenting that "...organizational boundaries still trump functional similarities. Most people understand what we're trying to do internally, and at a high level they get it. The problem, of course, is when you get down to them and their system and the fact that you're going to be touching them...there's always that fear factor," Spires said. It is quite clear to the Federal IT Investment community that for EA to meet its objective, understandable, relevant value must be measured and reported using a repeatable method – as described by GAO's recent report "Enterprise Architecture Value Needs To Be Measured and Reported". What's not clear is the method or guidance to sell this value. In fact, the current GAO "Framework for Assessing and Improving Enterprise Architecture Management (Version 2.0)", a.k.a. the "EAMMF", does not include words like "sell", "persuade", "market", etc., except in reference ("within Core Element 19: Organization business owner and CXO representatives are actively engaged in architecture development") to a brief section in the CIO Council's 2001 "Practical Guide to Federal Enterprise Architecture", entitled "3.3.1. Develop an EA Marketing Strategy and Communications Plan." Furthermore, Core Element 19 of the EAMMF is advised to be applied in "Stage 3: Developing Initial EA Versions". This kind of EA sales campaign truly should start much earlier in the maturity progress, i.e. in Stages 0 or 1. So, what are the understandable, relevant benefits (or value) to sell, that can find an agreeable, participatory audience, and can pave the way towards success of a longer-term, funded set of EA mechanisms that can be methodically measured and reported? Pragmatic benefits from a useful EA that can help overcome the fear of change? And how should they be sold? Following is a brief taxonomy (it's a taxonomy, to help organize SME support) of benefit-related subjects that might make the most sense, in creating the messages and organizing an initial "engagement plan" for evangelizing EA "from within". An EA "Sales Taxonomy" of sorts. We're not boiling the ocean here; the subjects that are included are ones that currently appear to be urgently relevant to the current Federal IT Investment landscape. Note that successful dialogue in these topics is directly usable as input or guidance for actually developing early-stage, "Fit-for-Purpose" (a DoDAF term) Enterprise Architecture artifacts, as prescribed by common methods found in most EA methodologies, including FEAF, TOGAF, DoDAF and our own Oracle Enterprise Architecture Framework (OEAF). The taxonomy below is organized by (1) Target Community, (2) Benefit or Value, and (3) EA Program Facet - as in: "Let's talk to (1: Community Member) about how and why (3: EA Facet) the EA program can help with (2: Benefit/Value)". Once the initial discussion targets and subjects are approved (that can be measured and reported), a "marketing and communications plan" can be created. A working example follows the Taxonomy. Consequences – realization of risk can be mapped as a series of consequences, from earlier decisions or new decisions required for current issues 2.5.5.1. Unanticipated – illuminating signals of future or non-symmetric risk; helping to "future-proof" 2.5.5.2. Anticipated – discovering the level of impact that matters 3. EA Program Facet (What parts of the EA can and should be communicated, using business or mission terms?) 3.1. Architecture Models – the visual tools to be created and used 3.1.1. Operating Architecture – the Business Operating Model/Architecture elements of the EA truly drive all other elements, plus expose communication channels 3.1.2. Use Of – how can the EA models be used, and how are they populated, from a reasonable, pragmatic yet compliant perspective? What are the core/minimal models required? Create an easy-to-read "Consequence Model" that illustrates how adoption of a cloud capability (like elastic operational storage) can enable rapid and durable compliance with the mandate – using EA traceability. Traceability might be from the IRM to the ARM (that identifies reusable services invoking the elastic storage), and then to the PRM with performance measures (such as % utilization of purchased storage allocation) included in the OMB Exhibits; and b. Schedule a meeting with the Program Owners, timed during their Acquisition Strategy meetings in response to the mandate, to use the "Consequence Model" for advising them to organize a rapid and relevant RFI solicitation for this cloud capability (regarding alternatives for sourcing elastic operational storage); and c. Schedule a series of short "Discovery" meetings with the system architecture leads (as agreed by the Program Owners), to further populate/validate the "As-Is" models and frame the "To Be" models (via scenarios), to better inform the RFI, obtain the best feedback from the vendor community, and provide potential value for and avoid impact to all other programs and systems. --end example -- Note that communications with the intended audience should take a page out of the standard "Search Engine Optimization" (SEO) playbook, using keywords and phrases relating to "value" and "outcome" vs. "compliance" and "output". Searches in email boxes, internal and external search engines for phrases like "cost avoidance strategies", "mission performance metrics" and "innovation funding" should yield messages and content from the EA team. This targeted, informed, practical sales approach should result in additional buy-in and participation, additional EA information contribution and model validation, development of more SMEs and quick "proof points" (with real-life testing) to bolster the case for EA. The proof point here is a successful, timely procurement that satisfies not only the external mandate and external oversight review, but also meets internal EA compliance/conformance goals and therefore is more transparently useful across the community. In short, if sold effectively, the EA will perform and be recognized. EA won’t therefore be used only for compliance, but also (according to a validated, stated purpose) to directly influence decisions and outcomes.   • What is the Oracle Utilities Application Framework?

    The Oracle Utilities Application Framework is a reusable, scalable and flexible java based framework which allows other products to be built, configured and implemented in a standard way. Note: Even though the Framework is built in java it can be integrated with COBOL based extensions for backward compatibility. When Oracle Utilities Customer Care & Billing was migrated from V1 to V2, it was decided that the technical aspects of that product be separated to allow for reuse and independence from technical issues. The idea was that all the technical aspects would be concentrated in this separate product (i.e. a framework) and allow all products using the framework to concentrate on delivering superior functionality. The product was named the Oracle Utilities Application Framework (oufw is the product code). The technical components are contained in the Oracle Utilities Application Framework which can be summarized as follows: Metadata - The Oracle Utilities Application Framework is responsible for defining and using the metadata to define the runtime behavior of the product. All the metadata definition and management is contained within the Oracle Utilities Application Framework. UI Management - The Oracle Utilities Application Framework is responsible for defining and rendering the pages and responsible for ensuring the pages are in the appropriate format for the locale. Integration - The Oracle Utilities Application Framework is responsible for providing the integration points to the architecture. Refer to the Oracle Utilities Application Framework Integration Overview for more details Tools - The Oracle Utilities Application Framework provides a common set of facilities and tools that can be used across all products. Technology - The Oracle Utilities Application Framework is responsible for all technology standards compliance, platform support and integration. There are a number of products from the Tax and Utilities Global Business Unit as well as from the Financial Services Global Business Unit that are built upon the Oracle Utilities Application Framework. These products require the Oracle Utilities Application Framework to be installed first and then the product itself installed onto the framework to complete the installation process. There are a number of key benefits that the Oracle Utilities Application Framework provides to these products: Common facilities - The Oracle Utilities Application Framework provides a standard set of technical facilities that mean that products can concentrate in the unique aspects of their markets rather than making technical decisions. Common methods of configuration - The Oracle Utilities Application Framework standardizes the technical configuration process for a product. Customers can effectively reuse the configuration process across products. Multi-lingual and Multi-platform - The Oracle Utilities Application Framework allows the products to be offered in more markets and across multiple platforms for maximized flexibility.   • Oracle Enterprise Data Quality: Ever Integration-ready

    It is closing in on a year now since Oracle’s acquisition of Datanomic, and the addition of Oracle Enterprise Data Quality (EDQ) to the Oracle software family. The big move has caused some big shifts in emphasis and some very encouraging excitement from the field.  To give an illustration, combined with a shameless promotion of how EDQ can help to give quick insights into your data, I did a quick Phrase Profile of the subject field of emails to the Global EDQ mailing list since it was set up last September. The results revealed a very clear theme:   Integration, Integration, Integration! As well as the important Siebel and Oracle Data Integrator (ODI) integrations, we have been asked about integration with a huge variety of Oracle applications, including EBS, Peoplesoft, CRM on Demand, Fusion, DRM, Endeca, RightNow, and more - and we have not stood still! While it would not have been possible to develop specific pre-integrations with all of the above within a year, we have developed a package of feature-rich out-of-the-box web services and batch processes that can be plugged into any application or middleware technology with ease. And with Siebel, they work out of the box. Oracle Enterprise Data Quality version 9.0.4 includes the Customer Data Services (CDS) pack – a ready set of standard processes with standard interfaces, to provide integrated: Address verification and cleansing  Individual matching Organization matching The services can are suitable for either Batch or Real-Time processing, and are enabled for international data, with simple configuration options driving the set of locale-specific dictionaries that are used. For example, large dictionaries are provided to support international name transcription and variant matching, including highly specialized handling for Arabic, Japanese, Chinese and Korean data. In total across all locales, CDS includes well over a million dictionary entries.   Excerpt from EDQ’s CDS Individual Name Standardization Dictionary CDS has been developed to replace the OEM of Informatica Identity Resolution (IIR) for attached Data Quality on the Oracle price list, but does this in a way that creates a ‘best of both worlds’ situation for customers, who can harness not only the out-of-the-box functionality of pre-packaged matching and standardization services, but also the flexibility of OEDQ if they want to customize the interfaces or the process logic, without having to learn more than one product. From a competitive point of view, we believe this stands us in good stead against our key competitors, including Informatica, who have separate ‘Identity Resolution’ and general DQ products, and IBM, who provide limited out-of-the-box capabilities (with a steep learning curve) in both their QualityStage data quality and Initiate matching products. Here is a brief guide to the main services provided in the pack: Address Verification and Standardization EDQ’s CDS Address Cleaning Process The Address Verification and Standardization service uses EDQ Address Verification (an OEM of Loqate software) to verify and clean addresses in either real-time or batch. The Address Verification processor is wrapped in an EDQ process – this adds significant capabilities over calling the underlying Address Verification API directly, specifically: Country-specific thresholds to determine when to accept the verification result (and therefore to change the input address) based on the confidence level of the API Optimization of address verification by pre-standardizing data where required Formatting of output addresses into the input address fields normally used by applications Adding descriptions of the address verification and geocoding return codes The process can then be used to provide real-time and batch address cleansing in any application; such as a simple web page calling address cleaning and geocoding as part of a check on individual data.     Duplicate Prevention Unlike Informatica Identity Resolution (IIR), EDQ uses stateless services for duplicate prevention to avoid issues caused by complex replication and synchronization of large volume customer data. When a record is added or updated in an application, the EDQ Cluster Key Generation service is called, and returns a number of key values. These are used to select other records (‘candidates’) that may match in the application data (which has been pre-seeded with keys using the same service). The ‘driving record’ (the new or updated record) is then presented along with all selected candidates to the EDQ Matching Service, which decides which of the candidates are a good match with the driving record, and scores them according to the strength of match. In this model, complex multi-locale EDQ techniques can be used to generate the keys and ensure that the right balance between performance and matching effectiveness is maintained, while ensuring that the application retains control of data integrity and transactional commits. The process is explained below: EDQ Duplicate Prevention Architecture Note that where the integration is with a hub, there may be an additional call to the Cluster Key Generation service if the master record has changed due to merges with other records (and therefore needs to have new key values generated before commit). Batch Matching In order to allow customers to use different match rules in batch to real-time, separate matching templates are provided for batch matching. For example, some customers want to minimize intervention in key user flows (such as adding new customers) in front end applications, but to conduct a more exhaustive match on a regular basis in the back office. The batch matching jobs are also used when migrating data between systems, and in this case normally a more precise (and automated) type of matching is required, in order to minimize the review work performed by Data Stewards.  In batch matching, data is captured into EDQ using its standard interfaces, and records are standardized, clustered and matched in an EDQ job before matches are written out. As with all EDQ jobs, batch matching may be called from Oracle Data Integrator (ODI) if required. When working with Siebel CRM (or master data in Siebel UCM), Siebel’s Data Quality Manager is used to instigate batch jobs, and a shared staging database is used to write records for matching and to consume match results. The CDS batch matching processes automatically adjust to Siebel’s ‘Full Match’ (match all records against each other) and ‘Incremental Match’ (match a subset of records against all of their selected candidates) modes. The Future The Customer Data Services Pack is an important part of the Oracle strategy for EDQ, offering a clear path to making Data Quality Assurance an integral part of enterprise applications, and providing a strong value proposition for adopting EDQ. Hence the importance of logging Metalink Service Requests, and describing in details your business expectations. You can include key milestones dates and justifications as to why this request is important and the benefits your organization stands to gain should this request be accepted.     Das Oracle Enterprise Repository (OER) ist die zentrale Stelle zur Verwaltung von SOA Artefakten aller Art, mit dem Ziel, den gesamten Lebenszyklus dieser Artefakte zu begleiten. Es ist wesentliche Grundlage für deren Wiederverwendung, für die Ermittlung von Abhängigkeiten, wie auch für die Bestimmung des Wertes dieser Artefakte, was wiederum für den Nutzen der SOA Implementierung von Bedeutung ist. In AIA 11g wird die aktuelle Version des OER unterstützt und wird zusätzlich ergänzt durch die Project Lifecycle Workbench, in der die funktionale Spezifikation, die Aufteilung der Prozesse, oder beispielsweise die Generierung des Deployment Plans erfolgt.Für die Bereitstellung der Artefakte des Foundation Pack 11g gibt es inzwischen ein zugehöriges AIA Solution Pack für OER, mit dem die entsprechenden Strukturen, sowie die Bestandteile des Foundation Packs 11g, also EBOs, EBMs, EBSs, usw. unabhängig von einer AIA Installation direkt importiert werden können.   • Why Your ERP System Isn't Ready for the Next Evolution of the Enterprise

Efficiencies gained through the accounting and resource allocation through ERP software have literally saved companies trillions of dollars. Not only does everything seem to be fine with your ERP system, you haven't had to touch it in years. Why aren't you ready for what comes next? Well judging by the growth rates in the space (Oracle posted only a 3% growth rate, while SAP showed a 12% decline) there hasn't been much modernization going on, just a little replacement activity. If you are like most companies, your ERP system is connected to a proprietary middleware solution that only effectively talks with a handful of other systems you might have acquired from the same vendor. Connecting your legacy system through proprietary middleware is expensive and brittle and if you are like most companies, you were only willing to pay an SI so much before you said "enough." So your ERP is working. It's humming along. You might not be able to get Order to Promise information when you take orders in your call center, but there are work arounds that work just fine. So what's the problem? The problem is that you built your business around your ERP core, and now there is such pressure to innovate your business processes to keep up that you need a whole new slew of modern apps and you need ERP data to be accessible from everywhere. Every time you change a sales territory or a comp plan or change a benefits provider your ERP system, literally the economic brain of your business, needs to know what's going on. And this giant need to access and provide information to your ERP is only growing. What makes matters even more challenging is that apps today come in every flavor under the Sun™. SaaS, cloud, managed, hybrid, outsourced, composite....and they all have different integration protocols. The only easy way to get ahead of all this is to modernize the way you connect and run your applications. Unlike the middleware solutions of yesteryear, modern middleware is effectively the operating system of the enterprise. In the same way that you rely on Apple, Microsoft, and Google to find a video driver for your 23" monitor or to ensure that Word or Keynote runs, modern middleware takes care of intra-application connectivity and process execution. It effectively allows you to take ERP out of the middle while ensuring connectivity to your vital data for anything you want to do. The diagram below reflects that change. In this model, the hegemony of ERP is over. It too has to become a stealthy modern app to help you quickly adapt to business changes while managing vital information. And through modern middleware it will connect to everything. So yes ERP as we've know it is dead, but long live ERP as a connected application member of the modern enterprise.   • Update Manager is in Launcher and Alt-Tab list, but I can't switch to it

    The Update Manager recently started itself and found two updates. I can tell by the icon in the launcher. The icon has a (2) on it and a little white arrow saying the application is running. I can also see the update-manager process in a 'ps -A' list. Alt-Tab also shows the Update Manager. The problem is I can't get Update Manager to show up. If I click on the icon or Alt-Tab to it, nothing happens. I've never had any issues starting it manually, but when it starts on it's own after finding an update, I can't switch to it. What can I try to make this work better?
